Authorization to Purchase Additional Fare Validators from Token Transit Re: Consider the approval of an agreement with Token Transit for the purchase and installation of five (5) additional fare validators and related equipment in an amount not to exceed $25,650, authorize the annual software maintenance and support cost of $1,700, and appropriate funding from Federal Transit Administration (FTA) Grant No. 6260-2024-2 and Local Transportation Funds (LTF). 3. Authorization to Purchase Replacement Hydraulic Pump for Refuse Truck No. 6612 Re: Council to consider the purchase of a replacement hydraulic pump for Refuse Vehicle No. 6612 from Ray Gaskin Service in an amount not to exceed $11,656.21, funded through the Refuse Equipment Maintenance Budget. 4. Authorization to Purchase Four (4) Compressed Natural Gas (CNG) Refuse Trucks Re: Authorize the purchase of four (4) compressed natural gas (CNG) refuse trucks from Coast Counties Peterbilt through the Sourcewell Cooperative Purchasing Program in an amount not to exceed $1,985,729.30, including applicable taxes, fees, and a ten percent (10%) contingency for unforeseen costs, and authorize funding from the Solid Waste Reserve Fund. 5. Authorization to Purchase Motor Grader Re: Council to consider the purchase of one (1) John Deere 772P Motor Grader from Pape Machinery through the Sourcewell Cooperative Purchasing Program in an amount not to exceed $329,952.26, funded through the Street Division Equipment Replacement Budget. 6. Authorization to Purchase Equipment Trailer for the Water Department Re: Authorize the purchase of one equipment trailer from Coast Counties in an amount not to exceed $172,517.36, inclusive of applicable fees and a 10% contingency, and authorize funding from the Water Department Equipment Replacement Fund. 7. Authorization to Purchase Repair Parts for Influent Pump Re: Authorize the purchase of replacement Flygt influent pump repair parts from Shape Incorporated in an amount not to exceed $17,734.56, inclusive of freight and applicable taxes, with funding from the Wastewater Treatment Facility Operating Budget. 8. Authorization to Replace Laboratory HVAC Unit Re: Council to consider the replacement of the City Laboratory HVAC unit by Tam-N-TJ'z Cooling-N-Heating Inc. in an amount not to exceed $22,833.25, funded through the Fiscal Year 2026-2027 Sewer Enterprise Fund Budget. 9. Ratification of Emergency Air Conditioning Repairs – Porterville Animal Control Facility Re: Council to ratify the emergency expenditure of $9,903.00 for air conditioning repairs at the Porterville Animal Control Facility, authorize payment to EMCOR Services in the amount of $9,903.00 for the completed emergency repairs, and fund the repairs from the Police Department Equipment Replacement Fund. Authorization to Pay Invoice for Emergency Repairs to Fire Department Ladder Truck Unit 2195 Re: Consider authorizing payment to Hi-Tech Emergency Vehicle Services in the amount of $8,551.43 for repairs completed to Fire Department Ladder Truck Unit 2195, funded through the Fire Department Apparatus Maintenance Budget. 11. Authorization to Advertise for Bids for Transit Center Lobby Renovation Re: Authorize staff to advertise for bids for the Transit Center Lobby Renovation Project. The project is anticipated to be funded with approximately $187,402.40 (80%) from the Federal Transit Administration's Section 5307 Program and approximately $46,850.60 (20%) from Local Transportation Funds. 12. Award of Contract for the Villa Street Phase 2 Culvert Project Re: Council to consider awarding the Villa Street Phase 2 Culvert Project generally located at Porter Slough along Villa Street, to MAC General Engineering, Inc. in the amount of $1,300,493.27, authorize a 10% construction contingency in the amount of $130,049.30, authorize $130,049.30 for construction management, surveying, quality control, and inspection services. 13. Award Contract for Bus Shelter Graphics Installation Re: Council to consider an agreement with 2Market Visuals in the amount of $13,917.69 for the fabrication and installation of laminated anti-graffiti vinyl graphics for the City's bus shelters, funded through a manufacturer credit. 14. Acceptance of Project - Main Street Reconstruction, Phase 2B Re: Council to accept the Main Street Reconstruction, Phase 2B Project located between Olive Avenue and Garden Avenue as complete and authorize the City Clerk to file the Notice of Completion. 15. Authorization to Advertise a Request for Proposals (RFP) for Federal Advocacy Services Re: Council to consider the authorization to advertise a Request for Proposals for Federal Advocacy Services. 