Neighborhood Districts

Provo Neighborhood District 1 Meeting – October 2, 2024 The meeting started at 6 pm with Prayer by Richard Pratt and the Pledge led by Craig Christensen. All Board members present except Stan Jensen, Kent Johnson, Bonnie Morrow, Robert Hammond, and Becca Kearl. The meeting was conducted by Sharon Memmott. Update on Rock Canyon Trailhead (see slides) - Asphalt walking path resealed, interior bowl parking lot asphalt replaced, replaced half the lighting, landscaping rocks missing because people are throwing them at the water tower and restroom (please do not throw rocks!). Restroom replacement, climbing zone, new pergola. Should open end of October. • Question: Will the rocks be replaced? • Answer from Provo Parks: Nothing will be done this season, but later the Parks Maintenance staff will decide what to do (possibly change to a different material – such as bark instead of rocks). Northeast Neighborhood Plan update (see slides) - Still working on it. Will post information on Open City Hall for public comments. Some neighborhoods have a plan, and others rely on the City Master Plan while they wait for their plan to be done. David Bragonje requests a Zone Map Amendment from the A1.5 (Agricultural) Zone to the MDR (Medium Residential) Zone to build 16 townhome units at 5568 North Canyon Road in the North Timpview Neighborhood (see slides) - Currently in the first round of reviews (the project may change by the time it goes to Planning Commission and City Council). David Bragonje changed his plans from apartments to townhouses of 3 stories with main living on the 2nd floor. Studies show the site is a good place for building as soil and ground are good for doing so. May move the buildings back to increase the driveway space. Units are 2500 sq ft and the developer does not know the price yet. • Question: Will the trail still be available for public use? • Answer: Yes, the project does not extend up to the trail. • Question: What about the fault? • Answer: The fault is 1/3 mile away and the project is not up against the hill. • Question: Is there sewer capacity for this project? • Answer: There will be sewer capacity since it’s just 4 units per acre. • Question: Is this project why UDOT is putting in a stoplight? • Answer: No, the plan for a stoplight was in the works before. You can contact UDOT if you are concerned. • Question: Why are you asking for an MDR zone instead of an LDR zone? • Answer: Because of the building height and number of units (will look into this). • Question: Will these be owner-occupied? • Answer: Not sure. • Question: What about utilities? Will the developer improve the water line? • Answer: Don’t know yet. • Question: If this changes to MDR, can someone else buy the property and build more units? • Answer: The concept plan will be tied to the Zone Change and goes with the property, not the owner. Vote taken on whether group present are willing to approve a zone change to allow building these 16 units. Discussion on LDR vs MDR so vote was not on a specific zone as either would work. Residents voted 15-0 in favor of the change. Discussion about safety of 2200 North (see slides) - Many expressed concerns about the speed of cars and no police presence in keeping safe speed. Road design is a problem and leads to excess speeds. They want the speed limit adjusted and the stop light used better. A neighborhood meeting to be held October 22nd at the Fire Station on Canyon Road at 7pm to discuss all aspects of the concerns. Residents’ suggestions: • Put lights at 2200 North and 2320 North (Provo School District also wants this). • More police presence to reduce speeding or have enforcement photos. • Have a median or roundabout. • Change speed from 30 mph to 25 mph. • Add a sign to warn of the merge. • Add speed bumps or dips. • Add a crosswalk with a median like they put by Day’s Market. Legality of golf carts, etc. on public roads (see slides) - Golf carts are only allowed on golf courses and private property with permission. They are not allowed on any public streets or sidewalks. Provo City is currently working on a video explaining the rules. If you see someone breaking the rules, call Police Non-Emergency Dispatch 801- 852-6210. Discussion of explanation of rules should be presented to all students, including required for BYU freshmen. Comment that the addition of bollards cut down the number of golf carts and speeding ebikes. • Question: What are the penalties for breaking these rules? • Answer from Provo Police: For most it would be a warning; however, if there is a target for a problem location, it could be a citation (with fine) for the relevant offense. For underaged riders/drivers, there could be a juvenile court referral in lieu of a ticket, for which a judge may seek restitution via parents. For the most part, education with a warning would be a first step. • Question: What about the golf carts used by BYU on public streets? • Answer: (We have contacted BYU, waiting for them to return our calls.) Training on how to access property records on the City and County websites. Public Comment. • Parking problems at the new housing on Stadium Avenue (no enforcement). • The city does recycle glass. You can’t put it in your recycling bin, but you can take it to the large recycling container by the new Fire Station on 300 W between Center St and 100 S. • Lisa Boyce from the School Board explained the Strategic Plan for 2030 with three main areas: o Academic achievement o Safety and wellness of students o Stewardship of resources • Boyce said they will focus on the 5-15 year teachers for raises to maintain them in the District. • Officer Hutchinson is the COP for our District = 801-852-6257.
