4. Citizens Forum- at this time, citizens will be able to speak for a length of time not to exceed
five minutes. Thirty minutes total has been allocated for this section. Pursuant to Section
551.042 of the Texas Open Meetings Act, any deliberation or decisions about the subject
inquiry shall be limited to a proposal to place the subject on the agenda for a subsequent
meeting.
5. Update from Mayor Allen on new COPV projects and topics that may impact PVEDC;
follow-up discussion and possible action on select projects and topics presented by Mayor
Allen (Director Brown).
6. Presentation from new local business Lady J’s Delivery Service (Director Brown).
7. Presentation from Marie Herndon on critical functions of the PVEDC 4B Board of
Directors (Director Brown).
8. Presentation from Charles Little and Charleston Little of Best Valet Trash (Director
Brown).
9. Discussion and consideration of PVEDC’s purchase and removal of old trailer building
next to Prairie View City Hall (Director Brown).
10. Discussion and take action to approve final draft of distribution plan and agreement with
Dewayne Charleston of PV Magazine (Director Brown).
11. Discussion and take action to approve draft of PVEDC Annual Activity Plan (Director
Brown).
12. Presentation from Jesse Jordan Valdez of Jesse’s Moving Service located in Prairie View,
Texas (Director Brown).
13. Discussion and consideration of grant proposal partnership with Sarita F. Sowell, Business
Development Coordinator (President Eze).

14. Presentation by Okofo Jackson, Life Scout of Boy Scouts Troop 1906, Boy Scouts of
America, together with the support of Gwen Carter of COPV Top Teens service
organization to jointly collaborate and obtain partial funding for the upgrade of Tapscott
Park, COPV (Director Brown).
15. Presentation by Trilogy Engineering Services, LLC on water study and discussion and
possible action on both Trilogy Engineering Services, LLC water study plan and LJA
Engineering, Inc. water study plan presented to the Prairie View City Council.
16. Discussion and consideration of materials used in the selection of the former PVEDC
Executive Director.
17. Discussion and take action to approve a special holiday PVEDC meeting schedule for the
months of 12/2019 and 01/2020 in consideration of the upcoming holidays.
18. Pursuant to Texas Government Code Section 551.0415, the Board of Directors, without
having provided notice, may make reports about items of community interest if no action
is taken and possible action is not discussed regarding the information provided in the
report. “Items of community interest” include: (1) expressions of thanks, congratulations,
or condolence; (2) information regarding holiday schedules; (3) an honorary or salutatory
recognition of a public official, public employee, or other citizen, except that discussions
regarding a change in the status of a person’s public office or public employment is not an
honorary or salutatory recognition for purposes of the PVEDC; (4) a reminder about an
upcoming event organized or sponsored by the governing body; (5) information regarding
a social, ceremonial, or community event organized or sponsored by an entity other than
the PVEDC that was attend or is scheduled to be attended by a member of the governing
body or an official or employee of the PVEDC; and, (6) announcements involving an
imminent threat to the public health and safety of people in the political subdivision that
has arisen after the posting of the agenda.
The Prairie View Economic Development Corporation 4-B reserves the right to adjourn into
Executive Session at any time during the course of the meeting to discuss any of the matters
listed above, as authorized by Texas Government Code Sections 551.071 (Consultation with
Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and
Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices),
551.086 (Economic Development).
I, the undersigned authority, do hereby certify that the above Notice and Agenda of the Regular
Scheduled Meeting of the Prairie View Economic Development Corporation 4-B is a true and
correct copy of said Notice and said Notice was posted on the entrance to the Prairie View City
Hall, a place convenient and readily accessible to the general public at all times; said Notice was
posted on Friday, November 15, 2019, by 6:00 p.m., and remained so posted continuously for at
least 72 hours preceding the scheduled time for said meeting. The Notice will also be posted on
the City's website at:
