Minutes of the Regular Monthly Meeting
BOARD OF PARKS AND RECREATION
City of Portage, IN
July 19th, 2021

A&B. Call to Order and Roll Call
The regularly scheduled monthly meeting of the Portage Parks and Recreation Board was called to order
by Board President Ciesielski at 5:39 PM at the Woodland Park Community Center. Board members
Ciesielski, Maletta, Warchus, Lee and Moreno were present. Park Board Attorney Al Mindel, Council
Liaison Gina Giese-Hurst, Superintendent Wilkie and Accounting Clerk Stacy Govea were also present.
C. Minutes - The Board proceeded to review the minutes of the Regular Park Board meeting of June 24,
2021. Member Maletta made a motion to accept the minutes as written and submitted. A second was
made by Member Warchus. There being no further discussion, the motion carried unanimously by roll
call.
D. Financial Report – There is still no current financial report to review at this time. Member Maletta
made a motion to table the approval of the financial report, with a second from Member Lee. There
being no further discussion, the motion carried unanimously by roll call.
E. Vouchers - The Board reviewed the vouchers as listed on the official Register of Accounts Payable
Vouchers for June 2021. Member Lee made a motion for the Board to approve and pay the said
vouchers, as listed, written, and submitted. A second was made by Member Warchus. There being no
further discussion, the motion carried unanimously by roll call.
F. Contracts –
a. Superintendent Wilkie presented the rental register of contracts for June/July. Member
Maletta made a motion to approve the contracts as submitted. A second was made by Member Lee.
Motion passed unanimously through roll call.
b. Superintendent Wilkie presented the personal service register of contracts for June/July.
Member Maletta made a motion to approve the contracts as submitted. A second was made by Member
Warchus. Motion passed unanimously through roll call.
G. Fees and Charges – None.
H. Committee Reports – None.
I. Public Presentation and Correspondence – None.
J. Unfinished Business – None.
K. New Business –
a. Generator Service Agreement with Cummins - Superintendent Wilkie presented the renewal
for the Planned Maintenance Agreement with Cummins for the generator at the Woodland Park. A

motion was made by Member Maletta to approve the agreement as submitted. A second was made by
Member Moreno. Motion passed unanimously through roll call.
b. Keith and Tracy Hughes – The Hughes are seeking a waiver of rental fee of a hall to host a
benefit for Micki Pressley, the widow of late Portage Police officer Brad Pressley, who has been recently
diagnosed with breast cancer. A motion was made to approve the waiver of the room rental fee by
Member Maletta. A second was made by Member Lee. Motion passed unanimously through roll call.
L. Department Staff Remarks –
a. Superintendent Wilkie presented an update to the board on upcoming programs, sports and
events. We thank former Member Mike Hill for serving on the board. We wish him well, and he will be
missed. Member Hill stepped down last month due to a change in residency. We welcome new Member
Hortencia Moreno to the board. Superintendent Wilkie stressed to the board the extreme need for a
Head of Maintenance position to be filled and funded in our budget. This position is currently in the park
salary ordinance, however, due to budget cuts the position has not been funded for several years now.
The board offered assistance in advocating to the City Council and the Budget committee on how crucial
it is to fund this position in the park budget for 2022.
b. Accounting clerk, Stacy Govea, gave an update on where we believe to be with our budget for
2021. We hope to have an official financial report from the Clerk-Treasurer’s office soon.
M. Any other matters and Public Comments – Member Maletta brought to our attention the need to
appoint a member to replace former Member Mike Hill on the Plan Commission. After some discussion
amongst the board, a motion was made by Member Ciesielski to appoint Member Moreno to the Plan
commission. A second was made by Member Warchus. There being no further discussion, the motion
passed unanimously.
N. Next Meeting: Monday, August 16th, at 5:30 p.m. at Woodland Park.
O. Adjournment There being no further items of business, meeting adjourned at 6:22p.m. Member
Warchus made a motion for adjournment, with a second from Member Maletta. Motion passed
unanimously through roll call.