16. Authorization to Distribute a Request for Proposals (RFP) for Fourth and Fifth Year Permanent Local Housing Allocation (PLHA) Program Funding Re: Council to consider authorizing the distribution of a Request for Proposals (RFP) for the allocation of $519,058 in Fourth and Fifth Year Permanent Local Housing Allocation (PLHA) Program funding to support eligible housing and homelessness assistance programs. 17. Authorization to Distribute Request for Qualifications (RFQ) for On-Call Right-of-Way and Appraisal Consulting Services Re: Consideration to authorize staff to distribute a Request for Qualifications for on-call right-of-way and appraisal consulting services. 18. Authorization to Redistribute a Request for Qualifications (RFQ) for Escrow and Title Services and Extension of the Existing Agreement with First American Title Re: Consideration to authorize staff to redistribute the Request for Qualifications (RFQ) for on-call escrow and title services and approve the extension of the existing Professional City Council Agenda July 21, 2026 Page 4 of 9  Services Agreement with First American Title until the City Council awards a new agreement following completion of the RFQ process. 19. Approval of Resolution Authorizing Fiscal Year 2025-2026 Regional Surface Transportation Program Exchange Fund Claim Re: Consideration to adopt a Resolution authorizing submission of the Fiscal Year 2025- 2026 Regional Surface Transportation Program Exchange Fund Claim to the Tulare County Association of Governments in the amount of $436,651. 20. Authorization to Contract with Response Training Group for Tractor-Drawn Aerial Train- the-Trainer Program Re: Council to consider authorizing the Fire Department to enter into an agreement with Response Training Group (RTG) in an amount not to exceed $27,263 to provide a Tractor- Drawn Aerial (TDA) Train-the-Trainer Program, funded through the Fire Department's Instructor Service Agreement (ISA) Training Account. 21. Authorization to Upgrade Wastewater Treatment Facility SCADA Communication Equipment Re: Council to consider an agreement with Telstar Instruments in an amount not to exceed $27,318 for replacement of the Wastewater Treatment Facility SCADA communication equipment, funded through the Wastewater Treatment Facility Capital Reserve Fund. 22. Authorization to Schedule a Public Hearing to Consider Amendments to Porterville Municipal Code Chapter 2, Article IV, Relating to the Code Enforcement Section Re: Council to consider the scheduling of a public hearing for the August 4, 2026, City Council meeting to consider the first reading of an ordinance amending Chapter 2, Article IV of the Porterville Municipal Code relating to the creation of the Code Enforcement Section within the Planning and Engineering Department and the modernization of the City's code enforcement authority. 23. Authorization to Schedule a Public Hearing to Consider Amendments to Chapter 15 of the Porterville Municipal Code Relating to the Administrative Transfer of Business License Functions. Re: Consideration to schedule a public hearing for the August 4, 2026, City Council meeting to consider the first reading of an ordinance amending Chapter 15 of the Porterville Municipal Code relating to the administrative transfer of Business License functions from the Finance Department to the Planning and Engineering Department. 24. Authorization to Execute an Electrical Facilities Cost Sharing Agreement with the California Department of Transportation (Caltrans) Re: Council to consider the adoption of a Resolution authorizing the Mayor and City Manager to execute the 2026 Electrical Facilities Cost Sharing Agreement with the California Department of Transportation (Caltrans) establishing cost-sharing responsibilities for traffic signals, roadway lighting, and related electrical facilities located on State highways within the City. 25. Authorization to Execute Temporary Construction Easement for Friant-Kern Canal Middle Reach Capacity Correction Project, Phase 2 City Council Agenda July 21, 2026 Page 5 of 9  Re: Council to consider the acceptance of the Letter of Intent establishing the principal terms for a Temporary Construction Easement with the Friant Water Authority for the Friant-Kern Canal Middle Reach Capacity Correction Project, Phase 2, and authorize the City Engineer to negotiate and execute the Temporary Construction Easement Agreement. 