All agenda items are subject to action. The City Council Reserves the right to meet in closed session on any agenda item should the need arise and if applicable, pursuant to Chapter 551 of the Texas Government Code. ______________________________________________________________________ AGENDA 1. Call to Order 2. Certification of Quorum 3. Invocation and Pledge - Moment of Silence in Honor of Brest Cancer Awareness Month 4. Consider the approval of the Meeting Minutes of the Regular City Council Meeting on October 9th, 2017. 5. Citizens Comments: Citizens must complete a Comment Card and submit the card to the City Secretary before the meeting to address City Council. Limit your comments to three (3) minutes. City Council will listen to the comments, but cannot discuss or respond to the comments during the meeting. The matter may be referred to a department head, or City Council may direct that the matter be placed on the next regular City Council Agenda. If a written response is desired from the City please request in writing. 6. Departmental Reports a. Administration Department – Kimberly Dickey Mayor Allen b. City Council Reports Pursuant to Texas Government Code § 551.0415, City Council Members and City Staff may present written reports and make reports about items of community interest during a meeting of the governing body without having given notice of a report. 8. Mayor’s Report  Minnesota: 70 Students visited PVAMU, donated items for Hurricane Harvey victims, (University Students and HT Jones Elementary Student victims)  Flood Committee  George Rash: Smart City Project (met TML Conference)  9:30pm Apartments, Mr. Silver, turn-off error, turned back on  Ruby Street: owners on FEMA, County and State information  Dr. James E. Johnson: Home-Going Celebration (wife) Ms. Katy Johnson-assisted in cleanup  50 year Anniversary of PVAMU Vietnam Veterans-October 27, All Faiths Chapel 3pm  East Texas Precast: 35 PVAMU Students, tour, info on careers with PV business.  Town Hall in SGA Senate Chambers: question/answer session  SBEC and TAMU Energy: discussing increasing lighting and saving City on electric bills.  Michelle De Selle’s Cancer Awareness Performing Art’s Gala on campus  PVAMU Foundation Gala: Dr. Simmons, PVAMU President  Accepting nominees for interested parties to sit on the Board of Adjustments Regular Agenda 9. Discuss Robert’s Rules of Order 10. Discuss and take action on Mayor Allen as Houston-Galveston Area Council representative and City Councilman Paulette Barnett as alternate. 11. Discuss and take action on Mayor's appointing Chief Solomon as City Emergency Management Coordinator. 12. Discuss and take action on Mayor's appointment of City Councilman Wendy Williams as Ordinance Committee Chair. 13. Discuss appointing City Councilman Brian Rowland to Planning and Zoning Commission. 14. Discuss and take action on Mayor's appointment of City Councilman Kendrick Jones to Boards of Adjustments. 15. Discuss and take action on Mayor's appointment of City Councilman Jonathon Randle to Sub Regional Planning Commission. 16. Discuss new rules and regulations for the City’s Subdivision Ordinance; procedures for adoption, and set a public hearing date on same. 17. The Mayor and City Council Members may request that certain items be scheduled for future agenda. Requesting that items be placed on future agenda does no exclude other agenda items being added. 20. Adjourn The City of Prairie View City Council reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss, as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). I, the undersigned authority do hereby certify that the above Notice and Agenda of the Regular Meeting of the governing body of the City of Prairie View is a true and correct copy of said Notice and said Notice was posted on the City Hall front door, a place convenient and readily accessible to the general public at all times; said Notice was posted on Friday, October 20th, 2017 by 5:00 p.m., and remained so posted continuously for at least 72 hours preceding the scheduled time for said meeting.
