Personnel Committee

CITY OF PRESCOTT, WISCONSIN MONDAY, OCTOBER 19, 2015 PERSONNEL COMMITTEE Pursuant to due call and notice thereof, a meeting of the Personnel Committee was held Monday, October 19, 2015, 800 Borner St., Prescott, WI 54021. Call to order/Roll Call: Chairperson Maureen Otwell called the meeting to order at 5:00 p.m. Members present were Galen Seipel and Rob Daugherty. Judge Patrick Eich and Jayne Brand, City Administrator represented staff. Discussion was held on combining the position of Court Clerk and City Administrative Assistant. Alderperson Otwell stated after reviewing the information which was provided to her she is not comfortable with combining the positions. Alderperson Daugherty stated the Court Clerk serves at the pleasure of the Judge and feels combining the positions could cause problems. Alderperson Seipel was unsure if the positions should be combined. Alderperson Seipel asked Judge Eich why he felt it is good to have the positions combined. Judge Eich stated if gives the employee full benefits including health insurance. Judge Eich stated since the current employee is happy working for the Court. Judge Eich stated as an employee of the Court he can offer flexibility in working hours which a fulltime position can’t offer. Judge Eich stated he needs the Court Clerk here on court dates. Alderperson Otwell stated she feels the combining of positions offers a layer of complexity and set up for possible conflict between the Court and the City. Daugherty/Seipel motion to sever the ties between Court Clerk position and City Administrative Assistant position effective immediately passed without a negative voice vote. Judge Eich stated he will inform his employee. Other Business: Discussed creating a pool where sick time can be given from one employee to another employee. Staff will work on a policy.
