On this the 29th day of June 2026, the City Council of the City of Port Lavaca, Texas, convened
in a Special and Workshop session at 1:00 p.m. at the regular meeting place in Council Chambers at City
Hall, 202 North Virginia Street, Port Lavaca, Texas, with the following members in attendance:
I. ROLL CALL AND CALL TO ORDER at 1:01 p.m.

Constituting a quorum for the transaction of business, at which time the following business was transacted:

IV. REVIEW OF VISION AND MISSION STATEMENT
• OUR VISION:
The Mayor and the City Council envision a friendly town on Lavaca Bay where economic and
recreational opportunities abound, providing for a wonderful quality of life for both citizens
and tourists, rich in history and looking toward a vibrant future!
• OUR MISSION:
Our mission is to make Port Lavaca a desirable place to live through high-quality services,
responsible use of public resources, and a progressive approach to community development.
With enthusiasm, integrity, and vision, we will maintain a safe environment and continually
improve the quality of life for all citizens.

VI. COMMENTS FROM THE PUBLIC - Limited to 3 minutes per individual unless permission to speak longer

• Mayor De La Garza asked for comments from the public and the following citizen(s) spoke:
o Kevin Hermes, 222 Randle Street, Port Lavaca, TX, Voiced safety and nuisance concerns
regarding the Rooster Bar, citing a recent indoor shooting, excessive noise, and improper
trash disposal.
VII. ACTION ITEMS - (Council will consider/discuss the following items and take any action
deemed necessary)
1. Consider the proposed scope of the slope repair at 110 and 114 Harbor Drive West and
authorize construction and engineering contracts for the work. Presenter is Wayne Shaffer
Motion made by Councilman District 6 Burke
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
LAVACA, TEXAS:
THAT, Council hereby approves the proposal submitted by Southern Gulf Solutions, LLC for
slope repair services at 110 and 114 Harbor Drive West; and
BE IT FURTHER RESOLVED, THAT, Council authorizes the execution of associated
construction and engineering contracts in an amount not to exceed $74,442.71, subject to the property
owners executing a cost-sharing agreement prepared by the City Attorney outlining the City's maximum
financial contribution to the project.

2. Consider the conceptual plan draft for the proposed development of the Regan Building,
Faye Bauer Sterling Park, alley, and surrounding area prepared by Fisher Heck Architects.
Presenter Jody Weaver
City Manager Weaver presented a conceptual development plan for the Regan Building, Faye Bauer
Sterling Park, the adjacent alley, and the surrounding area, as prepared by Fisher Heck Architects. City
Manager Weaver noted that the estimated cost for building stabilization is approximately $110,000.00.
An extensive discussion ensued among council members and staff regarding the merits and challenges of
the proposal.
Motion made by Councilman District 6 Burke
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
LAVACA, TEXAS:
THAT, Council hereby approves the conceptual plan draft for the proposed development of the
Regan Building, Faye Bauer Sterling Park, alley, and surrounding area prepared by Fisher Heck
Architects, as presented.
Motion died for lack of a second.
Mayor De La Garza announced this agenda item would be deferred for consideration at a future meeting.
VIII. ADJOURN SPECIAL MEETING
Mayor De La Garza announced adjournment of Special Meeting at 1:44 p.m.

XI. ITEMS FOR DISCUSSION – (Council will discuss the following items)
1. Review and discuss the proposed Capital Improvement Plan (CIP) and other Plans for the
2026-2027 Fiscal Year budget. Presenter is Brittney Hogan
Council discussed this agenda item.
No action necessary and none taken.

XII. COMMENTS FROM THE MAYOR, COUNCIL MEMBERS AND CITY MANAGER
• Mayor De La Garza congratulated Councilwoman District 5 Bland-Stewart for Juneteenth
celebration. Moved celebration to the Bauer Center due to possible rain. Turned out great.
Biggest event that brings in the most HOT funds;
• Smith Harbor is being cleaned up and looking the best;
• Summer concern, spraying for mosquitos;
• City Manager Weaver announced Motorcade, Historical Commission celebrating America’s
250 years, Senator John Cornyn gave Mayor De La Garza a letter he will read at the motorcade;
• Fireworks for July 4 celebration will be on July 3;
• City Manager Weaver treated employees and their families to a movie at the Twin Dolphins
Theatre;
• Safety meetings and luncheon for the employees;
• Finance Director Hogan: Safety meeting helps the city to be recognized and identified as a
“Road Ready” city;
• Mayor De La Garza announced he added this section to allow members an opportunity to bring
up issues or items they want to be added to upcoming agenda;
• Mayor De La Garza announced he will be out of town;
• Councilman District 6 Burke asked when Buc-ee’s is closing and Public Works Director
Shaffer told him that July 27, 2026 is the last day.
XIII. ADJOURN WORKSHOP
Mayor De La Garza asked for motion to adjourn.
