MONDAY, AUGUST 27, 2015 PERSONNEL COMMITTEE
Pursuant to due call and notice thereof, a meeting of the Personnel Committee was held Monday,
August 27, 2015, 800 Borner St., Prescott, WI 54021.
Call to order/Roll Call: Chairperson Maureen Otwell called the meeting to order at 5:40 p.m. Members
present were Galen Seipel. Finance Director Vanessa Norby and Jayne Brand, City Administrator
represented staff.
Seipel/Otwell motion to approve the minutes for July 27, 2015 passed without a negative voice vote.
Discussions were held on the creation of a Deputy Clerk position. A job description of the position was
presented. The Deputy Clerk position primary responsibility is assisting the Clerk with Clerk duties. The
plan would be to have the Deputy Clerk attend annual clerk training working toward certification. The
certification takes approximately three years. Upon completion of the certification the Deputy Clerk
would take the position of Clerk which is a salaried position. Discussion was held on possible wage for
the position. Seipel/Otwell motion to recommend creating Deputy Clerk position passed without a
negative voice vote.
Wages and benefits for 2016 were discussed. The city staff is still working on health insurance
premiums. The preliminary indication is the premiums will increase by 25%. The Committee looked at
the impact of what a 1, 2 & 3% increase would have on each of the budgets. Seipel/Otwell motion to
recommend a 2.5% increase for non-union and non-elected positions passed without a negative voice
vote.
City staff presented a longevity pay policy and the financial impacts of each proposal. The personnel
committee reviewed the options and the committee chose and option which would be paid on the
employee’s anniversary date with a specific dollar amount times the number of years the employee has
worked for the city. The proposed financial impact to the city budget for 2016 would be approximately
$5,800. The Committee would like to also tie the pay to continuing education and certifications. The
recommendation is employees are expected to full fill continuing educations and keeping up
certifications which will add value to their position. Seipel/Otwell motion to recommend longevity pay
as presented with the contingency that employees are expected to full fill continuing education and
keep up certifications which add value to their positions passed without a negative voice vote.
Dates were set for Police Union negotiations for September 17th & 21st.
Seipel/Otwell motion to adjourn passed without a negative voice vote.
