Department Topics Traffic – update on Timpview and Canyon Road: statement from department shared via PowerPoint slide. (Refer to slides for details.) Sharon requests explanation of how decisions are made. Kent reports that the community officer said there is not enough foot traffic on intersections to justify flashing light stop signs. Pam Jones from Edgemont neighborhood asks why asphalt was installed on sidewalk along University instead of concrete. (possible explanation given that it is a bike path, not sidewalk) Park – update on river parkway: statement from department shared via PowerPoint slide. (Refer to slides for details.) It is important for residents to stay out of construction zones. 3. Northeast Neighborhoods Plan presented by BYU Students Student interns, collecting data and creating a plan for the northeast area of the city. Sharon asks students: What is the class that brought you in? (internship level class, interdisciplinary team – different majors) Provo City did research two years ago. Northeast area plan exists. Official process for adopting an area plan. (not binding) Stan Jensen: In the northeast area there are steep grades, where it is usually dangerous to build. But there is more to the difficulty. Roads, maintenance, etc. Re: Provo River: city has an easement for trail along river. Lake and River plan, available in October. Robert Hammond: Areas of concern: River bottoms, protecting Provo River walkway on both sides. Require public access for private property owners. Lover’s Lane, preserving that area. Citywide concern, apartments advertised “pet friendly” but no area for the pets. People go to local trails and parks to walk pets. Some don’t clean up after pets. 3800 N University intersection property available. Some want drive-through restaurant. Traffic concerns. Angela: Easements need to be recorded with the city. Suzanne comments on Lake and River plan. Matt: dog problems, leash and cleanup, traffic and speed 4. Additional Topics A. 4800 N University Ave project preliminary presentation Julie Smith: Northeast corner, zoned commercial, north of funeral home. Rezone, multifamily. Sharon: multi family? Height? Density? Julie: density based on parking, 3 acre lot Sharon: overdo on the parking (more than specified) Angela: ratio with green space for pets; ownership preferred over rentals Craig Christensen: greater need for home ownership Matt: absentee landlords, not too tall (three stories max) Knock doors, get neighborhood buy-in Angela: prefer it be like Three Fountains, no rentals allowed (HOA). B. Report on Northeast Provo Neighborhood Social Time of year, good because a little cooler than summer. Six five quart ice cream, two bottles of root beer each Curt Bramble offered balloon rides for the next event Rotating parks for future New park opened today City staff was great, swag was given. Fire truck big hit; next time put up cones for fire truck parking area Cotton candy, balloon animals, face painting were popular Someone manning games would be better 6:30 – 7:30 good time Maybe pizza would be better Bonnie marrow: social was great, pleasantly surprised by turnout, firefighters were great, BYU students were there, liked asking questions, next social at quail valley park Rachel: city personnel: firefighters were happy to be there, public works glad to share about aquafer, city council neighborhood group will come to anything, Covey Center: happy to set up music at neighborhood groups Library van was great, too. Stan: COP program may like to come, would be good to have officer (maybe k9) there. Monday was a great day for it 5. Public comment Heather Britton, Edgemont neighborhood: dog hit on street, driver left. Camera shows, driving too fast. 2950 between Canyon and Timpview. Speed control, elementary school, high school, construction problems. Previously reached out to city, speed tracker on street, no feedback from city. Rachel: How to interact with neighborhood program: contact Vern Gordon directly Matt: can school district help educate students about slowing down. Robert Hammond, electric bikes vs motorcycle. Bill Fillmore: topic of discussion for council, sidewalk 10 mph Sharon: we need enforceable code regarding ebikes, speed, Laura Middleton: City Council taking up ADUs again, wanting to push it citywide w/o need for neighbor okay. Council should respect zoning laws and the choice residents made to live in particular neighborhoods. Bill: ADUs under mandate because of state law. Some people pushing for ADU as social issue Rachel Oct 17 work session city council will discuss ADUs.
