CITY OF PRESCOTT, WISCONSIN SEPTEMBER 11, 2017 PARKS AND PUBLIC PROPERTY COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, a meeting of the Parks & Public Property Committee was held Monday, September 11, 2017 at the Municipal Building, 800 Borner St. Prescott, WI 54021. Call to order/Roll Call: Alderperson John Hoschette called to order at 5:00 p.m. Members present were Bill Dravis. Galen Seipel was excused. Public Works Director Hank Zwart and City Administrator Jayne Brand represented staff. Peter & David Hiniker were present to discuss land which they felt was already dedicated to the city as part of the Pine Ridge Subdivision. They thought the land was dedicated a number of years ago but have discovered that they were never dedicated. There are several pieces of land which are connected to Magee Park and there is a sanitary easement which should have been recorded on a portion of the land which should have been dedicated. Some of the land has the holding ponds on them and there was a question if they should be cleaned out before the city accepts them. Dave Hiniker stated if they would have taken by the city back when they were dedicated they would have been already cleaned out. Dravis/Hoschette to accept to parcels of land as part of the land dedication for Pine Ridge Subdivision without having the holding ponds cleaned out passed without a negative voice vote. Hoschette/Dravis motion to all for a 66 foot easement for the extension of Dexter Street passed without a negative voice vote. The city will look at the land in the front of the Mary T sign to make sure this land has already been dedicated to the city. Discussion was held on maintenance of area outside of Pine Glen Cemetery with adjoining property owners. The city would like to work with adjoining property owner but would like to know where the property stakes are. There also needs to be a letter regarding adverse possession which would need to be signed by the adjoining property owner. Staff was directed to start with finding the property stakes before anything else is completed. Hoschette/Dravis motion to approve the farm land lease for the compost site land with Gerald and Jeffrey Kosin for 2018 in the amount of $10,800 passed without a negative voice vote. Discussion was held on the proposal for demolition of the homes located at 135 Cherry Street and 219 Dakota St N. There are currently testing being done to determine if there is any asbestos. Once we received the report we will need to determine how to move forward with the request for proposal for demolition. Some of the items to be included in the request for proposal would be gravel for winter, foundations removed, utilities capped, removal of trees, removal of retaining wall and driveway at 219 Dakota St N and removal of cistern and holding tank and fill these areas. The committee discussed capital projects for 2018. The committee would like to work on the riverfront specifically within the area of the boat launch. There was discussion of having a fishing dock in that area, removal of rip rap and replace with retaining wall, underpass under the bridge should be worked on with BNSF, parking meters for boat launch and weed control. There was also some discussion at looking at outdoor fitness equipment for the walking path at St. Croix Bluffs. Hoschette/Dravis motion to adjourn passed without a negative voice vote.
