Appoint Council Member to Preside Over July 14, 2026 Council Meeting – Jered Reid Jered Reid, City Attorney, explained that in the Council President’s absence, the Council must nominate another Council member to preside over this meeting. Councilor Brummer nominated Councilor Hutchison to preside over this meeting. Motion seconded. No discussion on motion. All in favor, motion carried. Councilor Hutchison took her position at the dais. Mr. Reid explained that the computer for the chambers isn’t working to display the meeting on the screen. Citizens can see you, but you can not see them on screen. Zoom is working. IT can see if there is anyone online who has raised a hand for Visitors, Appearances, and Requests. Additions to the Agenda None. Consent Agenda 2. Regular Meeting Brief 6-23-2026 2 July 14, 2026 Page 2 of 5 Councilor Howard made a motion to approve the consent agenda as presented. Motion seconded. No discussion on the motion. Motion carried. Visitors, Appearances, and Requests 3. Crook County Fire & Rescue Presentation – Matt Smith & Russ Deboodt Matt Smith, CCF&R Division Chief, wanted to provide the Council a status update explaining that his main concern is safety. He introduced Russ Deboodt, Fire Marshal, who will brief the Council. Fire Marshal Deboodt read his status report regarding the fire on June 19th in Building M at Central Oregon Processing. Division Chief Smith followed up on the facts, stating his safety concerns regarding the company allowing employees to do hazardous work without proper training and that they prefer to work with the company and handle this with mitigation, adding that CCF&R had met with the company owners today. There were discussion regarding the ignition source, possible sources to the fire such as faulty electrical outlets. Councilor Hutchison asked how the meeting with the company owners went today. Division Chief Smith responded that it went well and that Building M is still closed. Fire Marshal Deboodt talked about all of the systems that they have to see functional, and it requires a third-party engineer to inspect as well. There were no further questions. No one came forward. No one online raised a hand. Council Presentations None. Council Business: 4. Intent to Award ASR#2 Fiberoptic Installation – Casey Kaiser Casey Kaiser, Assistant City Manager/Public Works Director, presented the staff report, explaining the scope of the project and that the Engineer's Estimate came in at $366,000.00. Discussion on the motion regarding the project in the recommendation isn’t correct. favor, motion failed. Councilor Smith made a motion to approve the intent to award the ASR#2 Fiberoptic Installation project to Robinson Brothers Construction, Inc. in the amount of $266,015.34. Motion seconded. No discussion on motion. All in favor, motion carried. Staff Reports and Requests: 5. City Manager’s Report – Steve Forrester Steve Forrester, City Manager, went through his report highlighting recent activity in each department. Councilor Hutchison asked about the other irrigation districts, and heard that they are starting to shut down. Mr. Forrester explained that Arnold Irrigation is a junior rights district and will be shutting all the way down. Council Reports None. Ordinances: None. Resolutions: None. Visitors, Appearances, and Requests: Ted Swindells, explained that he has two investments here in Prineville. One of them is hemp. He stated that he is very committed to this community and state. He really cares about their up to 70 employees, and everyone is incredibly safe. There is a final review in a week, and safety is paramount. Tyler Montoya, Central Oregon Processing Production Manager, said he is deeply committed to making sure the whole campus is safe. Almost all of the staff is from this community. He explained that he speaks on behalf of their staff and that they care. Mr. Montoya thanked the first responders for their help. Lyndon Jones, Director of Facilities, has input on making everything safe and in compliance. They are trying to comply with all mitigation measures. He said that the metal building Russ referred to is actually a block building, and they do not want the employees to be in danger. City of Prineville Meeting Brief 6 STAFF REPORT MEETING DATE: 7/28/2026 PREPARED BY: Casey Kaiser SECTION: Council Business DEPARTMENT: Public Works CITY GOAL: Quality Municipal Services & Programs SUBJECT: Intent to Award 2026 Pavement Seal Coat Rehabilitation Project REASON FOR CONSIDERATION: The City annually invests in pavement preservation to extend the life of its street network. The 2026 Seal Coat Rehabilitation Project aligns with this effort and will apply a surface treatment to approximately 383,300 sq ft of local street pavement. BACKGROUND: The project includes crack sealing and application of a two-coat polymer-modified fiber- reinforced asphalt emulsion surface treatment on the following streets:  SE Knowledge Boulevard (Lynn Blvd. to SE 2nd Street)  SE Fairview (Lynn Blvd. to Highway 26)  NE Fairview (Highway 26 to NE 4th Street)  NE 4th Street (NE Elm Street to Dead End)  NE