December 9, 2024, City Council Meeting Minutes
Pursuant to due call and notice thereof, the City Council Meeting of the Prescott City Council
was held on Monday, December 9, 2024, in the Prescott Municipal Building, 800 Borner St.
Prescott, WI 54021.
1. CALL TO ORDER
Mayor, Daugherty, called the regular City Council meeting to order, December 9,
2024, at 6:00 p.m.
2. ROLL CALL
Members present for the roll call were Michael Gerke, Maureen Otwell, Dar Hintz,
and Lindsey Sorenson. Adam Granquist and John Peterson were excused. Also present were
City Administrator, Matt Wolf, Clerk, Rashel Temmers, Treasurer, Beth Lansing, Marissa
Bahr from Johnson Block CPA, Greg Adams from Cedar Corporation and resident, Stewart
Pulk.

There were no public comments.

Hintz/Otwell motioned to approve the consent agenda items. There was no
further discussion on the motion. Motion passed without a negative voice vote.

B. PLANNING COMMISSION – Next meeting – Monday, January 6, 2025, at
6:00 PM
Mayor, Rob Daugherty, reviewed the minutes from the December 2, 2024,
Planning Commission meeting. The items discussed were the City of Prescott
Comprehensive Plan Update and Proposed Amendments to Ordinance 635-57;
Regulation of Inhabiting Campers and RV’s.
C. PARKS & PUBLIC WORKS – Next Meeting – Rescheduled to Tuesday,
January 21, 2025, at 5:00 PM
G. HEALTH & SAFETY – Next Meeting – Monday, January 13, 2025, at 5:00
PM

6. COMMUNICATIONS AND NEW BUSINESS
1. PUBLIC COMMENTS – The City Council will receive public comments on
any issue(s) not related to agenda items. Limited discussion by the City
Council may take place; however, no action will be taken on any items. This
includes receiving written requests or documentation and possible action at a
future meeting.
There were no public comments.
2. Review of 2023 Audit Report by Johnson Block CPAs
Marissa Bahr, from Johnson Block CPA, gave a presentation regarding the
City’s 2023 audit reports.
3. Resolution 50-24 Final Resolution Authorizing Special Assessments to Elm and
Washington Streets Under Police Powers Pursuant to Sec. 66.0703, Wis. Stats.
Greg Adams from Cedar Corporation, gave an overview of the final
assessment report. Greg stated that the Elm and Washington Street projects
are now substantially completed and the last pay application is being
processed for $280,143.84. The completed project total came to
$2,048,983.66 and there should not be any additional project costs, so the
project came in $85,033.47 under the original contract price. The majority of
this was from costs that came in lower than expected for water, sewer and
street expenses. Additionally, the City received a WI DOT LRIP grant for
$871,950.00 for eligible street and storm sewer construction items, resulting in
a 63.6% reduction of total eligible construction costs. For residents with both
curb and gutter and sanitary lateral special assessments, they will see a 58%
reduction and residents with just curb and gutter special assessments will see a
64% reduction in their special assessment. Per WI State Statutes 66.0703(11)
the City is not required to hold a public hearing since the final project costs
have been reduced from the original Preliminary Special Assessment Report.
Otwell/Hintz motioned to approve Resolution 50-24 Final Resolution
Authorizing Special Assessments to Elm and Washington Streets Under
Police Powers Pursuant to Sec. 66.0703, Wis. Stats. There was no further
discussion on the motion. Motion passed without a negative voice vote.
4. Approval of Labor Agreement Between the City of Prescott and the Prescott
Professional Police Association from January 1, 2025, through December 31, 2027
City Administrator, Matt Wolf, spoke regarding the current and proposed
Police Department Union Contract. The City and the Prescott Police
Department labor union have tentatively agreed to a 2025-2027 labor
agreement, subject to City Council approval. Staff and union representatives
have met on several occasions and have been successful in reaching a three-
year tentative agreement for 2025-2027. Otwell/Gerke motioned to
approve the Approval of Labor Agreement Between the City of Prescott
and the Prescott Professional Police Association from January 1, 2025,
through December 31, 2027. There was no further discussion on the
motion. Motion passed without a negative voice vote.
5. Approval of Agreement Between the City of Prescott and Cedar Corporation to
Complete a Comprehensive Plan Update per Wisconsin State Statute 66.1001 for
$22,500
City Administrator, Matt Wolf, gave an overview of the City of Prescott
Comprehensive Plan Update. A comprehensive plan is a long-term policy
document that guides the physical, economic, and social development of a
community, typically over 20 years. It is mandated by Wisconsin's
Comprehensive Planning Law (Section 66.1001), requiring land-use decisions
to align with the plan. Comprehensive plans must include nine elements:
issues and opportunities, housing, transportation, utilities and community
facilities, agricultural, natural, and cultural resources, economic development,
intergovernmental cooperation, land use, and implementation. These elements
ensure strategic and coordinated planning for growth and conservation. The
plan involves public input and serves as a guide for zoning, development, and
funding decisions. Municipalities are required to review and update their plans
at least every 10 years. Cedar Corporation has put together a proposal for
updating the City’s Comprehensive Plan. Overall the cost for the update is
$22,500 to come out of the General Fund Reserves as part of the City’s 2025
budget. The timeframe to complete the work will be 9-12 months.
Otwell/Sorenson motioned to approve the Approval of Agreement
Between the City of Prescott and Cedar Corporation to Complete a
Comprehensive Plan Update per Wisconsin State Statute 66.1001 for
$22,500. Alderperson Otwell stated she noticed this was going through
the Planning Commission and was interested in the Public Meeting
aspect. Otwell asked if there was a public hearing section at the Planning
Commission meetings for people to comment. Wolf stated that a Notice
would be published and posted for a public hearing. Wolf stated that
there would also be a survey sent out for the public to make suggestions.
There was no further discussion on the motion. Motion passed without a
negative voice vote.
7. OTHER BUSINESS

2. 2025 Spring Election Papers – Wards 1 and 2 due Tuesday, January 7th by 4:30 PM

Sorenson/Hintz motioned to adjourn the Council meeting at 6:40 p.m. Motion passed
without a negative voice vote.
