Adjourn 2 April 19th, 2024 To: Greg Tidey, Parks and Recreation Chair CC: Pat Cox, Mayor RE: Community Dog Training in Port Orford Dear Mr. Tidey and members of the City Council: You gave my colleague Jan Gordon permission to hold a canine manners class last summer in Buffington Memorial Park. Jan and I ran that class between June 24 th and July 29th, and it was well received. A total of 9 dogs participated, although one family was forced to drop out after the first two weeks. We turned away two other people who expressed interest, as classes need to be kept small to ensure safety and proper supervision. The attendees expressed satisfaction with the class both in the things they learned, and in the opportunity to let their dogs engage in social activity in a safe environment. Several requested a further similar class. I propose that we offer another class “Basic and Intermediate Canine Manners” which will follow a similar format, allowing both for new attendees and for further practice for the previous alumni. People are encouraged by seeing others whose dogs are ahead of or behind them in their training journey. And, as some of the folks in the community noted, we train the people as much as their dogs! We feel the community members did benefit from having another weekly activity to do with their dogs and make friends, network, and in the end have a dog that is a good citizen. We usually offer in home canine behavior modification, but we are getting asked more and more to have classes. Classes are less expensive, and a social activity that the community can look forward to each week. Please consider this request, and let me know if you are prepared for us to continue to use this space or another that is suitable. My background was in corporate work as a project manager until 15 years ago when I became a full- time dog trainer. As a part of my new career I also worked with a non-profit in Texas, teaching dog training to young men (12-17 years old) in juvenile detention, using shelter dogs. This program gave the young men additional skills in communication, empathy, and teamwork, and increased their confidence. In addition, the shelter dogs were now more adoptable, having been trained in basic behavior such as 3 leash walking, and calmness. I had worked with Jan in Texas, and have now moved to Langlois near Port Orford. Buffington Park on Saturday mornings was very suitable, and we would like to use it again if you agree. It would be even better to have an indoor training space as well / instead so no matter the weather, we still can hold classes and it is safe for the dogs and people. This opportunity for people to come and work with their dogs on basic training, canine good citizenship certificate, agility, and other classes we can offer will be open to citizens of all ages. Class size will be limited to six dogs, so that they will be fully supervised even when only one of us is there. Jan does have insurance for this business and if we are able to work together, she will be specific and name whatever facility on her policy and get you a copy. I do hope you will consider this opportunity for the community to continue to have better trained dogs and have more fun activities with them. Feel free to reach out to me by phone, email, or text. There is a question from the City Council about covering the electric - Izumida recuses. The remaining counselors recommend renewing the lease by consensus. Item 6 - Buffington Park host not present. Tidey mentions that there is no contract requiring the host to attend meetings. A handwritten report for October was provided. By consensus, Parks would ask the new CA to work on formalizing the arrangement with Park Host to include a contract. Item 7 - Consent Calendar - no items in the packet Item 8 - Commissioner Reports a. Izumida - provided a copy of a quote for fixing the deck of the A-frame. There was a question about the budget - R&M. This would not meet the 5k limit to acquire bids. Jerry has a crew of volunteers with access to a contractor's license. Two different options - composite decking ($$$). It doesn't include a dump or additional rot if discovered. Doesn't include grip tape either. Tidey motions to approve the bid from Jerry Boystrom up to $1500 total. Kocurek seconds. Thompson notes that Melissa should confirm the CCB contractor license. Unanimous vote to approve. Izumida mentioned the slippery Battle Rock bridge to Public Works. PW recommended bleach. b. Kocurek - acquired grip tape for the slippery bridge. The windmill on Hole 4 is wearing out its bushing and will need a bearing or to be welded stationary. c. Thompson - Called Ford Family Foundation regarding the playground to gauge interest. They have a community grant towards the end of fundraising, up to 25k. Need an email and a contact - is Parks supportive of Thompson acting as a contact person? By consensus, yes. Golf balls and discs are out - Izumida replenished golf balls. Old discs were donated. If we stock discs Tidey indicates that they need to be heavily marked as PO property. d. Sampsel - not present e. Tidey - The 4th of July disc golf tournament looks like a "go." Towel, mini marker, and water bottle for "players pack" instead of a disc so people can bring their own. Tidey and Jared Rush are going to mark out the "back 9" by the 4th of July. Would be nice to have additional courses back there. Has been talking to Jubilee about the Car Show - they would prefer not to use the back lot, but rather the school or baseball diamond. Tidey would prefer the car show at school, but there are concerns about the integrity of the new track. Tidey will ask Jubilee to talk to the school. f. Fraser - not present 9. Old Business 5 a. Grant discussion - Parks and Rec lottery grant deadline is April 1st. CCD is the grant writing agency that can help us apply. CA is new, Tidey will approach her about this once she's had an opportunity to get her bearings. Thompson requested a fwd of the grant page. Local Govt Grant program LGGT - has 30 million for playgrounds, etc. The large grant application is April 1. Tidey advises that CCD could assist with this grant as well. Izumida took photos of the park's current condition - might be helpful for a grant application. b. Battle Rock Access Discussion / Update - the stairs. Izumida asks: Where do we find money to hire someone with a license? Do we just remove the stairs and level the grade? Recommends doing it "properly" to avoid making the erosion worse. Question about ADA code - how many beaches have ADA-accessible beaches? Izumida suggested taking out the steps and installing a mesh filled with gravel to help stabilize. 10. New Business a. Thompson was contacted by Brent Cook regarding the Old Jail. He wants to try to get it on the National Registry of Historic Sites. By consensus, the Parks Commission is supportive. b. 11. a. No Citizen's considerations b. Commissioner's considerations Tidey - next month we need to look at our budget. Review the Master Plan at an upcoming meeting to review priorities for next FY. Notes that we are behind on several Master Plan projects. Bathrooms and signage are priorities for Tidey. Commissioners asked to bring a list of the top few items to the next meeting. Thompson - knows a citizen who wants to purchase a memorial bench. Tidey advises that Dena is the person to talk to. By consensus, the Parks Commission reaffirms its willingness to establish a memorial bench. Kocurek - none Izumida - wants to look at starting a farmer's market at Buffington. Note that it's straightforward. Tidey recommends coordinating with Katie King Van Wormer and then coming to the commission. Izumida recommends May - Aug or Sept. By consensus, the commission supports Izumida continuing to explore this. The fence is on hold while grant funding, etc. are explored. Booth rent could be used for fundraising. 6 12.
