CITY OF PRESCOTT, WISCONSIN PERSONNEL COMMITTEE MEETING MINUTES FOR April 16, 2019 Pursuant to due call and notice thereof, a meeting of the Personnel Committee was held April 16, 2019, 800 Borner St., Prescott, WI 54021. Call to order/Roll Call: Alderperson Maureen Otwell called the meeting to order at 6:30 p.m. Members present were Rob Daugherty and Dar Hintz. Police Chief Eric Michaels and City Administrator Jayne Brand represented staff. Hintz/Daugherty motion to approve the minutes for March 26, 2019 passed without a negative voice vote. Chief Michaels presented a request for creating and funding an additional fulltime patrol officer. Chief Michaels stated they have had out an ad for six months for part-time officers and they received three applications all of which could not pass the preliminary background process. The department currently has three part-time officers and Chief Michaels stated he is having trouble with the part-time officers to cover shifts when he needs them. Chief Michaels also explained about the costs and time it takes to get a part-time ready to handle shifts. Chief Michaels proposal is to use the funding in the part-time wages and overtime wages currently in the budget to hire an additional fulltime officer. Using these funds there would still be additional funding available in the budget. Daugherty/Hintz motion to recommend to council to create another fulltime patrol officer position with funds being allocated from the part- time and overtime budget line items passed without a negative voice vote. Otwell/Hintz motion to adjourn passed without a negative voice vote. Respectfully Submitted, Jayne M. Brand City Administrator
