Texas will conduct a telephonic meeting in order to advance the public health goal of limiting face-to-face meetings (also called “social distancing”) to slow the spread of the Coronavirus (COVID-19). This City Council Meeting will be held on Monday, October 12, 2020 starting at 6:00 p.m. The public may participate in this meeting by dialing in to the following toll-free number 1 866 899 4679_Access Code_904-702-349. Anyone wishing to offer public comments or speak during a public hearing may do so by notifying the City Secretary at least two hours prior to the meeting at abynum@prairieviewtexas.gov. A recording of the telephonic meeting will be made and will be available to the public in accordance with the Open Meetings Act upon written request. ____________________________________________________________________________ AGENDA Call to Order Roll Call/Certification of Quorum Invocation and Pledge Public Comments: Citizens who have signed up with the City Secretary, Allison Bynum at abynum@prairieviewtexas.gov at least 2 hours before the meeting will be recognized. Comments will be limited to three (3) minutes. City Council will listen to the comments but cannot discuss or respond to the comments during the meeting. Discuss, consider and take possible action on Ordinance No. 2020-1012 An Ordinance Of The City Of Prairie View, Texas, Amending The City Of Prairie View, Texas Code Of Ordinances, Chapter 12 By Creating Article 12.600 “Stop Signs On Public Streets”, Providing For A Penalty As A Class C Misdemeanor And A Fine In An Amount Not To Exceed $200.00; Repealing All Ordinances To The Extent They Are In Conflict; Providing For Severability; And Providing An Effective Date. Discuss and take action to refer to Finance Committee on PV Medical Group Clinic and possible donation of City owned land on southeast corner of University Drive and Echols Street. (Mayor Allen) 8. Discuss and take action on having Finance Committee review and make recommendations on placing City owned property on northeast corner of Clark Street and Thompson Street for sale. (Mayor Allen) 9. Discuss, consider and take action on the Transportation Plan for stop signs. (CC Rowland) 10. Discuss, consider, and take action on the Prairie View 4B Economic Development Corporation Annual FY 2020-2021 Budget. (Mr. Eze) 11. Discuss, consider, and take action on the Prairie View 4B Economic Development Corporation expenditure of no more than $4,500 for contractual services with VC Strategic Solutions to provide training to local businesses. Discuss, consider and take action on recommendation from Mayor and Chief Lopez on the PVPD Policy on the Use of Tear Gas, Use of Force, Chokehold Use, Use of Military Style Equipment; Use of No-Knock Warrants and Use of Facial Recognition.
