Staff shared the survey results with Council at the Regular Council meeting on October 14, 2025. Next steps were to include further discussion of results in an effort to establish a list of priorities to be adopted by resolution, along with the development of a strategic plan to support the Council's goals and priorities. Comparison of Other Community Fees Summary Statement: As part of the adopted 2026 Budget, City Council approved updated system connection fees for the Water and Sewer Funds. These updates were intended to better align connection fees with the actual cost of system expansion and improvements required to serve new development. Connection fees are designed to ensure that growth helps pay for the additional infrastructure capacity it requires. However, the City’s previous fee structure had not been updated in several years and did not fully reflect current construction and infrastructure costs. In addition, the implementation of the Housing Incentive Program reduced connection fees by 50 percent for qualifying projects. Together, these factors have resulted in underfunded utility reserves and have shifted a greater share of system improvement costs to existing utility ratepayers. Following adoption of the updated fees, City administration was contacted by developers expressing surprise and concern regarding the increase. In response to these inquiries, staff Page 4 of 34 is preparing a comprehensive review for Council’s consideration. At the Regular Meeting on February 24, 2026, Finance Director Yost provided an overview of utility connection fees and utility rates. The presentation reviewed what connection fees are, how they support system expansion, what utility rates pay for, and how they work together. Building Official Alsbury reviewed with Council a sample building permit which highlighted the difference in fees from 2025 to 2026. Utility Connection Fee Use The connection fees are used to support the sewer/water utility system to help pay for upgrades and or replacement of sewer/water utilityinfrastructure. The purpose of this study is to evaluate and recommend appropriate System Development Charges (SDCs) for new connections to the City’s sewer system. SDCs are one-time fees charged to new connections to recover a share of the capital costs required to provide additional system capacity or use available existing capacity. Other common names for SDC include impact fee, capacity fee, expansion charge, plant investment fee, or capital recovery fee. In addition to SDCs, direct labor costs for infrastructure installation and indirect administrative costs also contribute to the overall cost to serve a new customer. These one-time charges help ensure that new development contributes to the infrastructure needed to serve it, instead of shifting the financial burden to existing customers by increasing rates. This report will analyze a few different methods of calculating SDCs to determine the most equitable fee. The methods include reviewing the City’s current sewer system value, current and future capacity, future improvement plans, and expected growth to recommend fair and reasonable connection fees. The City desires to update this fee and fees for subsequent meter/connection sizes to reflect the value of the existing sewer system and anticipated capacity expansion projects more accurately. Existin S stem Value The first step in determining a reasonable Sewer System Connection Fee is to calculate the value of the existing sewer system. The City's 2007 General Sewer Plan (GSP) identifies six lift stations within the collection system, approximately 31 miles of gravity sewer and force mains, and the City’s Wastewater Treatment Plant. Individual costs per lift station and pipe size were determined to calculate the value of the total system. The system component replacement costs are listed below, and costs for each component of the City’s sewer system are included in Appendix 2. Collection System and Force Main $21,700,160 City Lift Stations $3,500,000 Wastewater Treatment Plant 34 020 000 Total $59,220,160 Sewer S stern Connection Fee Determination An Equivalent Residential Unit (ERU) is a standard measure used to represent the typical water demand and sewer discharge of a single-family home and provides a common basis for calculating SDCs across different types of users. Three methods will be compared in the table below, offering a range of potential SDCs. Method 1 divides the current system value by the current ERUs to determine a cost per ERU. In this case, the wastewater treatment plant (WWTP) is rated as 2.43 million gallons per day (MGD) on a maximum day demand (MDD) basis, but the maximum daily flow as recorded in the City’s WWTP Facility Plan from 2015 to 2020 occurred in 2020 and was only about 1.03 MGD. Considering a single-family residence discharges approximately 312 gal/day, the current ERUs served by the treatment plant are about 3,301 ERUs. See Note 1 in Table 1 for analysis calculations. Given the WVVTPdesign criteria of 2.43 MGD, the WVVTPcan support approximately 7,788 ERUs in total on an MDD basis. Method 3 compares system cost versus treatment plant capacity on an average day demand (ADD) basis, instead of an MDD basis. Comparing the MDD and ADD calculated SDCs may help by providing a lower and upper range to consider when selecting fees. Therefore, given a population of 6,062 in 2020 and 2.7 people per household as shown in the City’s Water System Plan, one single-family residence is estimated to contribute 312 gal/day on an MDD basis. Therefore, the WWTP can support up to 7,788 ERUs on an MDD basis. 