JUNE 29, 2022, PARKS, AND PUBLIC PROPERTY COMMITTEE MEETING MINUTES
Pursuant to due call and notice thereof, a meeting of the Parks, and Public Property Committee was held,
June 29, 2022, Municipal Building, 800 Borner Street, Prescott, WI 54021.
Call to Order: Committee Member Bailey Ruona called the meeting to order at 5:03 pm. Members present
were John Peterson, Bailey Ruona, and Pat Knox. City Administrator Matt Wolf, Public Works Director Mike
Kinneman, and Planner Carter Hayes represented staff. Members of the public included Brady Randolph and
Chuck Block of the CAB Company, as well as Israel Haas from The Great River Road Visitor and Learning
Center.
1. Approve Minutes for May 16, 2022.
Ruona motioned to approve the minutes for May 16, 2022, Peterson seconded, motion passed without a
negative voice vote. (3-to-0)
2. Park Sign Approvals: Riverfront Signs, Non-motorized Boat Launch
At the April 18, 2022, meeting the Parks and Public Property Committee approved signs for the downtown
Riverfront Project. With the Riverfront Phase 1 bids being lower than originally planned, a savings of
$79,083 from the original estimate is expected. It was proposed that if the committee would like to move
forward with the signs that the savings used from the riverfront project be used to pay for the signs out of
TID #4. The committee approved that by a vote of 2-to-0. The committee since that time has requested that
a sign be put together for the Non-Motorized Boat Launch.
City Administrator Wolf presented information on the Parks Sign Approval. Committee member Ruona
mentioned “No Glass” should be mentioned on the Prescott Beach sign. It was discussed that “No Pets
Allowed” should be added to the sign as well, but a cross examination with the city ordinances will be
required to determine if the rule can be enacted. “No Littering” was also placed under question, the more
blanketing statement “Leave No Trace” was decided upon by the committee members.
Committee member Ruona motioned to move the matter to council, Knox seconded. Motion passed
without a negative voice (3-0).
3. Skate Park Removal Request
The City of Prescott Skate Park located next to the well house at 769 Dexter Street is deteriorating and
keeps experiencing issues of vandalism. Staff would like to discuss with the Committee the option of
removing the skate park and considering developing a future plan for the park at a later date.
City Administrator Wolf presented the information regarding the request to remove the skate park. It was
met with general sentiment from the committee that the skate park is in disrepair and should be removed.
Committee Member Knox motioned to approve the removal request, Ruona seconded. Motion passed
without a negative voice (3-0).
4. Boat Launch Discussion
The City of Prescott has allocated $125,000 for the development of a Boat Launch and Fishing Pier in the
2022 Budget through TIF #4 funds. Cedar Corporation worked with River City Welding to design a
preliminary plan set to submit to the DNR and Army Corps of Engineers for approval.
City Administrator Wolf presented information regarding the boat launch dock and fishing pier. City
Administrator Wolf expressed that the dock be reduced in size (from 8’ wide by 40’ length to 6’ wide by 40’
length) to circumvent the US Army Corps of Engineers approval process and proceed with the WDNR
approval process for smaller structures.
Committee Member Ruona motioned to move forward with resizing the boat launch dock, Knox
seconded. Motion passed without a negative voice (3-0).
5. Public Comments
Brady Randolph and Chuck Block representing the CAB Company attended the meeting to discuss the
water utility bill for Fire Hall Field. Brady Randolph stated that the CAB Company organizes 80+ games
per year at Fire Hall Field and an estimated 30,000 people travel through Prescott to attend games, creating
local business activity for Prescott. Chuck Block of the CAB Company stated 60 of the 80 games are played
by baseball clubs not associated with the School District, and rather with other organizations throughout the
city. Chuck Block expressed the CAB Company’s desire for the city of contribute to the utility payments for
the reasons stated above.
According to the CAB Company, in years prior, the City of Prescott has granted an exemption for water
usage which varied from 500,000 to 1 million gallons (usage over the amount was billable). It is estimated
that the CAB Company uses 800,000 gallons of water for field irrigation.
Committee Member Ruona questioned whether the School District should have stake, as Fire Hall Field is
owned by Prescott School District. The CAB Company had signed a lease in 2019 that makes them
responsible for utility bills associated with field operations. Committee Member Ruona expressed the
complications of the situation and potentially creating a memorandum of understanding with the non-profit
will be difficult for that reason.
The Committee expressed to explore multiple avenues of action for assisting the CAB Company, including
the CAB Company reaching out for grants. The Committee also expressed that water bill exemptions are no
longer a common City practice.
6. Other Business
There have been numerous reported complaints about the width of Front Street during the Riverfront Project
construction. At its current state, parking has been a crude undertaking due to the road being in construction
and the lack of striped parking spaces. It was stated that most vehicles cannot fully approach the curb due to
the construction, leaving vehicles to sit out further into the roadway. City engineers expect the parking
predicament to solve itself once the spots become striped, and citizens return to parking in a more organized
manner.
An alternative plan of parallel parking was presented. The drawbacks of the plan included losing 6 total
spaces for the downtown, and a safety issue between pedestrians and vehicle doors opening over the
sidewalks.
Committee members explored the idea of moving forward with perpendicular parking, although nothing was
decided upon because striping will not occur until the month of September.

