Roll Call: Present: Mayor Kring at City Hall, Deputy Mayor Lenneman at work, Member Nichols at residence, Member Potter at City Hall, Member Pulda at residence, Member Smalley at City Hall and Member Twichell at City Hall. Absent: None Approval of Agenda: Motion by Member Twichell. Supported by Member Smalley. Roll Call Vote: Ayes: Mayor Kring, Deputy Mayor Lenneman, Member Nichols, Member Potter, Member Pulda, Member Smalley and Member Twichell. Nays: None. Motion Carried (7-0). Approval of Minutes: Motion by Member Potter to approve March 18, 2021 minutes. Supported by Member Twichell. Roll Call Vote: Ayes: Mayor Kring, Deputy Mayor Lenneman, Member Nichols, Member Potter, Member Pulda, Member Smalley and Member Twichell. Nays: None. Motion Carried (7-0). Approval of Bills: Motion by Member Twichell to approve payment of General Bills in the amount of $42,281.78. Supported by Member Potter. Roll Call Vote: Mayor Kring, Deputy Mayor Lenneman, Member Nichols, Member Potter, Member Pulda, Member Smalley and Member Twichell. Nays: None. Motion Carried (7-0). Approval of Bank Reconciliations: Motion by Member Potter to approve March 2021 accounts for General, Tax and Payroll. Supported by Member Twichell. Roll Call Vote: Ayes: Mayor Kring, Deputy Mayor Lenneman, Member Nichols, Member Potter, Member Pulda, Member Smalley and Member Twichell. Nays: None. Motion Carried (7-0). City Manager’s Report: Manager’s report is in April 15, 2021 Council packet. Public Comment on Agenda Items: No Public Comments Commission/Committee Reports: Mayor Kring shared TIFA accepted bid on Lansing Road Sidewalk Phase 1. Mayor Kring reported for Parks that a prescribed burn is planned to take place at the City/CN Railway American in Bloom project site (CN Right of way between Vermontville Hwy. & Lake Alliance Park). Department Reports: Zoning Administrator Brandy Hatt shared she had to cancel a training planned for Planning Commission and a Gizzard Fest meeting because of sickness but they will reschedule soon. After contacting Trackside Storage Unit with concerns of blight the owner was quick to comply to clean up of the property. Hatt reminded that the City has an ordinance that does not allow debris in roadway, which would include grass clippings. Fencing on the corner of Vermontville and Hartel has had some complaints but they are in compliance. New Business: Employee Covid Hours and pay for quarantine requirements: Motion by Member Twichell to direct City Manager to present a Covid policy regarding pay during quarantine and employee with a positive test of Covid-19. Supported by Member Potter. Roll Call Vote: Ayes: Mayor Kring, Deputy Mayor Lenneman, Member Nichols, Member Potter, Member Pulda, Member Smalley and Member Twichell. Nays: None. Motion Carried (7-0). Prepaid Bills Consideration for Employee Benefit Premiums: Motion by Member Twichell to pay before meeting the bills for VSP, Unum, Delta Dental and PHP so they are paid on time. Supported by Member Smalley. Roll Call Vote: Ayes: Mayor Kring, Deputy Mayor Lenneman, Member Nichols, Member Potter, Member Pulda, Member Smalley and Member Twichell. Nays: None. Motion Carried (7-0). 2021 Road Maintenance Project Acceptance of Bid: Motion by Member Twichell to award contract of the bid of $7,786.15 by Wolverine Sealcoating. Supported by Member Smalley. Roll Call Vote: Ayes: Mayor Kring, Deputy Mayor Lenneman, Member Nichols, Member Potter, Member Pulda, Member Smalley and Member Twichell. Nays: None. Motion Carried (7-0). Trackside Storage Site Condition: Zoning Administrator previously said in her report that this the blight on the site was resolved quickly by contacting owner. No action needed. Public Comment on Non-Agenda Items: No Public Comments Communications from Mayor and Council: Member Nichols would like to have additional information from Matt Lambert at Michigan Rural Water Association and into a possible utility rate study for the City of Potterville. This was recommended by Hailey Hartig from the USDA, the bond agent for the City’s monthly utility fees and total debt services. The City is due to gather as much analytical and empirical data to assist council with an objectified analysis of Potterville Utility’s fixed rates, capacity rate, fees and penalties. City connection fees for new development and changes in permitted use, and special permit fees were reviewed and adopted by Council in 2019 and has since been implemented by staff. Member Twichell would like to see Parks to consider some no maintenance fitness equipment around the Lake Alliance and to create some space making public sitting area Page 2 of 3 City of Potterville 319 N.
