A Special City Council Meeting will be held on
Wednesday, February 9, 2022 starting at 6:30 PM.
At Prairie View City Hall, City Council Chamber

For the purpose of considering the following agenda items.
All agenda items are subject to action.
This meeting is in person, there will NOT be a teleconference.
Due to COVID protocol and in an effort to keep our citizens, employees and council members as safe as
possible, City Hall will be practicing Social Distancing and has limited capacity. If you wish to attend in
person, please know that only the first 50 people will be allowed in the building and are to be dispersed as
26 persons in Council Chambers and 24 in overflow areas. We appreciate your cooperation.
Anyone wishing to offer Public Comments, or speak during a Public Hearing, may do so by arriving at City
Hall and completing a Comment Card at least thirty (30) minutes prior to the start of the meeting. All Public
Comments will be taken in person, NO telephone comments available at this time.

Citizens who have signed up with City staff (see instructions above) at least TWO HOURS PRIOR to the meeting
will be recognized. Comments will be limited to three (3) minutes per person. City Council will listen to the
comments but cannot discuss or respond to the comments during the meeting. The matter may be referred to
a department head. Mayor or City Council may direct that the matter be placed on the next re gular City Council
Agenda.
Business
1. Discuss and take action for the City of Prairie View to enter into as Elections Services Contract with
Waller County for the conduct and supervision of the May 7, 2022 election.
2. Presentation and discussion regarding granting San Bernard Electric Cooperative, Inc. Franchise
Agreement.

3. Presentation, discussion, and possible action regarding proposed amendments to the City’s Home Rule
Charter. (CC Wallace, Williams, Alexander).
4. Discuss, consider, and take action on approving $10,000 for City of Prairie View Internship Program .
5. Discuss, consider and take action to adopt an ordinance amending the City of Prairie View Code of
Ordinance Chapter 1 by adding Article 1.110 Records Management.
6. Discuss, Consider and take action on adoption of an ordinance annexing approximately 11.9 acres of
land in Waller County located near the intersection of James Muse Parkway and US Highway 290.
7. Discuss, consider and take action on approving a one-time vaccination employee incentive.
8. Discuss, consider and take action on next steps based on Forensic Audit Report and
recommendations regarding external agencies.

governing body of the City of Prairie View is a true and correct copy of said Notice and said Notice was posted on the
City Hall front door, a place convenient and readily accessible to the general public at all times; said Notice was posted
on Friday, February 4, 2022 by 6:30PM, and remained so posted continuously for at least 72 hours preceding the

The City of Prairie View City Council reserves the right to adjourn into Executive Session at any time during the course of
this meeting to discuss, as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072
(Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters),
551.076 (Deliberations about security Devices), and 551.086 (Economic Development).
Attendance by Other Elected or Appointed Officials: It is anticipated that members of other governmental bodies, and/or
city boards, commissions and/or committees may attend the meeting in numbers that may constitute a quorum of the
body, board, commission and/or committee. The members of the boards, commissions and/or committees may be
permitted to participate in discussion on the same items listed on the agenda, which occur at the meeting, but no action
will be taken by such in attendance unless item and action is specifically provided for on an agenda for that body, board,
commission or committee subject to the Texas Open Meetings Act.
