District 4 Board Members in attendance: Mel Smith, Mindy Jeppesen, Beth Hedengren, Aaron Skabelund, Eric Chase, Lynn Sorenson, Michael Roberts. Agenda Items: Item 1: Tyson Reynolds’ presentation as part of request for zone change. Applicant name or project description: Tyson Reynolds requests a Zone Map Amendment from the R1.8 (One Family Residential) Zone to the CMU (Campus Mixed Use) Zone in order to construct a new 101-unit apartment building, located at 2000 North Canyon Road. Pleasant View Neighborhood. Nancy Robison (801) 852-6417 nrobison@provo.org PLRZ20230284 Public Comment: Lots of questions and comments from neighboring residents. Almost all in attendance and over Zoom were opposed to the proposed zone change and concept plan. Sample of comments & questions from residents and answers from developer: Q: Don’t we need starter homes? A: Location matters. This is near BYU (a half a block from the northwest corner of campus). Provo needs greater density, particularly at locations like this. Q: How long will it take to remove the dirt? A: About three months. Q: What is the maximum number of units, height, and parking requirements? Expect to meet or exceed parking minimums, 75 feet, and units depend on parking. Q: Do we need more student housing? A: Studies show there is demand. Q: Zoning change will allow you to do anything, right? A: We will listen to the neighborhood after a zoning change is granted. Comment from Councilor Travis Hoban: talks about development agreement can set conditions to what is built, and Q: Do you want a big apartment building? My personal opinion is that we need owner-occupied homes. Opinion poll of those in person and over Zoom: In favor: 2 Opposed: 55 Paul Evans: asking for a motion that the general plan be amended first before zoning change happen? (of those in person and over Zoom) For: 28 Against: 4 Second motion: before any zone change happens, the developer be required to proffer a development agreement. (of those in person and over Zoom) For: 23 Against: 8 Was applicant or their designee in attendance at this meeting? Yes. Was a city representative in attendance at this meeting? Yes (Rachel Breen, Bill Peperone, Aaron Ardmore, Nancy Robison, Abinadi Borja, Council Chair Katrice McKay, Councilor Travis Hoban) Have other neighborhood meetings been held on this project? No. Relevant history of property/area: N/A Overall responses Favorable feedback (be specific): see above Concerns raised (be specific): see above Has the applicant worked with the neighbors to address their concerns, if any? He expressed his willingness to do so. Are there specific parts of the City Code, General Plan, or the neighborhood/area plan that should be considered? Not sure. Conclusions/summary from Neighborhood District Chair: Residents were encouraged to attend the Planning Commission and City Council meetings for this zone change or to send emails to the Planning Commission and City Council members. Additional topics: I. Noise concerns from the BYU Stadium, report from Mel: noise limitations are in the code but there are exceptions allowing for up to 105 decibels. Police PD did recordings both and outside the stadium. Would like more information from the neighbors. II. Carterville Path: Discussions III. Crosswalk Changes at 1460 N Jordon Avenue: thanks to the city IV. Grandview Playground: it’s finished. V. Light the Hill: district leadership provided some funding VI. Rachel Breen, changes to neighborhood program as announced: meeting changes, district meetings changed to Wednesday, quarterly meetings. Talked about other proposed changes. General public comment: A resident of Garden Villa, a subdivision established in what became called the Pleasant View Neighborhood, spoke about his community.