Mariposa Avenue (N. Main Street to NE Clearview Way)  NE Brookstone Drive and Loop Work will begin no sooner than August 3, 2026 and be completed no later than August 28, 2026. The Engineer’s Estimate for the project was $170,997.30 (383K sq. ft. * .41). FISCAL IMPACT: Funding for this is included in the FY2026 Street Maintenance Budget. We had 2 responsive bids: Central Oregon Asphalt Sealing $164,445.00 Tri-County Paving $195,483.00 RECOMMENDATION: Staff recommends Council approve the Intent to Award for the 2026 Seal Coat Rehabilitation Project to Central Oregon Asphalt Sealing in the amount of $164,445.00 Page 1 of 1 7 STAFF REPORT MEETING DATE: 7/28/2026 PREPARED BY: Casey Kaiser SECTION: Council Business DEPARTMENT: Public Works CITY GOAL: Quality Municipal Services & Programs SUBJECT: Intent to Award 2026 Annual Street Striping Project REASON FOR CONSIDERATION: The City performs annual pavement marking maintenance to preserve roadway safety and maintain highly visible traffic control markings throughout the transportation network. The 2026 Street Striping Project will restore a total of 318,110 lf of worn pavement markings, improving visibility for motorists, pedestrians, bicyclists, and emergency responders while supporting the City's pavement preservation program. BACKGROUND: The project seeks to repaint approximately 190,000 LF of yellow centerline, 44,600 LF of white 4-inch fog line, 3,210 LF of white 8-inch turn lane markings, 66,700 LF of white 8-inch bike lane markings, and 13,600 LF of white diagonal parking markings. Construction is anticipated to begin after tentative Noice to proceed August 20, 2026, with final completion by September 3, 2026. The engineer’s estimated cost for the project was $87,596. FISCAL IMPACT: The funding for this is included in the FY2026 Street Maintenance Budget. There was 1 responsive bid for the project: Specialized Pavement Marking, Inc. $84,375.00 RECOMMENDATION: Staff recommends City Council approve the Intent to Award for the 2026 Street Striping Project to Specialized Pavement Marking, Inc. in the amount of $84,375.00. Page 1 of 1 8 City Manager Update to Council July 28th, 2026 Public Safety / Dispatch The Crooked River Roundup horse races went very smoothly. There were some DUI arrests made. The Police will be going through their quarterly firearms training this summer. A couple of the older decommissioned police cars have been stripped down and will be going off to auction. Dispatch has lost a call taker, and has the recruitment ad posted to fill the vacancy. Frontier Dispatch in Condon has been planning for an alternate operations location in the event their center goes down due to wildfires. Katie and her team are prepared to take calls for them temporarily if the need arises. Public Works The ASR#2 wellhouse is moving right along, but had to pause on July 21st due to hazardous smoke in the air. Our Public Works team is prepping North Main Street ahead of the North Main paving project. Railroad It is looking likely that Matt will see an increase of 40 cars per week, temporarily for five weeks. This is due to some shipments coming in for a project between Redmond & Bend. Meadow Lakes Golf Zach has reported that activity at Meadow Lakes has slowed down due to the wildfire smoke. Airport Fire activity at the airport has picked up significantly due to all of the wildfires in Crook County. Planning Josh had a Planning Commission meeting on 7/21 and reported it was a packed meeting with a lot of interest in a subdivision application in Ironhorse. Current commercial development is starting to wrap up. Human Resources – No Update Information Technology IT has been busy moving dispatch equipment to the Emergency Operations Center and watching the Grizzley Communication tower closely with wildfires nearby. They have developed an alternate plan with Dispatch to keep operations running smoothly, in the event that the tower becomes affected in any way. Finance Lori is working on the Quarterly Report for an upcoming Council meeting. The annual audit for FY 2026 is scheduled to begin in October and is expected to be completed by the end of December. City Recorder/Risk Management – No Update City Manager’s Update – July 14th, 2026 Page | 1 9 City Legal – No Update EDCO – No Update Public Relations ShanRae is reporting that views are up 88% and engagement is up 139.3% over the last 60 days on our Facebook page. We have started to cover/share fire updates on our Facebook page as well regarding wildfires in the area. Mayor/Council Registration is now open for the annual League of Oregon Cities (LOC) conference. This year it will be held at the Salem Convention Center. Economic Development and Strategic Caroline has been serving on the LOC Finance, Taxation & Economic Development Policy Committee and reports that the committee's last meeting this year was on July 23rd. All of LOC’s policy committees have come up with their own upcoming legislative priorities. As in previous years, those priorities will be distributed to Council members across the state to select their own priorities from the LOC list.
