Parks and Public Works Committee

CITY OF PRESCOTT, WISCONSIN MONDAY, MARCH 25, 2019 PARKS AND PUBLIC PROPERTY COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, a meeting of the Parks & Public Property Committee was held Monday, March 25, 2019 at the Municipal Building, 800 Borner St. Prescott, WI 54021. Call to order/Roll Call: Alderperson Bailey Ruona called the meeting to order at 5:45 pm. Members present were Rob Daugherty. Galen Seipel was absent. City Administrator Jayne Brand represented staff. Also present Patrick Beilfuss of Cedar Corporation. Daugherty/Ruona motion to approve the minutes for March 4, 2019 passed without a negative voice vote. Patrick Beilfuss stated they are about 85% completed on the update to the park plan. The State of Wisconsin is also working on releasing their outdoor plan and a portion of the State plan will tie back to the city plan. Patrick stated the committee is going to have to review the overall goals for the park plan. The committee review and discussed proposed plan for the riverfront. Patrick showed a design for the riverfront area. It was discussed we would like to use as little rip rap as possible since rip rap can take lots of maintenance. It was discussed that metal piling could be used in this area and that the piling could be tiered. Patrick stated there will need to be a study completed to make sure whatever is being put in will not increase the flood level. The committee talked about leveling the two parking lots which are currently there to make for more parking. Patrick will do revisions to the plan and bring it back to the committee. Patrick Beilfuss presented the plan for the trail to Freedom Park. The trail will be on the north side of Highway 35. They were originally proposing a 10 foot trail with 5 feet of grass between the trail and the road but this is going to be too tight. The trail will be at the back of curb and will be 8 feet wide in the downtown area. There were discussions about the bike trail which is currently on the highway. It was decided the bikes would come down to the downtown area on the new trail and then have an area to crossover. There was also discussion of putting some type of a lookout along the trail possibly in the area of where the retaining wall will need to be replaced. The lookout would be positioned to look up and down the rivers. Patrick will do revision to the plan and bring back to the committee.
