Neighborhood District 1 Meeting April 17, 2024 Link to Slides Presented During Meeting Board Members Present: Sharon Memmott, Kent Johnson, Matt Wheelwright, Laura Middleton, Robert Hammond, Paul Warner, Lynn Sorenson, Stan Jensen, Becca Kearl Board Members Not in Attendance: Bonnie (Work Commitment), Richard Pratt Residents Attending in Person: 51 signed in (more were in attendance) Residents Attending over Zoom: 47 Conducting: Sharon Memmott Prayer: Matt Wheelwright Pledge of Allegiance: Laura Middleton Department Topics 2875 North Canyon Road Crosswalk Study (Traffic Manager Vern Keeslar) ● Vern spoke about the crosswalk at 2875 not being sufficient as an ADA-compliant crosswalk. The city will be moving the crosswalk to 2950 N as Provo City has invested in concrete work and it is ADA compliant. It’s possible that the 2950 N crosswalk will be upgraded to a school crosswalk, but Vern needs to meet with the leaders of Centennial Middle School & Rock Canyon Elementary to ensure it fits under that designation. ● There were multiple comments and concerns about the speed near the Fire Station on Canyon Road. A speed study was completed on Canyon Road, but analysis still needs to occur. However, there are plans to install a “Your Speed” sign near the fire station, facing the southbound traffic. ● Questions were asked about the new Canyon Road crosswalk near Days Market. It’s been received positively for the most part, with a handful of complaints. It has been positive for the most part. Timpview Drive “Your Speed” Signs Data (Traffic Manager Vern Keeslar) ● Two Signs were installed - one NB and one SB. ● NB Traffic ○ Weekday traffic averages about 1000 vehicles, weekend traffic is slightly higher. The 85th percentile speed is 34 MPH. ● SB Traffic ○ Weekday average of 600 cars, weekend of 425. 85th percentile average is 33 MPH. ● These signs are not data points in speed/traffic studies. These are only used to help drivers with their speed. Provo City will continue to try to do this in areas of higher speed. This data is shared with the Police Department.  ● A question was asked about historical data. The preference is to use current equipment instead of radar speeds. ● UDOT did a traffic study on University Avenue. The 85th % was above 55 MPH. UDOT has decided to lower the speed limit at N University by 5 MPH. The segment that is 45 MPH will be lowered to 40 MPH and the segment that is 55 MPH, lowered to 50 MPH. Emergency Info (Emergency Management Coordinator Chris Blinzinger) ● Chris is encouraging residents to register for a County-wide emergency notification system. Here is the link to register. Provo residents can register family members who live in other Utah County locations. ● Chris encourages residents to participate in “preparedness-minded” activities. ● Please get to know & check on your neighbors during an emergency. WUI – Wildland Urban Interface (Deputy Fire Marshal Jeanie Atherton) ● WUI encourages residents to do mitigation work on potential fire hazards to create defensible space around homes. ● Defensible space is a perimeter of 100 feet around your home. The Provo Fire Department offers free home assessments and will walk residents through the evaluation and their property. Contact the Fire Department to schedule a home assessment. ● Provo City offers a community chipping program – residents remove the trees, shrubs, etc., and put them in front of their homes. Provo City chips the material and takes it to the green waste dump. ● The Fire Department is happy to meet with HOAs and neighborhoods who live in areas with potential wildland fire hazards. ● Link to sign up for a home fire assessment: 2024 WUI Contact Information (google.com) Planning Item Zone Map Amendment - 3652 North 50 West - to build a new automatic car wash. Zone Change from A1.5 (Agricultural) Zone to SC1 (Neighborhood Shopping Center). ● Developer wants to build a Quick-Quack car wash at the corner across from Will’s Pit Stop and kitty corner from Jiffy Lube. ● Developer is opting to go for a lighter zone change to align with the area. They have also hired an independent contractor to do a traffic study and the plan has been created to try and minimize traffic on 50 W Street. ○ A QQ car wash generates 86 PM peak hour trips (43 cars entering and those 43 cars leaving). ○ The developer acknowledges that there is already a problem at this intersection. Conversations are happening to develop solutions - potentially a roundabout - to solve flow. They are looking for an intermittent solution - i.e. re-striping. Those conversations are still happening and have not been decided. Traffic engineers and traffic consultants are having those conversations. ● The developer has gone through extra measures to deaden noise. The majority of the noise happens at the exit. These accommodations place the noise of the car wash lower than the City code.  ● Robert Hammond (Riverside Neighborhood Chair) expressed comments that were provided to him by residents of the area. Concerns included: traffic congestion (several movements near capacity), a roundabout shouldn’t fit there, restriping wouldn’t make a difference, and the overall # of cars being serviced. Concerns were also expressed about the sound & lighting being moved from University Avenue to the surrounding neighborhood. ● Many Citizen questions and comments were made. Topics included car traffic, foot traffic, poor aesthetics, and specific zone-related questions. A straw poll was held to determine whether attendees were in favor of the project as presented: - Yes: 0 - No: 62 people A straw poll was held to determine support for the SC1 zone change: - Yes: 1 (online) - No: 53 individuals Additional Topic Provo School District Update (Melanie Hall, Provo School Board) ● PSD is surveying to determine what people want to happen to Camp Big Springs. Trying to decide between a 4-day, 2-day, or day camp. Please contact Melanie or Lisa Boyce to take that survey. ● Governor Cox emailed the district to implement a district-wide cell phone policy. The current policy is set school-by-school. Currently exploring a district-wide policy. Please reach out to Melanie or Lisa via email to provide that feedback. ● It has been determined that there are other structural issues in the remaining part of Timpview. Community meetings will be held regarding the other capital needs. ○ May 1 - Centennial ○ May 6 - Provo High ○ May 15 - Timpview ○ May 16 - Dixon Middle School Public Comment ● Comments were made by Matt Wainwright and Lynn Sorenson about providing feedback to the planning commission and city council about other potential projects. ● Recommendations to reach out to council@provo.org.