Call to Order: Committee Member Chair Bailey Ruona called the meeting to order at 5:00 pm. Members
present were Bailey Ruona, Pat Knox, and John Peterson. City Administrator Matt Wolf represented staff.
Others in attendance were Seth Hudson representing Cedar Corp, Israel Haas representing the Coulee River
Trails, Alison Ennenga and Bethany Christenson of Fairy Wonderland, and Dar Hovel and Kathy Hovel with
the Prescott Pickleball group.
1. Approve Minutes for April 18, 2022.
Knox motioned to approve the minutes for April 18 2022, Ruona seconded, motion passed without a
negative voice vote. (3-to-0)
2. Fairy Wonderland – Memorandum of Understanding and Loan Discussion
City Administrator Wolf presented on the Memorandum of Understanding with the Fairy Wonderland
group. Alison Ennenga and Bethany Christenson with Fairy Wonderland answered questions regarding
the project. Committee Ruona asked for information on the warranty on the proposed parks equipment
and how long the proposed rubberized flooring would last. City Administrator Wolf said he would work
with Fairy Wonderland to get that information. Committee Member Knox asked about special events
and Fairy Wonderland stated they did not expect many events to occur but was hoping for a grand
opening event once the equipment is installed.
Knox motioned to approve the Memorandum of Understanding between the City of Prescott and Healing
Play, Inc. dba Fairy Wonderland, Ruona seconded, motion passed without a negative voice vote. (3-to-0)
Fairy Wonderland and the Committee agreed to table any loan discussion as it was not currently
required.
3. Downtown Riverfront Project
The Committee discussed the Downtown Riverfront Project with Seth Hudson. The Committee agreed
that the stop sign at Orange Street and Front/Second Street was not required as the two turn-ons from
Front/Second Street onto Orange Street would have stops signs. The Committee also agreed that they
would remove the handicap parking stall in front of the Liquor Store and put in one 15-minute parking
spot.
Discussion was had on the bench dedications as part of the Riverfront Project. Committee Chair
Ruona stated that the benches should be dedicated at $3,600 per bench plus concrete.
Ruona motioned to approve the six benches as part of the Riverfront Project be open for dedications to
the public at a cost of $3,600 plus the cost of cement/concrete, Peterson seconded, motion passed without
a negative vote. (3-to-0)
4. Coulee River Trials
The Committee discussed the Scenic Byways Grant and possible route. Committee members agreed
that no firm route would be decided unless the grant was received and which time it would be brought
back before the Committee or before the Finance Committee for funding discussions.
City Administrator Wolf discussed the idea of Cedar Corporation putting together a concept plan for the
Great Rivers Park based on a survey to be submitted to surrounding residents. Committee members
discussed and liked the idea. A draft of the survey will be brought before the Committee for
consideration in the future.
5. Pickleball Court Discussion
City Administrator Wolf presented on the request from the Prescott Pickleball group to add dedicated
courts to Public Square Park. Committee members discussed with the group. It was agreed that City
staff would work with the group to develop a plan and cost estimate that would come before the
committee at a future date to be considered.

Discussion was had with Committee members on the need for a sign at the Non-Motorized Boat Launch.
City Administrator Wolf stated he would work with Graphic House Inc. to get a sign price and concept.

