May 4, 2021
The meeting was called to order by Mayor Lynch at 6:30 PM.
Invocation by Paster Hendon.
Councilperson Clem led the Pledge of Allegiance.
Members Present: Councilpersons Scott Williams, Ferdinand Alvarez, Debbie Podgorski, Gina Giese-Hurst, Pat
Clem, Brian Gulley, Collin Czilli, Mayor Sue Lynch. Also present was Clerk-Treasurer Nina Rivas and Attorney
Dan Whitten.
Minutes: Councilperson Czilli made a motion to approve the April 6, 2021 minutes; Councilperson Gulley
seconded the motion. Mayor Lynch requested input from the Council. Motion passed.

Communication, Correspondence and Announcements from the Mayor:
Prayer Breakfast will be held Thursday, May 6, 2021 in honor of National Day of Prayer.
Clerk-Treasurer’s Report:
Clerk-Treasurer Rivas reported that the new chart of accounts and fund conversion is almost complete. Next, all
of the 2021 APV’s will be reposted to the new account numbers (appropriations) an a full finance vote report will
be provided in June.
Reports of City Officials:
Superintendent Randy Reeder, Harbormaster Barb Lusco, Chief Candiano, and Community Development
Director AJ Monroe.

Approval of 2021 CF-1’s - Feralloy Corporation, True Power Properties, Portage Diversy, LLC, In3gedients, Inc.,
Konrad Plastics, Janet Tipold – Marina Shores, and Joan Anderson Schmidt – Marina Shores.
Councilperson made a motion to approve the 2021 CF-1’s; Councilperson Podgorski seconded the motion. Mayor
Lynch requested input from the Council. Motion passed.

MCP USA — Request to Restart Tax Abatement
Councilperson Czilli made a motion to table the request; Councilperson Williams seconded the motion. Mayor
Lynch requested input from the Council. Motion passed.

Councilperson Czilli made a motion to deny the request; Councilperson Clem seconded the request. Mayor Lynch
requested input from the Council. Motion passed.

Approval of 2021 Police Department Collective Bargaining Agreement
Councilperson Czilli made a motion to approve the 2021 Police Department CBA; Councilperson Clem seconded
the motion. Mayor Lynch requested input from the Council. Mayor Lynch requested a roll call vote. Motion
passed.

Councilperson Podgorski read Ordinance #21-05, an Ordinance Amending Municipal Code Entitled Ambulance
Fees in its entirety. Councilperson Podgorski made a motion to adopt Ordinance #31-05; Councilperson Czilli
seconded the motion. Mayor Lynch requested input from the Council. Motion passed.

Councilperson Gulley read Ordinance #21-07, an Ordinance amending Municipal Code Section 2-176(b) in its
entirety. Councilperson Gulley made a motion to adopt Ordinance #21-07; Councilperson Czilli seconded the

Reception of Petitions, Remonstrances and Public Input:
Betto Barrero addressed the Council to express his concern with the lack of ethnic diversity of the City of Portage’s
employees.
Barb Lusco addressed the Council on behalf of the Portage American Legion, Post #260 Women’s Auxiliary. An
invitation was extended to city staff and elected officials for an Appreciation Luncheon on May 12, 2021 from
10:30am-1:30pm at the Legion.
Bob Hallman addressed the Council about a storm drain that was vacated by neighbors decades ago. He also
encouraged the Mayor and Council to sit down and discuss ideas.
Scott Klein addressed the Council regarding an email that he sent earlier today. Councilperson Czilli stated the
Council is in receipt of his email but there was not enough time to discuss or take action.
Any Matters not Already Considered by the Council:
Adjournment: There being no further business to come before the Council, Mayor Lynch entertained a motion
to adjourn. Councilperson Czilli made a motion to adjourn; Councilperson Williams seconded the motion. Motion
passed. Mayor Lynch adjourned the meeting at 7:55 PM.
