CITY OF PRESCOTT, WISCONSIN OCTOBER 18, 2021, PARKS AND PUBLIC PROPERTY COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, a meeting of the Parks and Public Property Committee was held, Monday, October 18, 2021, Municipal Building, 800 Borner Street, Prescott, WI 54021. Call to Order: Alderperson Ruona called the meeting to order at 5:02 pm. Members present were Rob Daugherty, Members Absent were Pat Knox. City Administrator Matt Wolf represented staff. Also present were Greg Adams representing Cedar Corporation, Israel Haas representing Friends of Freedom Park and Coulee River Trails, and Tim Wenger representing Applied Trail and Boardwalk Design, LLC. 1. Approve Minutes for September 20, 2021 Daugherty/Ruona motioned to approve the minutes for September 20, 2021, passed without a negative voice vote. 2. Request for funding for 2022 budget to Wisconsin Mississippi River Parkway Commission Chair Ruona presented on the request from the Wisconsin Mississippi River Parkway Commission for $500 on their ongoing efforts to promote the City of Prescott and Wisconsin Mississippi River Corridor. Daugherty/Ruona motioned to approve $500 for the Wisconsin Mississippi River Parkway Commission. Passed without a negative voice vote. 3. Design Approval for Downtown Riverfront Project Cedar Corporation Greg Adams presented on the next steps in the Downtown Riverfront Project Phase I, which is to go to formal design. Mr. Adams stated that a revised cost estimate was put together that had probable cost for the project at $1,654,000. Chair Ruona asked about how the project will be paid and wanted a breakdown of how we can pay for the projects out of our various funds with water and storm sewer being part of the project. City Administrator Wolf stated he would get a breakdown put together on available funds for the project. 4. Design Approval for Courtesy Dock for Item Outside the Original Scope Cedar Corporation Greg Adams presented on additional work that was required as part of the design and construction of the new courtesy dock that was installed this past summer and as a result Cedar Corporation is requesting $9,500. City Administrator Wolf stated that $36,000 was received from insurance to cover the damage so part of those funds can be used to cover the cost. Daugherty/Ruona motioned to approve the amendment to the payment of $9,500 to be paid to Cedar Corporation outside the existing Engineering Services Contract for River Front Improvements related to the Courtesy Dock. Motion passed without a negative voice vote. 5. Discussion on Wisconsin DNR regarding outdoor recreation grant assistance funding for State Stewardship, Federal Recreation Trails Program and Federal Land & Water Conservation Program and Phase 2 of Riverfront Project Chair Ruona stated that the City did not receive the Wisconsin DNR grant through the State Stewardship, Federal Recreational Trails Program and Federal Land & Water Conservation program. City Administrator Wolf presented on the idea of applying for a larger grant through the Economic Development Administration and also opportunities to apply through the Tourism Capital Grant through the Department of Administration. The Committee also discussed making Magee Park the trailhead for potential trail improvements proposed by Coulee River Trails. City Administrator Wolf stated they will look into having a concept plan done for the park. 6. Amendment to Comprehensive Outdoor Recreational Plan City Administrator Wolf presented on the changes to the amendment to the comprehensive outdoor recreational plan. The committee discussed changes that need to be made. The revised plan will be brought back to the Parks and Public Property once changes are complete. 7. Discussion of Flagging of Magee Park Israel Haas presented on the flagging of Magee Park to layout potential trails as part of the Coulee River Trails project. Discussion was had on the trail placement, width and setting a future workshop to be had with City Council and those involved with the Coulee River Trails project. Daughtery/Ruona motioned to approve the flagging of Magee Park. Motion passed without a negative voice vote. 8. Other Business Residents of the Eagles Point on St. Croix were present and questioned if the current trail/access under the railroad would become gated as part of the Riverfront Phase 1 project and expressed their concern if the access did become gated. Chair Ruona and Committee Member Daugherty stated that the trail was currently planned to be gated to allow only emergency personnel to access the trail along with pedestrians. This was being done to prevent people from cutting through on the trail and creating dangerous situations with pedestrians using the trail. Chair Ruona requested staff look into emergency safety protocols as it related to emergency response as a result of the gates.