Subject: Park Signs Approval Memo
Background
At the April 18, 2022 meeting the Parks and Public Property Committee approved signs for the
downtown Riverfront Project. With the Riverfront Phase 1 bids being lower than originally
planned a savings of $79,083 from the original estimate is expected. It was proposed that if
the committee would like to move forward with the signs that the savings used from the
riverfront project be used to pay for the signs out of TID #4. The committee approved that by a
vote of 2-to-0. The committee since that time has requested that a sign be put together for the
Non-Motorized Boat Launch.
Discussion
Graphic House Inc. has submitted final proofs for the downtown sign and additionally put
together a proposal for the Non-Motorized Boat Launch sign. Staff has also requested that a
sign be put together for the Prescott Beach but that was not yet ready at the time of this memo.
With the three signs downtown and the Non-Motorized Boat Launch, Graphic House Inc. has
given the City a proposal for the work and installation at $35,562. However, if the City wanted
to move forward with the Prescott Beach sign it is estimated that would cost an additional
$1,511.
It is proposed that the downtown signs be paid for out of the TID #4 funds ($34,051) and that
the Non-Motorized Boat Launch Sign and Prescott Beach Sign ($3,022) be paid for out of the
Parks Escrow Fund for 2022.
If approved staff would not request the downtown signs be installed until October once the
Riverfront Project is complete. The signs along Lake Street staff would request be installed as
soon as possible. Staff will bring an image to show the Committee of the one-side of the
proposed kiosk sign for consideration as well.
Recommendation
Discuss the proposed signs and consider passing on to City Council for approval.

TERMS AND CONDITIONS
Client is responsible for flagging of property owner’s utilities, such as, but not limited to: sprinkling/watering systems, parking lot lighting,
landscaping lighting, storm/sanitary sewers, or any other utility that the customer may have buried, etc.
All in-ground bases are engineered for standard soil conditions. Non-standard conditions, such as: sandy soil, clay soil, rocky terrain,
water, etc. which require additional concrete, labor, forming, etc. will be at an additional time and materials charge.
Client is responsible for providing access to the JOB site. THERE HAS BEEN NO ALLOWANCE FOR REPAIRS OR BUILDING OF ACCESS TO
PERFORM THE DUTIES DESCRIBED IN THE BID DOCUMENTS. ANY ADDITIONAL TIME OR MATERIALS NEEDED TO ACCESS THE JOB SITE OR
CREATE A WORK AREA AT THE JOB SITE SO WE ARE ABLE TO PERFORM OUR SCOPE OF WORK, IS THE SOLE RESPONSIBILITY OF THE

Client has identified the location in which the signage is to be installed. Client is responsible to have existing signage meet all state and
local codes, and additional work to bring existing signage to code will be billed at time and materials. The client has the sole responsibility
for the structural integrity of all existing structures to support the signage. Graphic House, Inc. is not responsible for any damage that
may occur to sign installation areas such as (landscape, blacktop, etc. or otherwise). Graphic House, Inc. will not be responsible in any
way for penetrations through roof membranes or wall materials or for any leakage or water damage resulting from any penetrations.
Graphic House, Inc. hereby warrants the sign display against defective workmanship in construction and assembly for one (1) year from
the date of the invoice. Faux Corten has a warranty of two (2) years for finish deterioration. No other warranties will apply. All labor for
repair of electronic message centers or time and temperature units are covered under warranty for one (1) year from date of installation.
All components/parts for electronic message centers or time and temperature units are covered under warranty as outlined by
manufacturer. Graphic House, Inc. does not warranty flags. No other warranties or guarantees are expressed or implied, either written or

