CITY OF PRESCOTT, WISCONSIN PERSONNEL COMMITTEE MEETING MINUTES FOR JULY 23, 2018 Pursuant to due call and notice thereof, a meeting of the Personnel Committee was held July 23, 2018, 800 Borner St., Prescott, WI 54021. Call to order/Roll Call: Alderperson Maureen Otwell called the meeting to order at 5:30 p.m. Members present were Rob Daugherty and Dar Hintz. Also present City Administrator Jayne Brand. Daugherty/Hintz motion to approve the minutes for June 6, 2018 passed without a negative voice vote. The committee reviewed a policy for compensatory time for the public works employees. The only change in the proposed policy was to allow the employee to carry over the 40 hours from one year to another. Daugherty/Hintz motion to recommend approval of compensatory time policy as proposed with the carry over policy passed without a negative voice vote. The committee discussed reimbursement for management for use of personal cell phones for city business. The city administrator and the two public works employees who have taken the lead for public works do not wish to carry a second work phone and are willing to use their personal phones for city business. City Administrator Jayne Brand informed the committee the employees do need to be made aware their phones could be subject to an open records request. Brand also informed the committee Deputy Clerk Beth Lansing had recently been at a training and employees and elected officials who get a reimbursement for phones should be providing their phone bills to prove the reimbursement. The cost for the city to have a separate phone would be approximately $60 per month per phone. Otwell/Hintz motion to recommend approval a $30 per month reimbursement for use of personal cell phone for management without having to provide bills but being aware their phones are subject to an open records request passed without a negative voice vote. The committee reviewed the proposed job descriptions for the police department. Changes were made to several of the job descriptions as proposed. The job descriptions will be formatted like the other job descriptions of the city. Discussion was held on the oversite authority for the Police Department. The Police Commission is responsible for the hiring, firing and discipline for the department. The Mayor is the day to day authority but when it comes to issues like budgets and needs of the department there isn’t any committee to review issues with. The personnel committee agreed the best committee for this would be the Health and Safety committee. Daugherty/Otwell motion to adjourn passed without a negative voice vote.
