Notice is hereby given of a Regular Meeting of the City Council of the City of Prairie View to be held on
Monday, October 14, 2019 at 6:00 p.m. at the Prairie View City Hall, City Council Chamber, 44500 U.S.
Business Highway 290, Prairie View, Texas, 77446, for the purpose of considering the following agenda
items. All agenda items are subject to action. The City Council Reserves the right to meet in closed session
on any agenda item should the need arise and if applicable, pursuant to Chapter 551 of the Texas
Government Code. REVISED

Executive Session
City Council will adjourn into closed session under Texas Local Government Code Section 551.074 personnel
matters to interview candidates for Chief of Police.
Citizens Comments:
Citizens must sign-in with the City Secretary before the meeting to address City Council. Limit your
comments to three (3) minutes. City Council will listen to the comments, but cannot discuss or
respond to the comments during the meeting. The matter may be referred to a department head,
Mayor or City Council may direct that the matter be placed on the next regular City Council Agenda.
If a written response is desired from the City, please request in writing.
Regular Agenda and adoption of resolutions and ordinances
1. Discuss and take action on the approval of City Council Meeting Minutes dated September 23, 2019.
2. Discuss and take action on releasing contingency funds for the hiring of three new police officers.

3. Discuss and take action to approve Ordinance releasing funds for three new police officers.
4. Discuss the possible misappropriation of taxpayer funds by Councilman Brian Rowland to NAACP
Convention in Detroit and other travel. (Mayor Allen)

5. Discuss the need for audit of $50,000.00-$150,000.00 or more in taxpayer and other funds and or
equipment taken from 2010-2017. (Mayor Allen)
6. Discuss and take action on Ordinance for house parties. (CC Williams)
City Council Reports
Pursuant to Texas Government Code § 551.0415, City Council Members, without having provided
notice, may make reports about items of community interest if no action is taken and possible action is not
discussed regarding the information provided in the report. "Items of community interest" includes: (1)
expressions of thanks, congratulations, or condolence; (2) information regarding holiday schedules; (3) an
honorary or salutary recognition of a public official, public employee, or other citizen, except that a
discussion regarding a change in the status of a person's public office or public employment is not an
honorary or salutary recognition for purposes of this subdivision; (4) a reminder about an upcoming event
organized or sponsored by the governing body; (5) information regarding a social, ceremonial, or
community event organized or sponsored by an entity other than the governing body that was attended or
is scheduled to be attended by a member of the governing body or an official or employee of the political
subdivision; and (6) announcements involving an imminent threat to the public health and safety of people
in the political subdivision that has arisen after the posting of the agenda.

17. Discuss and take action on Amendment to November 24, 2015 Agreement with Bureau Veritas to
extend Building Official duties and related fees for an additional period of sixty (60) days (Mayor

18. Discuss and take action on USW strategic plan assessment on City clay pipes. (CC Jones)