26. Authorization to Execute a Work for Others (WFO) Agreement with the California Department of Transportation (Caltrans) for the Intersection of Olive Avenue, Porter Road, and Cloverleaf Street Re: Council to consider the adoption of a Resolution authorizing the Mayor and City Manager to execute a Work for Others (WFO) Agreement with the California Department of Transportation (Caltrans) for the operation, maintenance, and repair of the traffic signal and safety lighting at the intersection of Olive Avenue, Porter Road, and Cloverleaf Street. 27. Approval of Assignment of Airport Hangar Lease – Lot 30 A-1, A-2, and A-3 Re: Consideration to approve the Assignment of Lease for Airport Hangar Lot 30 A-1, A-2, and A-3 to Royal Helicopter Services, LLC, and authorize the Mayor to execute the Lessor's Consent to Assignment of Lease Agreement. 28. Authorization to Roll Unpaid Utility Accounts to the 2026-2027 Property Tax Roll Re: Council to consider the adoption of a Resolution ordering the placement of unpaid water, sewer, and solid waste utility accounts totaling $93,027.50 on the Fiscal Year 2026- 2027 Tulare County property tax roll for collection. 29. Sewer Utility District Annual Assessments – Fiscal Year 2026-2027 Re: Consideration to adopt Resolutions approving the Fiscal Year 2026-2027 annual assessments for Sewer Utility Districts Areas 455, 456, 458, and 459 and authorizing submission of the assessments to the Tulare County Auditor-Controller for placement on the Fiscal Year 2026-2027 property tax roll. 30. North Friant-Kern Canal Turnout and Basin Project Cost Sharing Agreement Re: Consider the adoption a Resolution authorizing the Mayor and City Manager to execute a Cost Sharing Agreement with the Porterville Irrigation District for the North Friant-Kern Canal Turnout and Basin Project. 31. Selection of On-Call Engineering and Surveying Services Consultants Re: Consider the approval of the establishment of an on-call list for engineering and surveying services, authorize the Planning and Engineering Director to negotiate and execute professional services agreements with the selected firms, authorize execution of individual task orders, and authorize payment upon satisfactory completion of authorized work. 32. Approval of Community Civic Event Application for the "El Grito! Fun Run" Re: Consideration to approve the Community Civic Event Application submitted by the Association of Mexican American Educators for the "El Grito! Fun Run" to be held on Saturday, September 12, 2026, from 6:30 a.m. to 12:00 p.m. 33. Approval of Classification Adjustment Within the Public Works Department Re: Consider the approval of the reclassification of the Chemist I position to Lab Technician II, subject to completion of the meet and confer process. Authorization of Additional Funding to Complete the City Council Chambers Renovation Project Re: Consideration to authorize an additional appropriation of $5,751.47 from the City Council Budget to complete the City Council Chambers Renovation Project, approve the proposal from CORE Business Interiors in the amount of $5,751.47 for fabrication and installation of the "E PLURIBUS UNUM" signage, and authorize the City Manager, or designee, to execute all documents necessary to complete the project. 35. Approve the Mayor's Request to Prepare a Courtesy Water Leak Adjustment Program Re: Consider the approval of the Mayor's request to direct staff to prepare and return with a proposed Courtesy Water Leak Adjustment Program for residential and commercial utility customers for City Council consideration at the August 4, 2026, regular City Council meeting. 36. Approve Councilmember Beltran's Request to Prepare a Mobile Home Park Rent Stabilization Ordinance Re: Consideration to approve Councilmember Beltran's request to direct staff to prepare and present a proposed Mobile Home Park Rent Stabilization Ordinance for City Council consideration at the next regular City Council meeting. 37. Approve the Vice Mayor's Request to Prepare Amendments to the Unauthorized Camping Ordinance to Strengthen Protection of Public Spaces and Critical Infrastructure Re: Consideration to approve the Vice Mayor's request to direct staff to prepare and present proposed amendments to Article VII of Chapter 18 of the Porterville Municipal Code regulating unsafe and unauthorized camping and storage of personal property for City Council consideration at the next regular City Council meeting. 38. Approve Councilmember Green's Request to Prepare a Electric Bicycle Ordinance Re: Consider the approval of Councilmember Green's request directing staff to prepare a proposed ordinance regulating electric bicycles within City parks and on City-owned multi- use trails and to develop public education materials regarding California electric bicycle laws, including the minimum rider age and helmet requirements for Class 3 electric bicycles.