verbal. All warranties will be null and void if anyone other than Graphic House, Inc. services or maintains the signage specified on this
proposal, or if the final invoice for this proposal is not paid in full within 45 days of the final invoice date.
Our warranty, and warranties by stand-alone subassemblies manufactured by other companies, are based solely on the client’s
responsibility to properly maintain, service and clean these sign components at no longer than each six-month interval. This warranty
does not apply to vandalism, misuse, acts of God, and war.
Any deviation from prints or altered foundations will weaken the structure to the point that it may fail. This structure is engineered to
hold only the signage specified. Do not add additional signage to the structure.
Any changes in the plans or specifications from the date this proposal and prints are approved and authorized will result in an
administrative fee of $100 per change plus the cost of the change. Any changes or extras may extend the time to complete the
manufacturing and/or services specified.
Any alteration or deviation from the above specifications involving extra costs will be executed and will become an extra charge over and
above the estimate, together with the terms and conditions set forth in the attached addendum which is incorporated herein in its
entirety. All agreements contingent upon strikes, accidents or delays beyond our control.
As required by the Wisconsin construction lien law, Graphic House, Inc. hereby notifies the owner that the person or companies
furnishing labor or materials for the construction on the owner’s land, may have lien rights on the owner’s land and building for unpaid
costs. Those entitled to these lien rights, in addition to the undersigned contractor are those who contract directly with the owner or
those who give the owner notice within sixty days after they first furnish labor or materials for the construction. Accordingly, the owner
will probably receive notice from those who furnish labor or materials for the construction and should give a copy of each notice received
to the mortgage lender, if any. The contractor agrees to cooperate with the owner and the owner’s lender, if any, to see that all potential
lien claimants are fully paid.
If collection action is required to collect a past due account, client agrees to pay the invoiced amount due, together with interest at the
contract rate of 1.5% per month (18% annual), and costs of collection, including all attorney’s fees incurred by Graphic House, Inc. in
exercising its rights or remedies hereunder or enforcing any of the terms and conditions in this proposal. It is agreed that all legal
disputes of any nature will be litigated in Marathon County, Wisconsin.
Graphic House, Inc. makes no representations and assumes no responsibility for compliance of signage with Federal, State or local signage
regulations or ordinances, except as such requirements are specifically set forth in any permit issued for the signage. Client is solely
responsible for determining the size, location and character of signage to Client’s satisfaction and as permitted under applicable
regulations and ordinances.
This proposal will be a binding contract upon written authorization by Client and written acceptance by Graphic House, Inc. and
supersedes all prior negotiations and discussions, oral or written, between the parties. It also grants Graphic House, Inc. consent to use
client name and signage for all media and marketing purposes.
THIS PROPOSAL SHALL NOT OBLIGATE GRAPHIC HOUSE, INC. IN ANY WAY UNTIL IT IS ACCEPTED AND SIGNED BY THE V. P. OF SALES OF
GRAPHIC HOUSE, INC.; ONCE ACCEPTED AND SIGNED THIS PROPOSAL WILL EXPIRE AFTER 60 DAYS.

Discussion
The City of Prescott Skate Park located next to the well house at 769 Dexter Street is
deteriorating and keeps experiencing issues of vandalism. Staff would like to discuss with the
Committee the option of the removing the skate park and considering developing a future plan
for the park at a later date.

Subject: Boat Launch and Fishing Pier Discussion
Background
The City of Prescott has allocated $125,000 for the development of a Boat Launch and Fishing
Pier in the 2022 Budget through TIF #4 funds. Cedar Corporation worked with River City
Welding to design a preliminary plan set to submit to the DNR and Army Corps of Engineers
for approval.
Discussion
The DNR has requested that a mussel survey and relocation be completed prior to
construction. This work would be included in the bidding process and would be completed by
the selected contractor.
Additionally, the DNR has informed us about the following regarding the size of the boat launch
in an email on May 19, 2022:
a. The boat ramp pier is considered “oversized” since there are sections of this pier
that are greater than 6ft wide and proposed at a length that creates an area
larger than 200 sq ft. The plans indicate the floating dock will be 8ft wide by 40ft
long which = 320 sq ft. If this design is downsized to either of the below options,
this pier will also qualify for the pier exemption. If you wish to keep the boat ramp
pier dimensions as proposed, the only permit track available for an oversized pier
is a Ch 30 Individual Permit (IP) for a pier. This is roughly a 3-4 month review
process and includes a required Class 1 public notice for a 30-day notice period
before a permit decision is finalized.
i. Options for meeting pier exemption: Downsize to 6ft wide for 40ft long
(which makes this a pier rather than a wider “loading platform”, or
ii. Keep 8ft wide and downsize to a length no longer than 25ft long (which
means this is a “loading platform” and meets the 200 sq ft max)
However, in a letter issued by the Army Corps of Engineers on Tuesday, July 22 they issued a
letter stating the following:
“Your project exceeds the limitation established in the general permit related to the
maximum size of the dock sections. However, based on a case-specific review, we
have determined the proposed activity will result in no more than minimal adverse
effects and a waiver has been granted.”
Cedar Corporation is reaching out to the DNR to see if this exemption would also cover their
requirements or if they would still need a 3–4-month review process.
Recommendation
Staff would like some clarification on the following options:
1. If the DNR still requires a 3–4-month review process, would they like to wait to get the
320 square foot dock or resize the dock to move forward this year?
2. If they would like to wait on the dock until next year, would they like to move forward
with construction of the fishing pier this year. This would result in two separate bidding
processes.

