Parks and Public Works Committee

CITY OF PRESCOTT, WISCONSIN AUGUST 10, 2015 PARKS AND PUBLIC PROPERTY COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, a meeting of the Parks & Public Property Committee was held August 10, 2015 at the Municipal Building, 800 Borner St. Prescott, WI 54021. Call to order/Roll Call: The meeting was called to order at 5:45 p.m. Members present were Jack Hoschette, Joshua Gergen and Bill Dravis. Public Works Director Hank Zwart and City Administrator Jayne Brand represented staff. The Committee reviewed information regarding the renting of the compost site land. The committee reviewed how much of the land is actually farmed and current rental rates for Pierce County. They are currently paying $90 per acre. The committee also discussed the renter opens the compost site as needed and what it could cost the city if they had to hire someone to open it or if a public works employee would have to open it. Gergen/Dravis motion to recommend the rent for 2016 is $90 per acres passed without a negative voice vote. Keith Van Holbeck discussed the skate park. He stated the pad needs to be repaired and they would like to look at expanding the park. They would like another ramp or two and some additional rails. The Park Committee will discuss this at future meetings. Linda Hoschette representing the Riverwalk Committee stated they would like to clean up the riverfront with the trail coming from Hastings in the spring. Would like to see the city continue to work on getting the additional property. Discussed painting of picnic tables and benches. Would like to put some plantings on public property. Discussed the underpass under the railroad bridge. Need to work with the railroad to get the underpass upgraded. Lighting at Freedom Park was discussed. It appears the building was hit by lighting and has put out some of the automatic systems in the lighting. An insurance claim has been filed for the lighting strike. Boat launch application has been filed with DNR and should hear from them shortly. This could be a fall 2015 project or even completed during the winter. The fishing platform application has been submitted to the DNR. This application will take a while for the DNR to approve. Once the approval is received the city can begin working on grants. Chairman Hoschette stated he will be contacting Hastings to see how the trail from Washington County is progressing. Warming house for the skating rink was discussed. Mayor Hovel has been in contact with Chippewa Technical College who may be able to build a warming house for Prescott. Transporting the house would be the responsibility of the city. Another meeting was set for August 24, 2015 where the committee will discuss capital items for 2016. Gergen/Dravis motion to adjourn passed without a negative voice vote.
