PERSONNEL COMMITTEE MEETING MINUTES FOR DECEMBER 4, 2018
Pursuant to due call and notice thereof, a meeting of the Personnel Committee was held December 4,
2018, 800 Borner St., Prescott, WI 54021.
Call to order/Roll Call: Alderperson Maureen Otwell called the meeting to order at 5:30 p.m. Members
present were Rob Daugherty and Dar Hintz. Office Chief Doug Ducklow, Officer in Charge Eric Michaels
and City Administrator Jayne Brand represented staff.
Hintz/Daugherty motion to approve the minutes for October 16, 2018 passed without a negative voice
vote.
Officer in Charge Eric Michaels reviewed the job description for School Resource Officer/Investigator.
Alderperson Hintz asked about the previous Investigator position. Michaels explained the previous
Investigator position was given as a job assignment and not an actual position. Michaels explained they
have been posting for part-time Officers and are not having any luck getting applications for these
positions. For this reason this is why the positions are being put together. It was asked how
investigations are now being handled. Each Officer handles their own investigations. By doing this it has
pulled time away from when an Officer can be out on patrol. Chief Ducklow stated he has taken some
cases which need further investigation and follow up. Alderperson Otwell asked if there is going to need
to be additional training for either position. It was stated there would need to be training for evidence
tech, Miranda rights and forensics interviewing. It was also noted the Chief will need to track the cases.
Alderperson Otwell stated she was somewhat worried about the time commitment required for both
positions. Michaels stated if there is a major investigation the officer may not be able to work in the
school district during this time but they would make sure there is someone available for the school. The
committee also discussed the school district would be paying for 50% of the wages for 9 months. It was
also discussed this position would have a flex schedule. Michaels also stated there will need to be a side
letter for this position for the Union. Michaels also stated the school district would be a part of the
hiring of the School Resource Officer although the final decision will be made by the Police Commission.
Alderperson Otwell suggested the job descriptions be written like they are two separate positions.
Several suggestions were made from the committee for the job descriptions.
Daugherty/Hintz motion to approve the job descriptions for School Resource Officer/Investigator
passed without a negative voice vote.
Daugherty/Hintz motion to adjourn passed without a negative voice vote.
