Neighborhood District 1 Meeting Minutes Meeting Conducted by: Sharon Memmott Attendance: 51 in person, 14 on Zoom = 65 total Board Members: Bonnie Morrow, Jennifer Griffin, Jeff Olsen, Richard Pratt, Kristin Winward, Robert Hammond, Sharon Memmott, Scott Murray, Becca Kearl, Rhoda Gaufin, Paul Warner, Zachary J. Holzapfel, Lynn Sorenson, Michael D. Sellers City Councilors: Councilor Katrice MacKay Other Politicians: Marsha Judkins, formerly of Utah House of Representatives Prayer & Pledge of Allegiance Paul Warner offered the opening prayer; Lynn Sorensen led the Pledge of Allegiance. Introduction of New and Continuing District 1 Board Members ● Pleasant View: Lynn Sorensen (continuing) and Michael Sellers (new) ● Rock Canyon: Paul Warner (continuing) and Zach Holzapfel (new) ● Indian Hills: Becca Kearl (continuing) and Rhoda Gaufin (new) ● Edgemont: Sharon Memmott (continuing) and Scott Murray (new) ● Riverside: Rob Hammond (continuing, seeking a counterpart) ● Sherwood Hills: Richard Pratt (continuing) and Kristen Winward (new, on Zoom) ● Riverbottoms: Matthew Wheelwright (absent) and Jeff Olsen (new) ● North Timpview: Bonnie Morrow (continuing) and Jennifer Griffin (new) Each new member briefly introduced themselves, sharing how long they had lived in their respective neighborhoods. The outgoing board members were recognized: ● Stan Jensen (2 years of service) ● Kent Johnson (2 years of service) ● Laura Middleton (6 years with the neighborhood program) ● Mary Monnahan from Edgemont (22 years of service) Mary Monnahan was presented with a blanket and flowers as a token of appreciation. Rachel Breen, the Neighborhood Coordinator, was also recognized for receiving the Provo City Employee of the Month award. Proposed Noise Ordinance Michael Sanders from the Council Office presented the proposed noise ordinance update: ● The update was prompted by councilor questions, resident complaints, and the legal department noting the current ordinance was outdated. ● Analysis of 5 years of police call data showed about 800 noise complaints per year, with District 5 accounting for 48% and District 1 having the least at 6%. ● Pleasant View neighborhood had recently moved to District 1, which may have impacted the data. ● Most complaints were related to loud music and parties, not BYU stadium events. Key changes to the ordinance include: ● Simplifying noise limit determinations from 162 to 18 categories ● Introducing ambient noise-based measurements ● Removing detailed enforcement procedures to give police more flexibility ● Maintaining current exemptions for city-sponsored events, temporary activities, and legal fireworks For BYU and other stadiums:  ● Proposing to exempt athletic competitions at any time ● Other activities exempt only 7am-10pm ● Non-sport nighttime activities would require a permit Residents expressed concerns about exempting major noise sources like stadiums. Sanders encouraged submitting feedback to the council before the January 28th vote. Accessory Dwelling Units (ADUs) Melia Dayley from the Council Office presented on current ADU regulations: ● ADUs are prohibited in most residential zones except specific areas shown on a map ● Three ways to get an ADU if not allowed by zoning: ○ Signature petition (now requires full amendment process) ○ Rezone to a higher density zone ○ Ordinance text amendment without signatures (higher fee) ● Owner occupancy is required for ADUs ● Elderly person's extra living space permit available for those 60+ ● Code enforcement investigates illegal ADUs based on complaints ● ADUs allowed by zoning run with the land; special permits do not transfer to new owners Residents asked questions about family rentals, enforcement methods, and distinctions between internal and detached ADUs. Dayley encouraged contacting the Planning Department with specific property questions. Zone Map Amendment Bonnie Morrow presented a proposed zone change for a property on Canyon Road: ● Subdividing land at 4150 North Canyon Road ● Changing zoning from Residential Agriculture to R1-10 for one portion ● Remaining portion to stay Residential Agriculture ● Purpose is to settle an estate Meeting attendees voted in favor of the zone change with no opposition. Poll: 35 in support, 0 opposed. Announcement of District 1 Chair, Vice Chairs, and Secretary ● Matthew Wheelwright volunteered to run for Chair ● Paul Warner and Sharon Memmott volunteered for Vice Chair positions ● Becca Kearl volunteered for Secretary Scott made a motion to confirm the volunteers for these positions. The motion was seconded. Meeting attendees voted unanimously in favor of confirming these nominations: 0 opposed. Traffic Study Results Rachel presented traffic study results for several locations on behalf of Traffic Manager Vern Keeslar: ● 2200 North (see slides). ● 3460 North (see slides). ● 4350 North & Canyon Road (see slides). ● Foothill Drive (see slides). ● Quail Valley Drive (see slides). Residents discussed concerns about specific intersections and asked for clarification on locations. It was noted that a matching grant application had been approved for a driver feedback sign on Quail Valley Drive. Public Comment Richard presented a proposal for a driver feedback sign on 2200 North: ● Showed recent crash data and speed statistics ● Requested support for a matching grant application ● Proposed location near 310 E 2200 North Rachel noted the district was about 70 service hours short for another matching grant. The board discussed ways to accumulate service hours, including snow shoveling and yard work visible from the street. Heather presented a second proposal for a driver feedback sign on 2950 North: ● Described speeding issues and safety concerns for children ● Vern Keeslar had suggested more invasive options like chicanes Residents at the meeting voted to support moving forward with Richard's application first, followed by Heather's when the new fiscal year begins in July. Vote to approve Matching Grant for 2200 North speed sign: 35 in support, 0 opposed; Vote to move forward with Matching Grant project of speed sign at 2950 North: 38 in support, 0 opposed. Other goals suggested by board members included: ● Increasing meeting attendance and email list signups ● Maximizing use of matching grant funds each year ● Creating an emergency evacuation plan for District 1 ● Improving communication about major construction projects Hans Kelling expressed concerns about a neighbor's overgrown yard creating a fire hazard. The board suggested offering service hours to help address the issue if the neighbor is amenable. Adjournment Action items: Melia will send details on ADU code enforcement procedures. The Development Services Department that is over Code Enforcement is currently creating a pamphlet of ADU information. Once that pamphlet is published, the Neighborhood Coordinator will email it to newsletter subscribers, post it on social media, and hand them out at future Neighborhood District meetings. 2200 traffic study: do we know whether it was a student or anything about the drivers? According to Traffic Manager Vern Keeslar, the accident investigation report does not specify if the driver was a BYU student. The reports did state that distracted driving contributed to 2-3 of the accidents and there was one DUI. Google spreadsheet to track service hours. This will need to be created by the Neighborhood District 1 Secretary or another Board Member. The Neighborhood Coordinator can assist in communicating the link to residents. Look into CERT program. Provo City Emergency Coordinator Chris Blinzinger will attend the April 16th Neighborhood District 1 meeting to answer questions and discuss ways to follow up with District 1 Board and resident concerns.
