Roll Call: Present: Mayor Kring, Member Nichols, Member Potter, Member Pulda, Member Rogers and Member Smalley Absent: Deputy Mayor Lenneman Approval of Agenda: Motion by Member Nichols. Supported by Member Potter. Vote: Ayes: 6. Nays: None. Motion Carried (6-0). Approval of Minutes: Motion by Member Smalley. Supported by Member Pulda. Vote: Ayes: 6. Nays: None. Motion Carried (6-0). Approval of Bills: Motion by Member Potter to approve payment of General Bills in the amount of $138,114.01. Supported by Member Smalley. Roll Call Vote: Ayes: Mayor Kring, Member Nichols, Member Potter, Member Pulda, Member Rogers and Member Smalley Nays: None. Motion Carried (6-0). Approval of Bank Reconciliations: Motion by Member Nichols to approve December 2021 accounts for General, Tax and Payroll. Supported by Member Potter. Roll Call Vote: Ayes: Mayor Kring, Member Nichols, Member Potter, Member Pulda, Member Rogers and Member Smalley Nays: None. Motion Carried (6-0). City Manager’s Report: Manager’s report is in January 20, 2022 Council packet. Public Comment on Agenda Items: None Commission/Committee Reports: None Department Reports: DPW Director Stanley introduced Trevor Love, new DPW employee for water and wastewater. Mr. Love has water and sewer licenses required and is pursuing additional licenses. Mrs. Miller, Zoning Administrator informed the council that the planning commission is currently working on the Site Condo Development preliminary review for Cambria Ridge by Westview Capital for Allen Edwin Homes. Planning and Zoning will have a new program to assist in maintaining records. A grass cutting ordinance that prohibits clippings in the roads is being drafted. Gizzard Fest 2021 had a successful year and the volunteer committee has already begun planning for 2022. Page 1 of 3 City of Potterville 319 N. Supported by Member Potter. Roll Call Vote: Ayes: Member Potter and and Member Smalley. Nays: Mayor Kring, Member Nichols, Member Pulda and Member Rogers. Motion Failed. (2-4). Election of Mayor: Motion by Member Pulda to nominate Mayor Kring as Mayor. Supported by Member Rogers. Roll Call Vote: Ayes: Mayor Kring, Member Nichols, Member Pulda and Member Rogers. Nays: Member Potter and Member Smalley. Motion Carried. (4-2). Election of Deputy Mayor: Motion by Member Pulda to nominate Jennifer Lenneman as Deputy Mayor upon taking the Oath of Office. Supported by Member Rogers. Roll Call Vote: Ayes: Mayor Kring, Member Nichols, Member Potter, Member Pulda, Member Rogers and Member Smalley Nays: None. Motion Carried (6-0). Utility Rate Study analysis from MRWA: Mr. VanDommelen and Mr. Lumbert from Michigan Rural Water Association presented Utility Rate Study. It was reported that Potterville Fees for Water and Wastewater services are amended from time to time by City Council Resolution per City Charter. City Fees are developed to be fairly distributed across all customer types and sizes that demand varying degrees of use upon the taxpayer owned assets, capital replacement schedules, maintenance and operations. The purpose of analyzing utility rate is to ensure compliance with federal and state regulations governing utility rates, and that adequate revenue is collected through service charges to support the cost of providing the service and that the rates are equitable to all users of the service. Resolution No. 22-0120-01 to Amend Recreation Bond Fund Agreement: Motion by Mayor Kring. Supported by Member Nichols. Roll Call Vote: Ayes: Mayor Kring, Member Nichols, Member Potter, Member Pulda, Member Rogers and Member Smalley. Nays: None. Motion Carried (6-0). Resolution No. 22-0120-02 to Amend Land & Water Con Fund Agreement: Motion by Mayor Kring. Supported by Member Smalley. Roll Call Vote: Ayes: Mayor Kring, Member Nichols, Member Potter, Member Pulda, Member Rogers and Member Smalley. Nays: None. Motion Carried (6-0). Foster Swift Re-Engagement Letter: Motion to direct City Manager to sign contract by Member Nichols. Supported by Member Pulda. Capital Area Community Services’ Assistance program agreement: Motion to have City Manager complete agreement by Member Pulda. Supported by Member Smalley. Roll Call Vote: Ayes: Mayor Kring, Member Nichols, Member Potter, Member Pulda, Member Rogers and Member Smalley. Nays: None. Motion Carried (6-0). City Manager/City Clerk Evaluations (closed session) MCL15.268(a): Motion by Member Smalley to enter Closed Session at 9:28 pm. Supported by Member Pulda. Vote: Ayes: 6. Nays: None. Motion Carried (6-0). Motion by Mayor Kring to exit Closed Session at 9:55 pm. Supported by Member Potter. Vote: Ayes: 6. Nays: None. Motion Carried (6-0).
