All agenda items are subject to action. This meeting is in person, there will NOT be a teleconference. Due to COVID protocol and to keep our citizens, employees, and council members as safe as possible, City Hall will be practicing Social Distancing and has limited capacity. If you wish to attend in person, please know that only the first 50 people will be allowed in the building and are to be dispersed as 26 persons in Council Chambers and 24 in overflow areas. We appreciate your cooperation. Anyone wishing to offer Public Comments, or speak during a Public Hearing, may do so by arriving at City Hall and completing a Comment Card at least fifteen (15) minutes prior to the start of the meeting. Other Business 3. Discuss, consider, and take action on appointment of Board Members. 4. Discuss, consider, and take action on Resolution 2022-0808-001. A Resolution of the City Council of the City of Prairie View, Texas, setting a Public Hearing to consider the proposed water and wastewater impact fee. 5. Discuss, consider, and take action on the removal of Ms. Terralyn May’s signature authority from bank and all City of Prairie View documents. (City Manager) 6. Discuss, consider, and take action on the appointment of a Mayor Pro-Tem. (Mayor Leverett) 7. Discuss, consider, and take action on of the approval of funding for Councilman Alexander to represent the city at the Congressional Black Caucus Annual Legislative Convention to be held on September, 28 thru October 2, 2022, in Washington, DC. 8. Discuss, consider, and take action on amending current CIP Plan on the recommendation of Trilogy to complete line work in Villa Capri. (Carl Jones) 9. Discuss the Gates of Prairie View (CC Jackson) 1. The Gates were supposed to give a report at the last few meetings but did not. Council is requesting an update 2. The complex does not look as if it is ready to open yet they are actively advertising 3. Students have concerns that the complex is taking money, but the rooms are not ready. 10. Discuss, consider, and take action on placing two (2) speed limit signs on Echols Rd. (CC Jackson) Page 3 of 5 11. Discuss, consider, and take action on increasing council members’ stipend from $300.00 to $500.00 (CC Jackson) 12. Discuss trash and illegal dumping in the city. (CC Jackson) 13. Discuss, consider, and take action on placing a “No Dumping Sign” at 736 University Dr. (CC Jackson) 14. Discuss who or what was the last city administration as it relates to people responsible for all decision making for the City of Prairie View. (CC Perry) 15. Discuss and take action on the lift stations. Discuss a detail report of the following: (CC Perry) 1) How is the process of information being received by city council? 2) Who is responsible for the rental pumps? 3) How long the pumps have been on rental 4) What are the year-to-date costs associated with pulling and repair or replacing pumps? 16. Discuss the process of information being received by city council and the process of the availability of keys and access codes for entry to City Hall.