2The MDD value of 312 gal/day would be reduced to 180 gal/day on an average day demand basis, as shown in the City’s 2022 WWTP Facility Plan. Considering the lower ADD value, the WWTP can support 13,500 ERUs. Direct costs associated with the installation of new residential sewer services are generally the developer’s responsibility. However, the City of Prosser incurs indirect administrative costs, such as inspection and residential account setup. Therefore, an indirect administrative cost of $200 is estimated i addition to the SDC. Direct and indirect costs for larger industrial and commercial connections are n recommended to be evaluated on an individual basis to capture the total costs of the speci?c connection. In Prosser’s case, WWTP improvements are anticipated to adequately serve the City’s 2042 growth projection. Considering the wide range from the current connection fee of $870.05 and calculated Method 1 connection fee of $18,141 including indirect costs, the choice to increase the fee is based upon City Council considerations, desire to build capital improvement reserves, and determination of what fee will serve the sewer utility best without hindering private development. Depending on anticipated growth, the City may consider setting new connection fees equal to the value of the system divided by the WWTP capacity (Method 2), or setting the fee between the calculated values in Methods 2 and 3. Considering neighboring cities charge between $2,000 and $5,000 per new sewer connection (see Appendix 1), a connection fee ranging from $4,387 using Method 2 and $7,605 using Method 3 would yield a reasonable and equitable system development charge. The purpose ” of this study is to evaluate and recommend appropriate System Development Charges (SDCs) for new connections to the City’s water system. SDCs are one-time fees charged to new connections to recover a share of the capital costs required to provide additional system capacity or use available existing capacity. Other common names for SDC include impact fee, capacity fee, expansion charge, plant investment fee, or capital recovery fee. In addition to SDCs, direct labor costs for infrastructure installation and indirect administrative costs also contribute to the overall cost to serve a new customer. These one—timecharges help ensure that new development contributes to the infrastructure needed to serve it, instead of shifting the financial burden to existing customers by increasing rates. This report will analyze a few different methods of calculating SDCs to determine the most equitable fee. The methods include reviewing the City’s current water system value, current and future capacity, future improvement plans, and expected growth to recommend fair and reasonable connection fees. The City desires to update this fee, and fees for subsequent meter/connection sizes to re?ect the value of the existing water system and anticipated capacity expansion projects more accurately. Existin S stem Value The first step in determining a reasonable Water System Connection Fee is to calculate the value of the existing water system infrastructure. The City’s 2022 Water System Plan (WSP) identifies six active source wells, four booster pump stations, eight pressure reducing valve (PRV) stations, three water storage reservoirs, the City's filtration plant, and approximately 41 miles of water main piping. Individual costs per component and pipe size were determined to calculate the value of the total system. The system component replacement costs are listed below, and costs for each component of the City’s water system are included in Appendix 2. Three methods will be compared in the table below, offering a range of potential SDCs. Method 1 divides the current system value by the current ERUs to determine a cost per ERU. Method 2 also considers the entire system cost, but computes the SDC by dividing the system cost and the total system ERU capacity. Using the City’s 2022 WSP and a straight—lineprojection from 2022 to 2032, approximately 5,351 ERUs are projected for 2025. Therefore, the calculated cost per ERU connection is $13,964. Since completion of the Well No. 7 project, the system capacity is limited to 6,545 ERUs by source capacity, according to the 2022 WSP. Using Method 2, the calculated SDC fee per additional ERU yields a cost of $1 1,416 per connection. Finally, the lowest SDC is computed using Method 3 evaluating the Well No. 7 source capacity project individually. When evaluating the cost per ERU considering the City’s loan of $2,450,000 and additional ERUs of 1,240, the total cost is approximately $1,976 per ERU. Direct costs associated with installation of new residential water service from the distribution main to the water meter are generally the developer’s responsibility. However, the City of Prosser incurs direct costs through supplying and installing the meter and meter box, and indirect administrative costs, such as inspection and customer account setup. Therefore, a direct labor cost of $1 ,500 and an indirect cost of $200 are estimated in addition to the SDC. Direct and indirect costs for larger industrial and commercial connections (above 1" meter size) are recommended to be evaluated on an individual basis to capture the total costs of the specific connection. In Prosser’s case, the Well No. 7 project was completed to serve the City’s 2032 growth projection, and new developments are benefiting from both existing infrastructure and this capacity improvement. Considering the wide range from the current connection fee of $1,800.00 and calculated Method 1 connection fee of $15,664, including direct/indirect costs, the choice to increase the fee is based upon political considerations, desire to build capital improvement reserves, and determination of what fee will serve the water utilitybest without hindering private development. Appendix 1 details water and sewer connection fees of several nearby cities, and charges typically range between $2,000 and $5,000 per new water connection. Depending on anticipated growth, the City may consider setting new connection fees equal to the value of the system divided by the total ERU capacity (Method 2), or by setting the fee between the calculated values in Methods 2 and 3.
