CITY OF PRESCOTT, WISCONSIN PARKS AND PUBLIC PROPERTY COMMITTEE MEETING MINUTES MONDAY, OCTOBER 14, 2019 Pursuant to due call and notice thereof, a meeting of the Parks & Public Property Committee was held Monday, October 14, 2019 at the Municipal Building, 800 Borner St. Prescott, WI 54021. Call to order/Roll Call: Alderperson Bailey Ruona called the meeting to order at 5:40 pm. Members present were Rob Daugherty. Galen Seipel was absent. City Administrator Jayne Brand represented staff. Also present Greg Adams and Dustin LaBlonde of Cedar Corporation. Daugherty/Ruona motion to approve the minutes for August 19, 2019 passed without a negative voice vote. Greg Adams and Dustin LaBlonde presented the riverfront assessor plat. The plat show a fifty foot set back from the rail lines which would be railroad right of way. There was discussion on the underpass under the rail which has been proposed as an easement. There are also sanitary sewer lines and manholes which are on public property. Easements will need to be obtained for these lines also. The Eagle Point Condos are within the public right of way of Kinnickinnic Street so an adjustment in lot lines will be made to correct this issue. St. Croix Liquor and Geister Tattoo have a portion of their building which sits in the right of way so the right of way was adjusted to give them the land they need. The front of a number of the buildings on Broad Street is within the public right of way so this will be adjusted. There were discussions if the easements should be recorded before the assessor plat is completed or if it should be after. It was decided we didn’t want to hold up the plat for recording of easements. The assessor plat will now move onto the railroad for their review. The Wisconsin Department of Transportation Multimodal Local Supplement grant was discussed. It was decided the grant would be written for the trail along the riverfront, the underpass under the railroad, trail along Second Street to Broad Street and from Broad Street along Highway 35 to Freedom Park. The grant needs to be written by December 6th and Cedar Corporation will write the grant for the city at the cost of $1,000. Daugherty/Ruona motion to adjourn passed without a negative voice vote.
