Neighborhood District 1 Notes: July 7, 2023 Prayer and Pledge of Allegiance ● Prayer: Laura Middleton ● Pledge: Robert Hammond Department Topics ● COP update (Provo Police Officer Hutchinson was unable to attend, Rachel Breen presented in his place) ○ Neighborhood 1 has mostly theft, criminal mischief, traffic incidents ○ Top call types were animal problems (40), Alarms (24) ○ Wanted to convey Hide, Lock, Keep protocol and shared two brief videos ■ 492 vehicle burglary reports last year between Provo and BYU ■ Prevent trailer theft- one of the most common crimes in Provo right now ● Don’t park on the street ● Buy a hitch lock ($25) ● Wheel boot lock ($35) ● Padlock on all trailer doors ● Rock Canyon Trailhead Update (John Bunderson) ○ North Canyon Park (“Quail Orchard Park”)- construction delays, best estimate right now in mid-September (there are incentives to finish early and penalties if you’re late) ○ Upcoming project to improve Rock Canyon trail starting this Fall into next year, should be completed in 2024- culmination of master plan created in 2014 ■ Starting in the north, intent to have parking area as well as trail access available during the project ■ Eventually will try to get transit busses in, working with UTA to bring visitors and students up in there to reduce parking needs moving forward (no date for this) ○ Public works has a pipeline project (aquifer storage) that will go through that area during the same time period as well (and eventually a roundabout) ■ Public works did a pilot program two years ago, determined it was effective to have a water feature and storage ○ Improved parking, public access, 3 additional trail loops great for children and school trips + Bonneville trail connection ○ Restroom improvements for higher capacity, moving past the current “retrofitted seasonal design”, two family style restrooms and additional stalls in mens and womens restrooms ■ Portable restrooms will be provided as it will likely be closed during renovation ○ $2.6M in grant funding from Utah County, total cost will be closer to $3M but they’ve identified several funding sources this project is a great fit for ● Recycling, Sustainability, 1000 Trees (City staff-- ○ Bryce Rolph- Sanitation Manager, Compost yard, Recycling ■ 11,000 blue cans (about 60% of total homes have recycling) ■ Cost of recycling is going up- it’s a commodity like anything else that fluctuates with the market (value for recycling has dropped while cost of sorting has increased). It’s risen from $100/ton to $140/ton  ■ HAUL: Cardboard, paper, food boxes, aluminum cans, steel cans, plastic containers (usually if it has a screw on lid, that will work-- only #1 and #2, remove lids) ● There is no end user for plastics #4, #5, and #6 ■ SORT: Nearest sorter is in SLC, transportation is one of the biggest costs ■ PROCESS: always overseas so we have to transport to CA and ship out where that gets shipped back to us ■ Clean the items you recycle- when they are dirty it can damage machines, each month Provo gets a report with “contamination rate”- residue and “other plastic” ● WE can control the contamination rate, goal is to get below 15% ● Plastic bags are the worst contaminators ● Glass can be recycled through the bin in the Smiths parking lot (take the lids off) ● No aluminum food trays ○ Hannah Salzl- Provo’s approach is to educate and empower residents, information is constantly changing, so the best thing to do is check four sites listed in meeting notes ■ Sustainability: connects to what the other departments are doing, what you can do and what the Citizen’s Sustainability Committee is doing ■ Preserving Provo: monthly sustainability newsletter, you can sign up ■ 1000 Trees: most actionable items, so far 381/1000 have been planted, would love to work with neighborhoods about where to plant them (qualifies for city matching grants) ● Most have been place in park strips- you need to be able to dig a hole 3’-4’ deep and wide ■ Water programs: smart water controller discount, tips on water conservation and trees, turf rebates, landscaping classes, etc. ■ Conservation and Resiliency Plan: look at it and make comments, email city council members ■ Station Area Plan: looking for resident input with some incentives (gift cards) ● New Provo School District Superintendent- Wendy Dau ○ Bountiful HS, BYU, UofU ○ Working on Superintendent and School Board relationships ○ One of the biggest challenges is attendance and engagement of students Planning Item ● Charles Openshaw update (Stan Jensen) ○ Concern about traffic and safety-- the city is looking to do a traffic study on the potential impact in September ○ Developers are still finalizing plans, but if you have concerns or possible concerns, contact Dustin Wright (scheduled to go up at a meeting August 14) dwright@provo.org ■ Concern about having to come to the city building rather than do something at the firehouse Public Comment ● How do we get more people involved in this meeting?  ○ We should be able to tell how many people are hitting this website, we may need to consider door hangers again ○ Newsletter goes out a few days before the meeting and a week after (60% open rate of 200 residents) ○ City is attending Farmer’s Market and Neighborhood Events to get sign ups for the emails and get the word out ● Randy Nisch- UT native plants, area around Rock Canyon is being heavily colonized by dangerous spurge that when burned could blind you, Provo should take serious action ○ UT State Press and UT County Native Plant Landscaping book is available ○ Lives directly west of Days, organizing against Edgemont Plaza opposed to any further expansion of Edgemont Plaza (grounds poorly maintained, vagrancy, etc has increased with every expansion), collection of residents securing attorney Additional Topics ● New Neighborhood District 1 Website ○ Provo.org → Community → Neighborhood District Meeting → District 1 ○ Agendas for meetings + Zoom link ○ Contact info, calendar, Facebook page, Matching Grant, Development projects, Community Oriented Policing + crime stats for the neighborhood, Sign up for emails ● Provo Library Programs ○ Mariah- outreach librarian, go out in the community to connect them to library services ○ Orange and green library van→ teen centers, senior center, farmer’s market, day care ○ Library events- go to the calendar on the website ■ Aug 4: Romance panel with 20+ authors ■ Brandon Mull coming to promote Fablehaven cookbook ■ Summer Reading Program for kids and adults ○ Basement creative lab- VR, record a podcast, rent our escape rooms and board games ○ Free streaming for audio books and films, Creative Bug to learn art/crafts ○ Resident input: ideas for outreach to District 1, we can let them know where to show up and they’ll come ■ We could have them come to our District Event ○ Story trails in different parks (Carterville and Kiwanis right now), Rock Canyon story trail starts July 17 ○ Stories in the park every morning at 10am Adjournment
