City of Portage Common Council Regular Meeting July 12, 2022 The Common Council of the City of Portage met on Tuesday, July 12, 2022 at 6:30 p.m. at City Hall, Hall, 6070 Central Ave., Portage, Indiana. Mayor Lynch called the meeting to called to order with the Pledge of Allegiance at 6:30PM. Members present were Councilpersons Ferdinand Alvarez, Debbie Podgorski, Gina Giese-Hurst, Brian Gulley, Collin Czilli, and Mayor Sue Lynch. Also present was Clerk-Treasurer Nina Rivas and Attorney Dan Whitten. Approval of Minutes Councilperson Czilli made a motion to approve the June 7, 2022, minutes; Councilperson Podgorski seconded the motion. Mayor Lynch requested input from the Council. Motion passed. Communications, Correspondence, Announcements from the Mayor None. Swearing in of new Firefighters. Swearing in of new Park Superintendent Councilperson Clem joined the meeting remotely. Clerk-Treasurer’s Report Clerk-Treasurer Rivas reported that she received word from the state that they will be receiving their second distribution of ARPA funds soon. We will receive our second distribution thereafter. She also stated that the DLGF released the 2023 growth quotient. The growth quotient for the 2023 budget is 5.00%, last year the growth quotient was 4.30%. Reports from Standing Committees Ordinance Committee Councilperson Podgorski reported the committee is looking into trash collection fees and what those limitations intel. The committee is also looking into a puppy mill ordinance, the nuisance ordinance, and amending the waiting period time before fines are charged in the code enforcement ordinance. Reports from City Officials Chief Candiano Assistant Fire Chief Kevin DeYoung Harbormaster Lusco Sanitary Plant Superintendent Marshall Unfinished Business Second Reading Councilperson read Ordinance No. 22-09, Amending Chapter 90, Article V of Municipal Code NC and R2 to C2, 5630 U.S. Hwy 6 – Aetna Development in its entirety. Councilperson made motion to adopt Ordinance No. 22- 09; Councilperson seconded the motion. Mayor Lynch requested input from the Council. Motion passed. 6-yes – 0 nays ORD #22-09 New Business 2022 Salary Ordinance Amendment, Amendment No. 3 Councilperson made motion to adopt the 2022 Salary Ordinance, Amendment No. 3; Councilperson seconded the motion. Mayor Lynch requested input from the Council. Motion passed. 6-yes – 0 nays Resolution No. 22-04, Transfer Resolution Councilperson made motion to adopt Transfer Resolution No. 22-04; Councilperson seconded the motion. Mayor Lynch requested input from the Council. Motion passed. 6-yes – 0 nays RES #22-04 Introduction of Ordinances First Reading Councilperson read Ordinance No. 22-11, an Ordinance Amending Chapter 90, Article V of Municipal Code-NC and R2 to C2, 5822 US Hwy 6 in its entirety. Reception of Petitions, Remonstrances and Public Input Any Matters not Already Considered by the Council Common Council July 12, 2022 Page 2 Adjournment There being no further business to come before the Council, Mayor Lynch entertained a motion to adjourn.
