All agenda items are subject to action. The City Council Reserves the right to meet in closed session on any agenda item should the need arise and if applicable, pursuant to Chapter 551 of the Texas Government Code. _____________________________________________________________________________ AGENDA Call to Order Roll Call/Certification of Quorum Invocation and Pledge Public Comments: Citizens must sign-in with the City Secretary before the meeting to address City Council. Limit your comments to three (3) minutes. City Council will listen to the comments, but cannot discuss or respond to the comments during the meeting. The matter may be referred to a department head, Mayor or City Council may direct that the matter be placed on the next regular City Council Agenda. If a written response is desired from the City, please request in writing. Minutes 1. Discuss and take action on the approval of City Council Special Meeting Minutes dated December 16, 2019. 2. Discuss and take action on the approval of City Council Meeting Minutes dated January 13, 2020. Items of Community Interest 3. Discuss concerns regarding charges for a septic tank. (Cookie Matthews, CC Williams) 4. Update on the James Muse Parkway Grant (Nic Houston, Mayor Allen) 5. Update on recently passed City Ordinances; City Ordinances are being submitted and will be submitted to Franklin Publishing quarterly, (every 3 months) (Mayor Allen) 6. Update on AVR (Mayor Allen) 7. CCC Complete Census Count in City and PVAMU. Impacts State, Federal revenue to city (Mayor Allen) 1 8. Vietnam Orchid Business Report met with Dr. Aruna & VP Dr. Magesh Rajan Research PVAMU, USDA Mr. Hodge, Ms. Cotton PVAMU Media (Mayor Allen) Presentations and Reports: City Council Reports Pursuant to Texas Government Code § 551.0415, City Council Members, without having provided notice, may make reports about items of community interest if no action is taken and possible action is not discussed regarding the information provided in the report. "Items of community interest" includes: (1) expressions of thanks, congratulations, or condolence; (2) information regarding holiday schedules; (3) an honorary or salutary recognition of a public official, public employee, or other citizen, except that a discussion regarding a change in the status of a person's public office or public employment is not an honorary or salutary recognition for purposes of this subdivision; (4) a reminder about an upcoming event organized or sponsored by the governing body; (5) information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the governing body that was attended or is scheduled to be attended by a member of the governing body or an official or employee of the political subdivision; and (6) announcements involving an imminent threat to the public health and safety of people in the political subdivision that has arisen after the posting of the agenda. Discuss and take action on Ordinance No. 2020-0127-001 for a budget amendment for $45,000 for additional officer and to release contingency funds for the hiring of three new police officers and the police sergeant (Administrator Lopez, Mr. JJ Johnson, Attorney Griffin) Resolutions 12. A Resolution of the City Council of the City of Prairie View, Texas, calling the General Election of Officers for May 2, 2020; calling for a Special Election for City Council Place Three (3); authorizing a Joint Election Agreement and Contract for Election Services with the Waller County Elections Administrator; and establishing a date for a runoff election, if necessary (Mayor Allen) Other Action 13. Discuss and take action to approve a Professional Services Agreement with Erskine Payne, CPA PLLC to do the annual audit. (Mayor Allen, Mr. Payne) 14. Discuss, consider, and take action on cost (budget) in relation to reports and updates on Panther Hill Apartments, Campus Edge, and the Gates of Prairie View from Trilogy Engineering, Bureau Veritas, and USW (Mayor Allen) a. Update cost from Bureau Veritas; b. Update cost from USW; c. Update cost from Trilogy Engineering; 18. Discuss, consider, and take action on written reports and updates from Trilogy Engineering, Bureau Veritas, and USW for compliance with inspection and City Code standards, especially as they relate to Life Safety and Health & Safety issues, and Attorney recommendations for compliance on Panther Hill Apartments, Campus Edge, and the Gates of Prairie View. Possible determination of whether a permit or certificate has been issued in error or on the basis of incorrect information or non-compliance with the City’s Ordinance; e. Possible determination of non-compliance with any material term, condition or requirement of City Ordinance 19. Discuss Grease Trap Fees Ordinance (CC Rowland) 20. Discuss Tap Fees (CC Rowland) 21. Discuss Equity Inclusive Resolution (CC Rowland) 22.
