CITY OF PRESCOTT, WISCONSIN PARKS AND PUBLIC PROPERTY COMMITTEE MEETING MINUTES MONDAY, AUGUST 19, 2019 Pursuant to due call and notice thereof, a meeting of the Parks & Public Property Committee was held Monday, August 19, 2019 at the Municipal Building, 800 Borner St. Prescott, WI 54021. Call to order/Roll Call: Alderperson Rob Daugherty called the meeting to order at 5:30 pm. Members present were Galen Seipel and Rob Daugherty. Bailey Ruona joined the meeting at 5:45 pm. City Administrator Jayne Brand represented staff. Seipel/Daugherty motion to approve the minutes for June 4, 2019 passed without a negative voice vote. The committee moved the request to use parks for Treasure Hunts to the next agenda item. Eric the owner of Finders Keepers stated he would like to use some of the parks in Prescott for his Treasure Hunts. He would start by hiding agates in the parks. Players would sign up online and pay a fee of $10 to get a map for finding treasures. They can then take pictures of their finds and would be eligible for gift cards. He would like to do the treasure hunts from spring into late fall. Eric stated he has worked with a number of other communities and parks to do the treasure hunts. Kris Sampson from the audience asked if he has insurance. He stated he does and would be able to provide the city with a certificate of insurance. City staff will contact other communities whom he has worked with. This issue will move onto the next council meeting. Discussion was held on the Welcome & Heritage Building. Estimates were received for removing the paint outside and tucking pointing at the cost of $35,680. Roof estimate for replacement of rubber roof at the cost of $19,850. There still is the issue of the water runoff from the roof and this being a historical building that we may not be able to put eaves on the building. A roof drain inside of the building was discussed as an option for removing the water. Door and window replacement estimate was $38,500. Ken Roen representing the Welcome & Heritage Center Board stated he thought only the old bank portion of the building was listed on the National Historical Register. Carol Ahlgren, former resident and staff of the Minnesota Historical Society explained she had looked up the application and the entire building is listed on the National Historical Register. The items which not put out for estimates are the painting of the concrete at the back of the building and water proofing of the basement. There may need to be other items which need to be addressed in the building also. City Administrator Brand stated the roof really should be done as soon as possible since it is leaking. Dallas Eggers representing the Historical Society stated he would get several pieces of mortar from the building and send them to the Wisconsin Historical Society for them to analyze as this needs to be completed because it listed as a Historical building. Alderperson Ruona stated there are not enough funds to complete all of the costs as projected. City staff was directed to have further contact with the Wisconsin Historical Society regarding the building. Alderperson Ruona would like to set a meeting with the Welcome and Heritage Board regarding the lease of the building during the week of September 16th. The committee reviewed information regarding a fee station for the boat launch. The estimated cost for the fee station is $8,535. The station would be only for debit and credit cards, no cash. The station would need electricity so it will need to be close to the lift station currently in the boat launch. Additional signage would be needed to remind boaters they need to pay to launch. This item will be coming back to be looked at including in the 2020 budget. The committee review leases for cameras for the beach, city hall and police station. Due to issues that happened at the beach this year it has been suggested the city look at putting cameras at the beach. City hall and Police Department have times when there may be limited staff. These proposal are going to be looked at further at during the 2020 budget. Daugherty/Seipel motion to adjourn passed without a negative voice vote. Respectfully Submitted, Jayne M.
