MAY 24, 2021 PARKS AND PUBLIC PROPERTY COMMITTEE MEETING MINUTES
Pursuant to due call and notice thereof, a meeting of the Parks and Public Property Committee was held,
Monday, May 24, 2021, Municipal Building, 800 Borner Street, Prescott, WI 54021.
Call to Order: Alderperson Ruona called the meeting to order at 5:30 pm. Members present were Rob
Daugherty and Tom Oss. Also present Mayor David Hovel and City Administrator Jayne Brand represented
staff.
Daugherty/Ruona motion to approve the minutes for January 18, 2021 passed without a negative voice
vote.
Representatives from Two River presented a plan for a deck they would like to build but need city land in order
to build the deck as proposed. Alderperson Ruona asked why we wouldn’t do an easement rather than
purchasing the property. City Administrator Jayne Brand stated if the deck was already there than we could
look at an easement but since they want to build it would best to sell them the land. The deck is proposed to be
several levels. The most upper level would overhang the existing parking stalls. Alderperson Daugherty asked
about the liability for the cars and/or people under the deck. Tom Tomaro stated that is the reason they have
insurance. Two Rivers was asked to have the area where the deck would go staked so we can better see it on
site. They said they would stake it on Thursday. Mayor Hovel stated there may need to be additional
bathrooms. Tomaro stated they have planned for additional bathrooms. Alderperson Ruona stated this could be
a great addition to the riverfront but the Council needs to have more discussions on this item.
Jeff Ruehle and Israel Haas of Freedom Park presented a request to start design for a new trail system at Magee
Park. As part of this request they would sign a contract with Tim Wegner from Applied Trail and Boardwalk
Design for the design of the Magee Park Trail and possibly the School District property. The estimated cost for
the Freedom Park design would be $3,500. These funds would come from the $50,000 which was allocated as a
capital project in the 2021 budget. Ruona/Daugherty motion to recommend approval of contract with
Applied Trail & Boardwalk Design LLC to begin design of Magee Park trail with funds coming from the
$50,000 allocated in the 2021 budget passed without a negative voice vote.
The discussion on the public property on the turnaround on Lake Street will be tabled until another meeting.
Oss/Daugherty motion to adjourn passed without a negative voice vote.
