I. STATEMENT CONCERNING NOTICE OF MEETING
Notice of this meeting was provided in accordance with the requirements of the Open Public
Meetings Act and State regulations governing public meetings, including the time, date and location
of the meeting and clear and concise instructions to the public for accessing the meeting and making
comments. In addition, the agenda and all related materials were posted electronically and made
available to the public on Princeton's meeting portal in advance of the meeting.
II. ROLL CALL
Also Present: Bernard Hvozdovic, Administrator; Deanna Stockton, Deputy
Administrator/Municipal Engineer; Jeff Grosser, Deputy Administrator/Health Officer;
Trishka Cecil, Municipal Attorney; Lisa Maddox, Assistant Municipal Attorney; Paul
Bishop, Assistant Attorney; and Steve Mlenak, Redevelopment Attorney, Greenbaum Rowe
Smith & Davis, LLP
Present David Cohen, Leticia Fraga, Brian McDonald, Mark Freda,
Leighton Newlin, Michelle Pirone Lambros, and Mia Sacks
III. CLOSED SESSION
1. Resolution of the Mayor and Council of Princeton to Enter Closed Session (Open
Public Meetings Act Sec. 3)
RESULT: ADOPTED
MOVER: Leticia Fraga
SECONDER: Michelle Pirone Lambros
Aye: Cohen, Fraga, McDonald, Newlin, Pirone Lambros, and Sacks
-Contract Negotiations Regarding the Former Westminster Choir College Campus Property
Councilwoman Michelle Pirone Lambros and Councilman Brian McDonald recused
themselves from the discussion at 3:34 p.m.
Steve Mlenak, Redevelopment Attorney, led the discussion and presented Council with the
options that are currently available for the former Westminster Choir College Campus
property.
Council held a discussion on the options and what they potentially envision moving forward
for the property.
Mr. Mlenak left the meeting at 4:58 p.m.
Councilman Brian McDonald and Councilwoman Michelle Pirone Lambros returned to the
meeting at 4:59 p.m.

-Possible Litigation/Contract Negotiation in Connection with High Water Truck Contract Warranty
Claim and Matters Falling within the Attorney-Client Privilege in Connection with Same (N.J.S.A.
10:4-12(7))
Lisa Maddox, Assistant Municipal Attorney, and Paul Bishop, Assistant Municipal Attorney,
joined the meeting at 5:00 p.m.
Ms. Maddox provided Council with the background on the purchase of the truck and
summarized the current issues being experienced with the truck.
Ms. Maddox and Mr. Bishop discussed the possibility of litigation and asked for guidance on
how Council wishes to proceed. Council asked questions and held discussion on the matter.
Mr. Bishop and Ms. Maddox left the meeting at 5:18 p.m.
-Matters Falling Under the Attorney-Client Privilege: Boards, Commissions, & Committees (BCCs)
The agenda was amended to move the subject matter to the second topic for discussion.
Councilwoman Leticia Fraga presented possible recommendations to fill the vacancies on
the CARES committee.
Council then discussed the options.
Councilwoman Michelle Pirone Lambros left the meeting at 5:00 p.m.
-Friends of Herrontown Woods Lease Agreement (Veblen House)
There was no discussion held on this topic. Discussion on this matter was postponed until a
future meeting.
IV. ADJOURNMENT
A motion to close the Closed Session portion and return to Open Session was made by
Councilman David Cohen, seconded by Councilwoman Leticia Fraga, and carried
unanimously by all members present. Then a motion to adjourn at 5:19 p.m. was made by
Councilman David Cohen, seconded by Councilman Brian McDonald, and carried
unanimously by all members present.
