PRAIRIE VIEW ECONOMIC DEVELOPMENT CORPORATION 4B pvedc4b@gmail.com Notice of Regular Board Meeting Thursday, August 18, 2022 6:00pm PV EDC4B Office Location @Victorious Believers Church 21131 Pine Island Road Prairie View, Texas 77446 This meeting is in person. There will not be a teleconference. Due to COVID protocol and in an effort to keep our citizens, employees and Board members as safe as possible, The PVEDC meeting site will practice social distancing and has a limited capacity. If you wish to attend in person, please know that only the first 20 people will be allowed in the building to be dispersed as 20 people in the Meeting Room. Anyone wishing to offer Public Comments or speak during this meeting may do so by arriving at least 10 minutes prior to the start of the meeting and indicating on log-in sheet your desire to make Public comments. PLEASE complete a “Comment” card and submit to the presiding officer or attendant prior to the meeting starting time. All Public Comments will be taken in person, NO telephone comments available at this time. Call to Order Certification of Quorum Invocation Approval of minutes from the last meeting CITIZEN FORUM At this time, citizens will be able to speak for a length of time not to exceed three (3) minutes. Twenty-one minutes total has been allocated for this section. Pursuant to Section 551.042 of the Texas Open Meetings Act, any deliberation of or decisions about the subject inquiry shall be limited to a proposal to place the subject on the agenda for a subsequent meeting. NO telephone comments available at this time. PRESENTATIONS: Mr. Vince Yokom (Waller County Economic Development Partnership) (a) New developments coming to Prairie View (b) Critical Role of the Economic Development Executive Director as it pertains to the Waller County area Mr. J J Johnson on budget preparation for the upcoming year and review of certain items on the current budget. Discuss and possible action on setting schedule of dates for required Budget Workshops. Presentation from Office Manager including new procedures for along with Board discussion and possible action on: a. Website & YouTube Channel for ED 4B b. Grant review, acceptance and all processing procedures c. Grant Committee updates and preferred communication methods d. Grant types and $ amount limits e. EDC 4B loans, amounts, terms, Loan Committee (JJ Johnson) 2. Discuss and take action on the specific types of Board training required by law and needed by Board and others affiliated with PV EDC 4B. (Zech) 3. Update report and possible action on the finalization of the dates, times, locations for mandatory Board training. (Roberts, Lymas) (Zech) 4. Discuss and possible action on retaining Project Manager or other(s) to complete compilation of City Business Directory and Survey of all Prairie View businesses by October, 2022. (Perry) 5. Discuss and take action for Project Manger to put together and complete the required Annual Report for PV EDC 4B—along with associated editing, printing for distribution in October, 2022. 6. Discuss and possible action to select Annual Meeting committee to plan & organize PV EDC 4B meeting. (Brown) 7. Discuss and take action on letter of resignation from Director VP Wallace. 8. Discuss and take action on open position of Vice President position for PV EDC 4B. 9. Update, discussion, and possible action on proposed contract for services with Dr. Brian Rowland. (Zech, Singleton) 10. Discussion, clarification and possible action on required reporting to City Council. (Brown, Zech). 11. Discussion and possible action on setting dates for future EDC regular board meetings. (Zech) 12. Updates on potential and new developments from President Singleton. BOARD/STAFF REPORTS Pursuant to Texas Government Code Section 551.0415, the Board of Directors, without having provided notice, may make reports about items of community interest if no action is taken and possible action is not discussed regarding the information provided in the report. “Items of community interest” include: (1) expressions thanks, congratulations or condolence: (2) information regarding holiday schedules; (3) an honorary or salutatory recognition of a public official, public employee or other citizen, except the discussions regarding a change in the status of a person’s public office or public employment is not an honorary or salutatory recognition for the purposes of the PVEDC; (4) a reminder about an upcoming event organized or sponsored by the governing body; (5) information regarding a social, ceremonial or community event organized or sponsored by an entity other than the PVEDC that was attend or is scheduled to be attended by a member of the governing body or an official or employee of the PVEDC; and (6) announcements involving an imminent threat to the public health and safety of people in the political subdivision that has arisen after the posting of the agenda ITEMS FOR FUTURE AGENDA Any items the Directors wish to have placed on the following regular agenda or request for a special meeting: Singleton Aldridge Williams Hagin Roberts Brown ADJOURN Executive Session: The Prairie View Economic Development Corporation 4-B reserves the right to adjourn into Executive Session at any time during the course of the meeting to discuss any of the matters listed above, as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), 551.086 (Economic Development).
