Item 3 tabled
Item 4 Jan 4 minutes - 1st to approve Izumida, 2nd Tidey- vote unanimous to approve
Item 5 - Citizen Concerns
Sierra Izumida came to ask to renew the lease for Siskiyou discovery school. There
is a question from City Council about covering the electric - Izumida recuses.
Remaining counselors recommend renewing the lease by consensus.
Item 6 - Buffington Park host not present. Tidey mentions that there is no contract
requiring the host to attend meetings. A handwritten report for the month of
October was provided. By consensus, Parks would ask new CA to work on formalizing
the arrangement with Park Host to include a contract.
Item 7 - Consent Calendar - no items in packet
Item 8 - Commissioner Reports
a. Izumida - provided a copy of a quote for fixing the deck of the A-frame.
There was a question about the budget - R&M. This would not meet the 5k limit to
acquire bids. Jerry has a crew of volunteers with access to a contractor's license.
Two different options - composite decking ($$$). Doesn't include dump or additional
rot if discovered. Doesn't include grip tape either. Tidey motions to approve the
bid from Jerry Boystrom up to $1500 total. Kocurek seconds. Thompson notes that
Melissa should confirm CCB contractor license. Unanimous vote to approve.
Izumida mentioned the slippery Battle Rock bridge to Public Works. PW recommended
bleach.
b. Kocurek - acquired grip tape for slippery bridge. Windmill on Hole 4 is
wearing out its bushing and will need a bearing or to be welded stationary.
c. Thompson - Called Ford Family Foundation regarding playground to gague
interest. They have a community grant towards the end of fundraising, up to 25k.
Need an email and a contact - is Parks supportive of Thompson acting as contact
person? By consensus, yes.
Golf balls and discs are out - Izumida replenished golf balls. Old discs were
donated. If we stock discs Tidey indicates that they need to be heavily marked as
PO property.
d. Sampsel - not present
e. Tidey - 4th of July disc golf tournament looks like a "go." Towel, mini
marker, and water bottle for "players pack" in lieu of a disc so people can bring
their own. Tidey and Jared Rush are going to mark out the "back 9" by 4th of July.
Would be nice to have additional course back there.
Has been talking to Jubilee about Car Show - they would prefer not to use back lot,
rather the school or baseball diamond. Tidey would prefer the car show at school,
but there are concerns about the integrity of the new track. Tidey will ask Jubilee
to talk to the school.
f. Fraser - not present
9. Old Business
a. Grant discussion - Parks and Rec lottery grant deadline is April 1st. CCD
is the grant writing agency that can help us apply. CA is new, Tidey will approach

her about this once she's had an opportunity to get her bearings. Thompson
requested a fwd of the grant page.
Local Govt Grant program LGGT - has 30 million for playgrounds, etc. Large grant
application is April 1. Tidey advises that CCD could assist with this grant as
well.
Izumida took photos of the park's current condition - might be helpful for grant
application.
b. Battle Rock Access Discussion / Update - the stairs. Izumida asks: Where
do we find money to hire someone with a license? Do we just remove the stairs and
level the grade? Recommends doing it "properly" to avoid making the erosion worse.
Question about ADA code - how many beaches have ADA accessible beaches. Izumida
suggested taking out the steps and installing a mesh filled with gravel to help
stabilize.
10. New Business
a. Thompson was contacted by Brent Cook regarding the Old Jail. Wants to try
to get it on national registry of historic sites. By consensus, the Parks
Commission is supportive.

Tidey - next month we need to look at our budget. Review Master Plan at
upcoming meeting to review priorities for next FY. Notes that we are behind on
several Master Plan projects. Bathrooms and signage are priorities for Tidey.
Commissioners asked to bring list of top few items to next meeting.
Thompson - knows a citizen who wants to purchase a memorial bench. Tidey
advises that Dena is the person to talk to. By consensus the Parks commission
reaffirms their willingness to establish a memorial bench.
Kocurek - none
Izumida - wants to look at starting a farmer's market at Buffington. Notes
that it's strikingly simple. Tidey recommends coordinating with Katie King Van
Wormer and then coming to the commission. Izumida recommends May - Aug or Sept. By
consensus, the commission supports Izumida continuing to explore this.
Fence is on hold while grant funding, etc. is explored. Booth rent could
possibly be used for fundraising.
