CITY OF PRESCOTT, WISCONSIN MONDAY, FEBRUARY 25, 2019 PARKS AND PUBLIC PROPERTY COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, a meeting of the Parks & Public Property Committee was held Monday, February 25, 2019 at the Municipal Building, 800 Borner St. Prescott, WI 54021. Call to order/Roll Call: Alderperson Bailey Ruona called the meeting to order at 5:30 pm. Members present were Galen Seipel and Rob Daugherty. City Administrator Jayne Brand represented staff. Also present Mayor David Hovel and Seth Hudson of Cedar Corporation. Daugherty/Seipel motion to approve the minutes for January 21, 2019 passed without a negative voice vote. Seth Hudson presented option for survey work in the downtown area near Front and Second Street. As Cedar Corporation has been working on the Riverwalk Plan they discovered that many of the parcels in the area do not align with the install public and private infrastructure. In order to clean up the titles to the property Cedar is suggesting that an assessor plat be completed for the area. The assessor plat would be in the area between the condominiums and St. Croix River Bridge. Through the creation of an assessors map the City can clean up any misaligned roads, driveways and parcels. It appears the railroad and city will be the only ones affected by the assessor plat. Hudson explained the survey will not have an effect on the two projects which were proposed as part of the Riverway plan. Hudson explained the project could be broken up into two separate projects or one entire project. The cost to complete the project all at one would be $7,000 less rather than having two separate projects. Funding of the project will come from TIF #4. Ruona/Daugherty motion to recommend to Council to approve completing an assessor plat for the area between the Eagle Point Condominiums and St. Croix River Bridge all at once at a cost not to exceed $81,575 with funds coming from TIF #4 passed without a negative voice vote. Daugherty/Ruona motion to adjourn passed without a negative voice vote. Respectfully, Jayne M. Brand City Administrator
