Adjourn 2 PORT ORFORD PARKS COMMISSION REGULAR HYBRID MEETING Thursday, October 5th, 2023; 6:00 P.M. MINUTES Present: Chair Bryan Thompson, Liaison/Comm Greg Tidey, Comm. Clark Kocurek, Comm. Seirran Izumida Staff: City Administrator Huttl, City Recorder Joseph Harrison Audience: Garth Gant & Hunter Jordan 1. (0:00-0:01) Call to Order: Chair Thompson called the meeting to order Thursday, October 5th, 2023, at (6:00) P.M. Commissioners recited the Pledge of Allegiance led by Chair Thompson. 2. (0:01-0:05) Additions to the Agenda: a. Vice Chair Kocurek: Adds “Wetlands Walkway” to Old Business as item 7(b); Commission agrees via consensus. b. Chair Bryan Thompson: Adds “Battle Rock Walkway” and “Pinehurst Boat Ramp” to New Business as items 8(b) and 8(c) respectively. 3. (0:05-0:20) Citizens’ Concerns: a. Linda Tarr: Starts by thanking the parks for the work they do. Some one is camping at the oak tree in the park, if its landscaped that could help, but the Watershed council want to keep it natural. The Wetlands Walkway has fallen into disrepair and the community members that made it want it brought back into repair. It is not covered by insurance, this was a myth and the work is too intensive to be done by volunteers and students. Until the work is done, there should at least by a “Closed Until Further Notice” sticker over the sign. b. Cynthia Freeman: Resident for 3 years and an Environmental Educator. Has called prior to meeting to inform the Commission about the large amount of trash and exposed/eroded steps at Battle Rock Park. The steps have deteriorated to the point that they are a hazard. The Commission asks for clarification on which stairs; the where the dunes meet the grass. Its located on City property. c. Due to having Joe Konek with the State Parks Department on the phone the Commission agree by consensus to move to item 8(b). 4. (0:16-0:21) Item (8b): Battle Rock Walkway a. Mr. Konek just want to hear what the Commission has to say; Commissioners ask if he would be willing to send something to the City Administrator about authorizing work on 3 Battle Rock Park. Mr. Konek doesn’t believe that its necessary as it appears that the part of the Park that needs work is located on City Property. b. Commissioners question if stairs should be removed or repaired; due to the grade of the slope at their location, it is presumed it would be better to repair. Commissioners state they will send someone to check them out and comeback next meeting to discuss further. 5. (0:21-0:21) REPORTS: a. Buffington Park Host Report: Not Here. (6:04) 6. (0:21-0:23) Consent Calendar: a. Meeting Minutes October 5th: Committee members take a few minutes to review the minutes. i. Vice Chair Kocurek motions to approve the minutes. ii. Comm. Izumida seconds the motion. iii. Discussion: None iv. Vote: (6:23) Comm. Bechtel Yes Comm. Tidey Yes Comm. Fraser Yes Comm. Kocurek Yes Comm. Thompson Yes 6. (0:23-0:32) Commission Reports: a. Comm. Kocurek: The windmill obstacle for the mini golf course has been painted and will be installed by next meeting. b. Comm. Bechtel: Nothing to report. c. Comm Tidey: Towel design for the Disc Gold Tournament is done. CTR is dropping of 2 Port- o-Potties prior to the Tournament. Tournament will be the largest in County History. 96 people have already signed up, 83 of them are from out of town; many out of towners are commenting that our course is more of a “Community Course”. The Arts Council and 5 locals will be decorating the park for the event and the County mascot is planned to make an appearance. Discs for the next tournament will be ordered soon. d. Comm. Fraser: Excused. e. Chair Thompson: Internet has been set up in the Visitor Center; Mainstreet is requesting a lockbox for the keys and digital deadbolt combo. The Grant application is moving along, but has yet to be awarded. There is still no contract for the Horse Arena Work. Wednesday October 11 will be the cross-country race. Volunteers wanted and appreciated. If you would like to Volunteer, please show up at the A-Frame at 3:00 pm. Gives thanks to the other commissioners 4 for cleaning up trails and making them runnable. Park clean up scheduled for Sunday the 8 th for a full park clean up prior to the races. f. Comm. Izumida: Did a check in with Public Works to find suitable locations for the picnic tables and benches, they will be installed soon. The gear box by the dug out was left open and filled with water and needs to be drained and holes need to be drilled in it. The School got $200 and wants to invest it in flowers for the park. 7. (0:32-0:40) Old Business: a. Playground update: Changes to the proposed playground are; using wood chips since they are the cheapest and replacing the tire swing with 2 normal swings which are high to minimize the amount of padding kicked out from under them. The price of the playground equipment will be increasing by 5% in November; unfortunately, we will not be able to order prior to the price increase as the design still needs to be put out to bid for a month prior to ordering. b. Wetlands Walkway: The walkway has deteriorated further since the commission last spoke about it. The Commission was looking into if Insurance would cover the cost to fix, but it doesn’t. We need to pursue other avenues of funding, according to Ms. Tarr, Council President Ann Vileisis submitted a grant request for the wetlands; even though its not drinking water, it is still ecologically important. In addition to the other problems the area is facing, vagrants have begun to congregate at the location. 8. (0:40-0:47)New Business: None a. Safety Fence: Commissioners would like to install some sort of fence around the playground to prevent small children from wandering away from the play area and to make the playground area more distinct form the putt-putt area and the parking lot. Since we already have workers replacing the fence around the dog park, they can do it at the same time. We need to get bids so we can begin fundraising. b. Battle Rock Walkway: Already covered c. Pinehurst Boat Ramp: Due to the speaker not being here, this item was mostly skipped. Commissioners feel like there are steps we could take to make the area more inviting and kid friendly. 5 9. (0:47-0:58) Considerations: a. Citizens: a. None b. Commissioners: a. Kocurek: Mainstreet should do something about the 4th street parking turnout for the overlook point. The citizens that live in the area request better ropes and signs to delineate between private and public property. b. Tidey: December 18th is the Wrap Up Disc Golf Tournament. c. Izumida: Would like to do a “Power Washing Party” for the city property including the A-Frame, park equipment and dug out. Recorder/Planner Harrison reminds the commission that this may not be possible as Power Washing Permits cannot be given in advance and their availability is dependent on water levels at the plant. Our next fund- raising activities could be a Kite Festival, Artisan Market, or Cirtus Festival. By consensus, Parks Commission gives Commissioner Izumida permission to apply for a grant from the Cultural Commission. 12: (0:58) Future Meetings: The Park Commission meeting will be Thursday, October 5 th, 2023, at 6:00 p.m. held as a hybrid meeting at City Hall Chambers and online. 13: (0:59) Adjourn: Meeting adjourned at (6:30) p.m. on September 7th, 2023, by Brian Thompson.
