Notice of Regular Board Meeting
Thursday May 20,2022 6:00pm

This meeting is in person. There will not be a teleconference.
Due to COVID protocol and in an effort to keep our citizens, employees and Board members as
safe as possible, The PVEDC meeting site will practice social distancing and has a limited
capacity. If you wish to attend in person, please know that only the first 25 people will be
allowed in the building to be dispersed as 25 people in the Community Room.
Anyone wishing to offer Public Comments or speak during this meeting may do so by arriving at
The Community Room at least 10 minutes prior to the start of the meeting and indicating on the
log-in sheet the desire to make Public comments. PLEASE complete a “Comment” card and
submit to the presiding officer prior to the meeting starting time. All Public Comments will be
taken in person, NO telephone comments available at this time.

Approval of Minutes from May’s Special Meeting
CITIZEN FORUM
At this time, citizens will be able to speak for a length of time not to exceed three
(3) minutes. Twenty-one minutes total has been allocated for this
section. Pursuant to Section 551.042 of the Texas Open Meetings Act, any
deliberation of or decisions about the subject inquiry shall be limited to a
proposal to place the subject on the agenda for a subsequent meeting. NO
telephone comments available at this time.
1. 5-7 min Presentation by PV EDC4B Office Manager/Staff regarding newly
revised grant application package and the general process for applying for grant.

2. Discussion and possible action on EDC Board Members’ application
submissions. (Williams)
3. Discuss and possible action regarding Office Manager’s update on
delinquent grants and possible new policies for how to follow up on delinquent
grants that were approved and issued. (Lymas)
4. 3-5 minute Presentation by Charleston on proposed Prairie View’s
Blackberry Festival.
5. Discuss and possible action on PV EDC possible involvement with the
proposed Prairie View’s Blackberry Festival.
6. 3-5 min update and recommendations regarding the PV Marketing
magazine. (Charleston)
7. Discuss and take action to set date(s) for our Open House activity and
recognition of our valued businesses. (Singleton, Brown)
8. Discuss and take action to form a special committee to oversee activities for
our Open House and Business Recognition event for City o Prairie View including:
Part 2 – Meet and Greet with local area businesses and potential developers.
9. Discussion and possible action on EDC’s purchase of billboard (tabled from
last meeting).
10. Update on planning team for office suits that may include beauty salon, nail
shop, eyelash/eyebrow booth, therapeutic massage booth etc. (Brown, Singleton)
11. Discuss and possible action on recommendations for updating our
procedures for grant consideration. (Aldridge)
12. Discuss and take action authorizing EDC President to hire intern.
13. Discuss and take action on the posting, timeline, and details of the Executive
Director Position for PV EDC. (Wallace & Williams).
14. Update on development projects citywide. (Batista)
15. Update on Prairie View Dollar Program. (Batista)
16. President’s update report. (Singleton)
BOARD/STAFF REPORTS
Pursuant to Texas Government Code Section 551.0415, the Board of Directors,
without having provided notice, may make reports about items of community
interest if no action is taken and possible action is not discussed regarding the
information provided in the report. “Items of community interest” include: (1)
expressions thanks, congratulations or condolence: (2) information regarding
holiday schedules; (3) an honorary or salutatory recognition of a public official,
public employee or other citizen, except the discussions regarding a change in the
status of a person’s public office or public employment is not an honorary or
salutatory recognition for the purposes of the PVEDC; (4) a reminder about an
upcoming event organized or sponsored by the governing body; (5) information
regarding a social, ceremonial or community event organized or sponsored by an
entity other than the PVEDC that was attend or is scheduled to be attended by a
member of the governing body or an official or employee of the PVEDC; and (6)
announcements involving an imminent threat to the public health and safety of
people in the political subdivision that has arisen after the posting of the agenda
