Texas will conduct a telephonic meeting in order to advance the public health goal of limiting face-to-face meetings (also called “social distancing”) to slow the spread of the Coronavirus (COVID- 19). A Special Joint Meeting and Joint Workshop of the City Council & Economic 4B will be held on Monday, February 8, 2021 at 7:00 p.m. or as soon after as a call to order of the City Council. The public may participate in this meeting by dialing in to the following toll-free number 1-571-317-3116 _Access Code_597-869-637. Anyone wishing to offer public comments or speak during a public hearing may do so by notifying the City Staff at least two hours prior to the meeting at citysecretary@prairieviewtexas.gov. A recording of the telephonic meeting will be made and will be available to the public in accordance with the Open Meetings Act upon written request. ____________________________________________________________________________ AGENDA Call to Order Roll Call/Certification of Quorum Invocation and Pledge 1. Discuss, consider and take action on removing directors from the Economic 4B Board in accordance with state statute and discuss the re-application process. 2. Discuss, consider and take action on referral to PVEDC for funding of feasibility study for the development of The Freedom Center at Echols Drive in an amount not to exceed $800,000 3. Workshop with Prairie View Economic Development Corporation for discussion and possible action on current projects, comprehensive plan, authority of board, make-up of board, appointments to the board, strategic planning, programs, and expenditures. The City of Prairie View City Council reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss, as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about security Devices), and 551.086 (Economic Development). Attendance by Other Elected or Appointed Officials: It is anticipated that members of other governmental bodies, and/or city boards, commissions and/or committees may attend the meeting in numbers that may constitute a quorum of the body, board, commission and/or committee. The members of the boards, commissions and/or committees may be permitted to participate in discussion on the same items listed on the agenda, which occur at the meeting, but no action will be taken by such in attendance unless item and action is specifically provided for on an agenda for that body, board, commission or committee subject to the Texas Open Meetings Act. 2
