Texas will conduct a telephonic meeting in order to advance the public health goal of limiting face-to-face meetings (also called “social distancing”) to slow the spread of the Coronavirus (COVID-19). This City Council Meeting will be held on Monday, December 14, 2020 starting at 6:00 p.m. The public may participate in this meeting by dialing in to the following number 1-571-317-3116_ Access Code_904-702-349. Anyone wishing to offer public comments or speak during a public hearing may do so by notifying the City Staff at least two hours prior to the meeting at citysecretary@prairieviewtexas.gov. A recording of the telephonic meeting will be made and will be available to the public in accordance with the Open Meetings Act upon written request. ____________________________________________________________________________ AGENDA Call to Order Roll Call/Certification of Quorum Invocation: Rev. Dwayne Thompson Pledge: Public Comments: Citizens who have signed up with City staff, at citysecretary@prairieviewtexas.gov at least 2 hours before the meeting will be recognized. Comments will be limited to three (3) minutes. City Council will listen to the comments but cannot discuss or respond to the comments during the meeting. Proclamation for iOPTIN.CO. 4. Discuss and take action on recognizing A. Miller Group for their contributions to the City of Prairie View (CC Wallace) City Council Reports Pursuant to Texas Government Code § 551.0415, City Council Members, without having provided notice, may make reports about items of community interest if no action is taken and possible action is not discussed regarding the information provided in the report. "Items of community interest" includes: (1) expressions of thanks, congratulations, or condolence; (2) information regarding holiday schedules; (3) an honorary or salutary recognition of a public official, public employee, or other citizen, except that a discussion regarding a change in the status of a person's public office or public employment is not an honorary or salutary recognition for purposes of this subdivision; (4) a reminder about an upcoming event organized or sponsored by the governing body; (5) information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the governing body that was attended or is scheduled to be attended by a member of the governing body or an official or employee of the political subdivision; and (6) announcements involving an imminent threat to the public health and safety of people in the political subdivision that has arisen after the posting of the agenda. Discuss, consider, and take action on authorizing the Mayor to enter into a Professional Services Agreement with Joyce Deyon-Sallier CPA in an amount not to exceed $15,000 to conduct a forensic audit in relation to funds expended in FY 2019-2020 totaling $389,700 as stated in proposed Ordinance 2020-0928-001 for 1) $190,800 to be moved from the Enterprise Fund Reserve to the Public Works Capital Improvements Line Item, 2) $157,000 to be moved from the Enterprise Fund Reserve to the Public Works Repairs and Maintenance Line Item, 3) $41,900 to be moved from the Enterprise Fund Reserve to the Public Works Wastewater Treatment Line Item, 4) expense reimbursements, credit card use and payments by or on behalf of the City, City employees, City officials and Prairie View type B Economic Development Corporation and 5) any related expenditures to those stated. 12. Discuss, consider, and take action on removal of some and/or all of the Board of Directors of the Prairie View Economic Development Corporation. (Mayor Rowland) 13. Discuss, consider and take action on sewer line extension and street/road improvement in Prairie View. (Street & Sewer line extension Master Plan) (Mayor Rowland) 14. Discuss, consider, and take action on receiving a report regarding credits provided to customers on utility bills in the last six (6) months. (Mayor Rowland) 15. Discuss, consider and take action to approve Erskine Payne, CPA PLLC to do the annual audit. (Mayor Rowland, Mr. JJ Johnson) 16. Discuss, consider and take action to approve authorization to issue requests for proposals for administrative services and requests for qualifications for engineering services related to the 2021- 2022 Community Development grant program administered by the Texas Department of Agriculture. 17. Discuss, consider and take action to approve authorization to issue requests for proposals for administrative services and requests for qualifications for engineering services related to the 2021 Downtown Revitalization / Main Street fund grant program administered by the Texas Department of Agriculture. 18. Discuss items for agenda City Council Strategic Retreat December 18-19, 2020. 19. Discuss, consider and take action to approve Swagit Production for 15,720.00 to get video streaming technology. COVID Relief Fund 20. Discuss, consider and take action to approve purchasing of computers in the amount not to exceed $10,000. COVID Relief Fund New Business (Future Agenda Items) 21. Requests by Mayor and Councilmembers that items are placed on a future City Council agenda. Attendance by Other Elected or Appointed Officials: It is anticipated that members of other governmental bodies, and/or city boards, commissions and/or committees may attend the meeting in numbers that may constitute a quorum of the body, board, commission and/or committee. The members of the boards, commissions and/or committees may be permitted to participate in discussion on the same items listed on the agenda, which occur at the meeting, but no action will be taken by such in attendance unless item and action is specifically provided for on an agenda for that body, board, commission or committee subject to the Texas Open Meetings Act. 4
