Summary Statement:
In 2022, the City was awarded a grant by the Washington State Department of Commerce to
prepare Prosser's first Housing Action Plan. Why do we need a Housing Action Plan? The
Housing Action Plan (HAP) allows Prosser the opportunity to study the existing and future
housing needs for the community and, with the development of a needs assessment, develop
strategies to meet those needs.
How was the plan developed? The City contracted with LDC, Inc to guide the process. With
the help of LDC a Citizen's Advisory Committee was also established to provide input and
support the development of this plan. Community input was collected through a community
survey that was available on the City website. Finally, all the information gathered from the
Committee, the survey, and by LDC, were used to prepare the Draft Housing Action Plan
which is now available for review. More information about this process and plan can be found

At this meeting, representatives from LDC and City Staff will be present to gather input from
Planning Commissioners regarding the proposed draft. These comments will be gathered and

used to prepare the final document which is schedule to be presented to City Council in April
for review and subsequent adoption.
