Parks and Public Works Committee Meeting Minutes July 17thth, 2023 Pursuant to due call and notice thereof, a meeting of the Parks, and Public Property Committee was held, July 17th, 2023, Municipal Building, 800 Borner Street, Prescott, Wisconsin 54021. The meeting was called to order at 5:00 pm Committee Present: Bailey Ruona, Pat Knox Committee Absent: John Peterson. Staff Present: City Administrator Matt Wolf (virtually), Planner Carter Hayes, Greg Adams and Josh Miller of Cedar Corporation. Others Present: Prescott Intermediate School Principal Michael Kosmalski, Members of the public. 1. Approve Minutes for June 19th, 2023. Pat Knox motioned to approve the minutes for June 19, 2023. Bailey Ruona seconded; motion passed without a negative voice (2-0). 2. Public Works Items A) Garbage Haulers Cost Breakdown City Administrator Matt Wolf presented information about garbage haulers and costs. City staff compiled projected costs related to Waste Management, Tennis, and GFL garbage companies. Committee Member Ruona has heard that GFL has been troublesome for commercial clients, Tennis’ projected costs seemed most favorable. The Committee looked to move forward with exploring garbage haulers’ service costs. 3. Parks Items A) Prescott School District Request – Public Square Park Michael Kosmalski, Principal of the Prescott Intermediate School, was in attendance to speak about the need for additional safety facilities at Public Square Park, which is utilized by the school for Phys Ed and Recess. Committee Member Ruona questioned whether the School District would assist with costs for the requested fence, as it was the school district’s decision to move younger grade children to the building and park. Committee Member Ruona asked that prices be investigated for the items the School District requested. Committee Member Knox questioned if Prescott School District has a crossing guard program at that location. Mr. Kosmalski addressed that the Locust Street project will include a pedestrian actuated crossing light. Committee Member Ruona and Knox stated that some of the items be brought to Health & Safety Committee with the Police Department notified for 1 the Elm Street closure in front of the school. Committee Member Ruona stated that Mr. Kosmalski work with City Staff to look at the options. B) Scenic Byways Grant Resubmittal Josh Miller of Cedar Corporation was in attendance to speak about the 2023 funding cycle of the Scenic Byways Program. The Committee discussed options for the favored route to include in a potential resubmittal of the grant. Committee Member Ruona favored moving forward with the resubmittal of the Scenic Byways Grant. C) St. Croix Bluffs Parking Lot and Bathroom Discussion City Administrator Wolf presented information regarding the St. Croix Bluffs Parking Lot and Restrooms. City Administrator Wolf is asking for feedback and approval from the Committee for location and costs for each item. Committee Member Ruona recommended staff move forward determining placement for a parking lot and restrooms. D) Downtown Riverfront Planning Jacques Park Parking Update Planner Carter Hayes presented information regarding the Riverfront Phase II update. The Committee favored pushing for a playground, the splash pad being ineligible due to grant stipulations was not of concern to the committee. The Committee favored the concept plan layout and stated that staff can continue with planning for the riverfront redevelopment. 4. Other Business City Administrator Wolf stated that many residents are requesting the City remove dead Ash Trees from the right-of-way. The City has looked into a tree removal service to handle the influx of requests. Committee Member Ruona stated there was a washout under the BNSF railroad bridge along the emergency access path. Staff will look into remedies for the issue. 5. Adjourn Ruona motioned to adjourn.
