JANUARY 18, 2021 PARKS AND PUBLIC PROPERTY COMMITTEE MEETING MINUTES
Pursuant to due call and notice thereof, a meeting of the Parks and Public Property Committee was held,
Monday, January 18, 2021, Municipal Building, 800 Borner Street, Prescott, WI 54021.
Call to Order: Alderperson Ruona called the meeting to order at 5:30 pm. Members present were Rob
Daugherty. Tom Oss was excused. Parks and Street Superintendent Mike Kinneman and City Administrator
Jayne Brand represented staff. Also present Seth Hudson and Greg Adams of Cedar Corporation.
Ruona/Daugherty motion to approve minutes for August 10, 2020 passed without a negative voice vote.
Seth Hudson presented information regarding the riverfront project. Due to the changes with the alignment of
the pedestrian crossing parking stalls will go from 18 to 10 parking stalls. It was discussed there might be a
chance to include some motorcycle parking. Looking at a proposed observation outlook which would extend
over the embankment. The observation would be 12 feet wide by 100 feet long. A rod-iron fence would be
placed along the trail which has been moved closer to the river. Looking at stone pillars with lights in them
every 32 feet between fencing. Would like to keep consistency with fences, benches, tables, bike rakes and
garbage cans. It was discussed that a swing gate might be the best for the emergency underpass. There was
discussion on a request from Leo’s Landing regarding acquiring additional property for their above ground gas
tanks. Alderperson Ruona and Daugherty stated at this time they could not see moving on any city which might
jeopardize the grant. Front Street would be no wider than it is today. There would be curb added and could
look at some additional motorcycle parking in the area as we would need to go with parallel parking and
parking would go from 41 to 29 parking stalls. It was decided the utilities should be camera to make sure the
utilities are all good. Most of the street would be milled and overlaid. There was discussion on doing an
easement with the Pilot House owners for the adding of deck. This will need to be looked at further. It was
discussed the city should look at consistency with signage and branding with the riverfront project, trail to
Freedom Park and items being looked at for Freedom Park. Cedar will take a look at these items and will come
back with ideas for the riverfront.
Israel Haas, Director of Freedom Park discussed items being looked at for Freedom Park. They would like to
add four memorial benches and a fence for memorial plaques. Israel also stated they would like to change
displays around inside the building. It was discussed what may need to be done with the floor since flooring
was added after the displays were put in.
Israel Haas, Director of Freedom Park presented information on proposed trails. There has been a group
meeting to discuss trails which have been discussing trails throughout several areas in the city and Oak Grove.
They have been working with the schools whom are also looking at trails through their property. Israel will
continue to work with the group and keep the Parks Committee up to date.
Ruona/Daugherty motion to adjourn passed without a negative voice vote.
