Abstract of Unaudited vouchers for the Sewer Fund for $ COMMUNICATIONS: • Certificate of Liability Insurance received from Children’s Home of Wyoming Conference • Certificate of Liability Insurance received from M & P Rogers Electric • Certificate of Liability Insurance received from Vacri Construction Corp • Certificate of Liability Insurance received from 21st Century Pool & Patio • Certificate of Liability Insurance received from Girl Scouts of NYPENN Pathways Inc • Certificate of Liability Insurance received from On Grid Infrastructure Services d/b/a My Solar Grid TRUSTEE-COMMISSIONER REPORTS: Administration/Community Association – Robert Warholic, Trustee Public Works – Michael Cashman, Trustee Planning – Public Safety – James DeGennaro, Trustee 2024 was a steady year for us with a lot of exciting improvements to the department and community! Our 2024 Officers were as follows: Chief: Matt Griswold Asst Chief: Steve Barlow  2 Asst. Chief: Dave Casiuk Captain: Steve Shenk All the officers have retained their positions moving into 2025. -For training we provided 86 hours of in-house training to our members, with 490 total "man hours" for all members that attended throughout the year! -For alarms we answered a total of 201 alarms, consisting of 116 fire alarms and 85 medical calls breaking down as: 12 house/building fires 2 vehicle fires 5 brush fires 9 motor vehicle accidents 15 gas or CO issues 8 trees or wires down 3 water conditions 3 standbys 19 call canceled 5 odors of smoke 32 alarm activations 3 other service calls -Although there was an estimated $100,000 in fire damage loss within the district, due to the efforts of our department and mutual aid departments, it is estimated that there was $250,000 worth of property saved from fire damage. -We have welcomed 3 new members into the department with a couple more pending for the 2025 calendar year -We received an Assistance to Firefighters Grant of $78,571.42 to equipment the department with new SCBA units, spare bottles, and new high temperature masks. These SCBAs replaced ones that had date codes from the late 90's and far out of NFPA standards. -We received $6000 from Broome County to replace our outdated AED units with new units, as well as providing us an additional unit so that all apparatus now are equipped with an AED. -We received $2,500 from the NYS DEC that will be put towards new battery powered chain saws and LED lighting this coming year. -The Village of Port Dickinson received $100,000 from Senator Lea Webb for water main replacement in the Village, which will have a huge positive impact on water supply during a fire event. -For the first time in roughly fifteen years fire prevention was brought back to the fire station, and with the help of the Broome County Firefighter's Association all 400+ kids from Port Dickinson Elementary were put through the fire prevention smoke trailer as part of their fire prevention education. As always the year has had its ups and down, but we are happy to see what this next year has in store for us as we look forward to serving our great community!" Parks, Water & Sewer – Robert Moss, Trustee Water/Sewer: arrears as of 1/14/25 - $4,228.83 28 accounts were sent shutoff notices on 12/31/24. Resolution scheduling a Public Hearing on 2/11/25 at 6:00PM on Proposed Local Law 4-2025, A LOCAL LAW AMENDING CHAPTER 22 OF THE VILLAGE CODE REDEFINING PETS AND LIMITING THE NUMBER OF DOGS PERMITTED PER RESIDENCE 2. Resolution adopting Proposed Local Law 1-2025, A LOCAL LAW AMENDING CHAPTER 65 OF THE VILLAGE CODE REGARDING TEMPORARY SIGNS as follows: 3. Resolution adopting Proposed Local Law 3-2025, A LOCAL LAW AMENDING SECTION 45-3 OF THE VILLAGE CODE REGARDING REGULATIONS FOR YARDS, LOTS, AND OPEN AREAS AS FOLLOWS: NEW BUSINESS/DISCUSSION: ADJOURNMENT  4 VILLAGE OF PORT DICKINSON LOCAL LAW NO. 4 OF 2025 A LOCAL LAW AMENDING CHAPTER 22 OF THE VILLAGE CODE REDEFINING PETS AND LIMITING THE NUMBER OF DOGS PERMITTED PER RESIDENCE Be it enacted by the Board of Trustees of the Village of Port Dickinson as follows: Section 1. Section 22-2 of the Village Code entitled “Definitions” shall be amended as follows: PETS — Includes dogs and cats, as well as other common household pets, such as fish, hamsters, gerbils, rabbits, and birds, which are commonly maintained indoors and chickens. This term shall exclude all farm animals (horses, mules, donkeys, sheep, goats, pigs, cattle, livestock, geese, fowl, bees, poultry, etc.) and wild or other dangerous animals. Section 2. Section 22-3 of the Village Code entitled “Restrictions” shall be amended by adding the following: K. Permit more than two (2) dogs per residence. Section 3. Separability The provisions of this local law are separable and if any provision, clause, sentence, subsection, word or part thereof is held illegal, invalid, unconstitutional, or inapplicable to any person or circumstance, such illegality, invalidity or unconstitutionality, or inapplicability shall not affect or impair any of the remaining provisions, clauses, sentences, subsections, words, or parts of this local law or their application to other persons or circumstances. It is hereby declared to be the legislative intent that this local law would have been adopted if such illegal, invalid, or unconstitutional provision, clause, sentence, subsection, word or part had not been included therein, and as if such person or circumstance, to which the local law or part thereof is held inapplicable, had been specifically exempt therefrom. Section 4. Repealer All Ordinances, Local Laws and parts thereof inconsistent with the Local Law are hereby repealed. Section 5. Effective Date This local law shall take effect upon filing with the New York Secretary of State in accordance with Section 27 of the Municipal Home Rule Law.  5 VILLAGE OF PORT DICKINSON RESOLUTION APPROVING LOCAL LAW NO. 1-2025 At a meeting of the Village Board of the Village of Port Dickinson, held at Village Hall, 786 Chenango Street in said Village on the 14th day of January, 2025, the following resolution was offered and seconded: WHEREAS, notice was given that the Village Board will hold a public hearing on January 14, 2025 at 6:00 p.m. for Local Law No. 1 of the year 2025 entitled “A LOCAL LAW AMENDING CHAPTER 65 OF THE VILLAGE CODE REGARDING TEMPORARY SIGNS”; and WHEREAS, notice of said public hearing was duly advertised in the official newspaper of the Village, and posted on the Village Clerk’s signboard; and WHEREAS, the Local Law was referred to the Village Planning Board and it recommended approval of the law; and WHEREAS, the Broome County Planning Department reviewed the Local Law pursuant to GML § 239-m, and found no significant county-wide impacts; and WHEREAS, said public hearing was duly held on the 14th day of January, 2025 at 6:00 p.m. and all parties in attendance were permitted an opportunity to speak on behalf of or in opposition to said proposed Local Law or any part thereof; and WHEREAS, pursuant to Part 617 of the implementing regulations of the State Environmental Quality Review Act, it has been determined by the Village Board that adoption of said Local Law constitutes a Type I Action as defined under said regulations. The Village Board has considered the possible environmental impacts of the action, concluded that it will not have a significant adverse impact on the environment, and adopts a negative declaration with respect to the same; and WHEREAS, the Village Board, after due deliberation, finds it in the best interest of the Village to adopt said local law.
