City of Portage Common Council Regular Meeting July 6, 2023 The Common Council of the City of Portage met on Tuesday, June 6, 2023, at 6:30 P.M. at City Hall, 6070 Central Ave., Portage, Indiana. Mayor Lynch called the meeting to called to order with the Pledge of Allegiance at 6:30PM. Members present were Councilpersons Ferdinand Alvarez, Debbie Podgorski, Gina Giese-Hurst, Scott Williams, Brian Gulley, Collin Czilli, and Mayor Sue Lynch. Also present was Clerk-Treasurer Nina Rivas and Attorney Dan Whitten. Approval of Minutes Councilperson Czilli made a motion to approve the June 6, 2023, minutes; Councilperson Alvarez seconded the motion. Mayor Lynch requested input from the Council. Motion passed. 6-yes, 0-nays Communications, Correspondence, Announcements from the Mayor Clerk-Treasurer’s Report Reports from Standing Committees Ordinance Committee Budget Committee Reports from City Officials Street Superintendent Reeder Fire Chief Wilkening Police Chief Candiano Park Superintendent Leto Treatment Plant Superintendent Marshall Harbormaster Lusco Unfinished Business None. New Business Councilperson Czilli read the Approval of Storage for Chemical and/or Combustible Substances (Amazon Data Services, Inc.) application in its entirety. Councilperson Czilli made a motion to approve the application; Councilperson Podgorski seconded the motion. Mayor Lynch requested input from the Council. Motion passed. 6-yes, 0-nays Fire – Local #3151 Collective Bargaining Agreement Attorney Whitten read the contract amendments/changes in their entirety. Councilperson Czilli made a motion to approve agreement; Councilperson Williams seconded the motion. Mayor Lynch requested input from the Council. Motion passed. 6-yes, 0-nays MOU - Longevity Councilperson Gulley read the MOU in its entirety. Councilperson made a motion to approve the MOU; Councilperson Williams seconded the motion. Mayor Lynch requested input from the Council. Motion passed. 5-yes, 0-nays (Councilperson Giese-Hurst Abstained) MOU – Mechanic’s Wage Scale Councilperson Podgorski read the MOU in its entirety. Councilperson made a motion to approve the MOU; Councilperson seconded the motion. Mayor Lynch requested input from the Council. Motion passed. 5-yes, 0-nays (Councilperson Giese-Hurst Abstained) Introduction of Ordinances First Reading Councilperson Williams read Ordinance #22-21, Salary Ordinance Amendment v3 in its entirety. Councilperson Williams made a motion to suspend the rules; Councilperson Czilli seconded the motion. Mayor Lynch requested input from the Council. Motion passed. 6-yes, 0-nays Councilperson Czilli made a motion to adopt Ordinance #22-21; Councilperson Williams seconded the motion. Mayor Lynch requested input from the Council. Motion passed. 6-yes, 0-nays COMMON COUNCIL JULY 5, 2023 PAGE 2 Councilperson Czilli made a motion to suspend the rules; Councilperson Alvarez seconded the motion. Mayor Lynch requested input from the Council. Motion passed. 6-yes, 0-nays Councilperson Alvarez read Ordinance #23-11, Vacating of Public Right-of-Way in its entirety. Councilperson Czilli made a motion to adopt Ordinance #23-11; Councilperson Gulley seconded the motion. Mayor Lynch requested input from the Council. Motion passed. 6-yes, 0-nays Second Reading Councilperson Giese-Hurst read Ordinance #23-08, Amending Chapter 90, Article V, Entitled “Zoning Map” (6439 Central Ave.). Councilperson Czilli made a motion to adopt Ordinance #22-21; Councilperson Williams seconded the motion. Mayor Lynch requested input from the Council. Motion passed. 6-yes, 0-nays Reception of Petitions, Remonstrances and Public Input Any Matters not Already Considered by the Council Adjournment There being no further business to come before the Council, Mayor Lynch entertained a motion to adjourn. Councilperson Czilli made a motion to adjourn; Councilperson Williams seconded the motion. Motion passed. 6-yes, 0-nays Mayor Lynch adjourned the meeting at 7:52 P.M.