We are responding to your request for authorization to construct a boat dock and a fishing
dock below the plane of the ordinary high water mark of the Mississippi River. The proposed
work is located in Northwest ¼ of the Northwest ¼ of Section 15, Township 26 North, Range 20
West, Pierce County, Wisconsin.
Project authorization:
The regulated activities associated with this project include the construction of a boat dock
and a fishing dock. The boat dock would have a 4’X30’ walkway and connect to an 8’X40’ dock.
The fishing dock would have a 4’X40’ walkway connecting to a 6’X100’ dock. We have
determined that these activities are authorized by a Regional General Permit (RGP),
specifically, the Piers and Docks RGP. This work is shown on the enclosed figures, labeled
MVP-2015-03349-DDD Enclosure Page 1 through 12.
Your project exceeds the limitations established in the general permit related to the maximum
size of the dock sections. However, based on a case-specific review, we have determined the
proposed activity will result in no more than minimal adverse effects and a waiver has been
granted.
Conditions of your permit:
You must ensure the authorized work is performed in accordance with the enclosed General
Permit terms, General Conditions, and St. Paul District Regional Conditions.
You are also required to complete and return the enclosed Compliance Certification form
within 30 days of completing your project. Please email the completed form to the contact
identified in the last paragraph.
A change in location or project plans may require re-evaluation of your project. Proposed
changes should be coordinated with this office prior to construction. Failure to comply with all
terms and conditions of this permit invalidates this authorization and could result in a violation of
Section 301 of the Clean Water Act or Section 10 of the Rivers and Harbors Act. You must also
obtain all local, State, and other Federal permits that apply to this project.
Water Quality Certification:
Regulatory Branch (File No. MVP-2015-03349-DDD)
You must also comply with the enclosed Water Quality Certification conditions associated
with this General Permit.
Permit expiration:
The RGP is valid until February 20, 2023 unless modified, suspended, or revoked. If the
work has not been completed by that time, you should contact this office to verify that the permit
is still valid. Furthermore, if you commence or are under contract to commence this activity
before the date of General Permit expiration, modification, or revocation, you have 12 months to
complete the activity under the present terms and conditions of the General Permit.
Jurisdictional determination:
No jurisdictional determination was requested or prepared for this project. While not
required, you may request a jurisdictional determination from the contact identified in the last
paragraph.

Existing Conditions:
The City of Prescott has an existing public boat launch floating dock that is in very poor
condition. The boat launch floating dock is made of plastic floats that are held against strong
current, and take the impact of some large boats that use the launch. The existing boat launch
dock does not float high enough above water anymore and is in need of replacement. The City
previously had a public fishing dock that did not float, and would be under water often at high
water conditions. The City removed the old public fishing dock a couple of years ago due to this
issue. The current public concrete boat ramp panels are made up of 20 foot by 8.33 foot concrete
panels which are 10 inches thick. The concrete boat ramp panels were repaired about 4 years ago
(with required permits) and are in good condition. There will be no changes to the existing
concrete boat ramp panels.
Proposed Improvements:
The City of Prescott proposes to install a new public boat ramp dock at the current location, as
well as new public fishing dock. The public boat ramp dock will include a new floating dock
system fabricated of galvanized steel trussing with walkway made with Ipe decking panels and
railings. The dock system will be held in place with steel pilings, and allowed to float with water
elevation changes. The walkway is proposed to be 4 foot wide and lead down to an 8 foot by 40
foot floating dock made with treated decking and foam filled poly floats. The boat ramp dock
will allow for two boats to launch or load at the same time.
The proposed fishing dock is made up of a 4-foot wide by 40 foot long walkway fabricated of
galvanized steel trussing with walkway made with Ipe decking panels and railings. The
walkway system will be allowed to pivot with water elevation changes. The walkway will lead
down to the fishing dock which is 6 feet wide and 100 feet long. The fishing dock will be
fabricated of galvanized steel trussing and floats with Ipe decking panels and will be held in
place by 3- 10-inch steel pilings, which will allow the deck to raise with changing water
elevations in the river. The fishing dock is proposed to have 6- 8 foot long benches.
Both the boat ramp and fishing dock are proposed to be installed in the same location as the
existing structures. The lower sections of the fishing pier and boat ramp walkway will be able to
float, to adapt to the changing river elevations. See the proposed boat launch and fishing dock
layout.
The proposed improvement construction will cover approximately 0.10 acres of area,
approximately 0.08 of which will be over top of the Mississippi River.
